Re: Monthly Department Report — March 2020
1. General:
The CED department continues to be open for business and performing all tasks remotely from our
home offices. Staff are still reviewing land use and building applications, and answering questions via
email and phone calls. There have been a lot of inquiries regarding new home construction. The
Building Official is out doing inspections and has issued several new building permits. Staff are
communicating regularly as we would do in the office and have weekly video staff meetings to stay
updated and exchange sourdough recipes.
2. Housing:
Crestline Engineering did on a basic wetland delineation for the Davis Ave parcel to determine the
developable area and it appears 3/4 of the parcel is wetlands. The Housing Company will plan to discuss
this with McCall Redevelopment Agency (MRA) Board at the April meeting. City owned parcels will
be presented again for a potential local housing project(s) with the City Council.
3. Long-range Planning:
Staff are working on developing a scope of work for Valley County Lake Management Plan with
Valley County.
4. Code Update:
The public hearings on Telecommunication, Title 2 Building and moving Historic Preservation are on
the April 9 City Council meeting. The joint work session with the Planning & Zoning Commission
and County Commissioners scheduled for April 9 has been postponed due to the COVID-19 situation.
5. Greenhouse Gas Inventory:
Staff completed webinars, sent out letters requesting data, and working with the McCall Outdoor
Science School (MOSS) on summer internships. Students will provide update to the Council once we
get more into the project.

6. Urban Renewal:
The MRA meeting on March 31 was cancelled. The next meeting will be held on April 21. Staff
has been working on the scope of work for the waterfront design and engineering. There is one
vacancy on the Board.
7. GIS:
GIS Tech position has been filled by Gene Trantham and he starts (remotely) on April 7. The Analyst
has been working on the Pavement Management Database set up (importing data to be used for the
Streets Dashboard) working with Horrocks. There have been several dig line requests. Also working
on the Airport AGIS project.
8. Building:
See reports for latest permit fee numbers.
9. Planning:
The April agenda items have been moved to the May meeting. There is a vacancy for a Planning and
Zoning Commissioner to represent the City Limits.
10. Economic Development:
Grants: Grant report is attached.
Public Art: The existing Urban Renewal District has allocated $100,000 for public art to be completed
by September 30, 2021. A Call to Artists for the project will be coordinated with a broader MRA
project.
Historic Preservation: The next regular meeting of the Historic Preservation Commission was
cancelled.
Regional Creative District: The Idaho Commission on the Arts has chosen the West Central
Mountains area to pilot the establishment of creative districts in Idaho with a goal to identify, highlight,
and support the vitality of the area's creative industry (fine artists, designers, crafters, culinary artists,
etc.). Staff has participated in initial scoping meetings and will support the effort as it is refined over
the coming months.
Small Business Assistance: The Economic Planner and the Director are participating and researching
resources and loan programs for small businesses, and brainstormed ideas on how the City can help
the business community during this tough time. Staff have been coordinating with West Central
Mountains Economic Development Council and the Chamber of Commerce. County and City GIS
worked on a business status app:
