The City Council of the City of Lynwood do ordain as fol-
lows:
SECTIO7 I : It is hereby declared to be unlawful for any
person, firm or corporation to employ, hire or use any laborer, mec-
hanio, artisan, contractor or helper who was not a resident of the
City of Lynwood on the 9th day of Larch, 1933, upon any work of con-
struction, building,alteration, improvement of repair within the cor-
porate limits of the City of Lynwood, for a period of 180 days after
this ordinary a shall become effective, unless such person, firm, or
corporation shall first have obtained a permit in writing from the
City Council of the City of Lynwood.
SECTIC17 II . The City Council shall not grant any such permit
to any person, firm or corporation who has violated any of the provis-
ions of this ordinance. The City Council may revoke any such permit
granted pursuant to the provisions hereof in the event the person,
firm or corporation to whom such permit may have been granted violates
any of the ° 3rovisions hereof.
7CT III L: Any person, firm, association or corporation
either as principal, a-ent, servant, employee or otherwise, violating
any of the provisions of this ordinance shall be deemed guilty of a
misdeameanor and upon conviction thereof shall be punished by a fine
not to exceed Three Hundred 'Iollars, or by imprisonment in the City
jail for a period not exceeding ninety(90) days, or by both such fine
and imprisonment.

SECTION I V: This is an emergency measure and is urgently
required for the immediate preservation of the public peace, health,
safety and morals by reason of the following facts and conditions,
to -wit:
On March 10th, 1933 an earthquake occurred in the City of
Lynwood, damaging and destroying many buildings and improvements
and causing many residents and citizens of the City of Lynwood to be
thrown cut of employment, and there are now in the City of Lynwood
sufficient unemployed persons to carry on all necessary work of repair,
alteration and construction and there is danger that many unemployed
person: from other localities will seek to enter the City of Lynwood
for the purposes of securing employment in the work of reconstruction
and repair and the presence of such persons in the City of Lynwood
would be injurious and dangerous to the peace, health, safety and
morals of said City.
SECTION V : The City Clerk shall certify to the passage of
this ordinance by a vote of four - fifths of the members of the City
Council and shall cause the same to be published in the Lynwood
Tribune , a newspaper published in said City, which is here-
by designated for that purpose, and the same shall become immediately
effective upon the passage thereof.

the City Council of said City at an adjourned regular meeting
thereof held on the 1'_th� day of April, 1933, and that the same
was so passed by a four - fifths vote of said City Council, said
vote being as follows:
