as presented by Environmental Science Associates.
DISCUSSION
At your December 14,2005 meeting, the Board of Directors approved a professional services agreement
with Environmental Science Associates(ESA)to conduct a Resource Management Workshop
(Workshop)(See Report R-05-123). ESA will facilitate this Workshop by bringing representatives from
other land management agencies together,primarily from the Bay Area, to discuss each agency's resource
management program: the structure of their organizations,how resource management issues are
addressed, and their top resource management issues. The full-day Workshop will be a panel format and
allow discussion amongst participants. The purpose and timing of this Workshop is to provide resource
management information to the Board and staff for use in expanding the District's resource management
program to meet the future needs and desires of the District. The format of the Workshop will also
facilitate learning and sharing of information that will hopefully benefit all participants.
Since approval of the agreement, ESA has analyzed IS land management public agencies,organizations
and other special districts from which to select those that will be able to participate as panelists at the
Workshop. ESA selected the 15 entities from a list of over 20 agencies included in the Request for
Proposal for this project. From the 15 agencies profiled, District staff worked with ESA to narrow the list
to five agencies that are being recommended to participate as panelists at the Workshop. A summary
table listing the agencies profiled and staff recommendation is provided below. In addition, after an
initial meeting and discussion with District staff on January 11, 2006, ESA has drafted a proposed agenda
for the Workshop. The proposed agenda is attached at the end of this report.
At your January 25 meeting, ESA will present the recommended agencies and a proposed Workshop
agenda to you for your discussion and approval. The agenda is designed to include a variety of possible
discussion topics that you will be asked to prioritize for the Workshop. ESA will also propose dates for
the Workshop including several weekday options. ESA believes participation from outside agencies will
greatly improve if the Workshop is held on a weekday as opposed to a weekend day. Options for
Workshop dates include: Friday, March 3,2006, Saturday March 4, 2006, Friday, March 11, 2006, and
Saturday, March 12, 2006.

The four Standing Committees consist of Administration and Budget; Legislative, Funding and Public
Affairs; Use and Management; and Real Property. Following our Rules, Directors Davey(Board Tmcamu,er),

Appointment of District Representatives to the Governing Board of the Midpeninsula Regional Open
Space District Financing Authority
PRESIDENT'S RECOMMENDATION
In addition to myself as Chairperson, I request you approve my appointment of Directors: Mary
Davey, Ken Nitz and Deane Little to serve on the Governing Board of the Midpeninsula Regional
Open Space District Financing Authority.
DISCUSSION
Members of the Board
The Governing Board of the Midpeninsula Regional Open Space District Financing Authority
consists of five members. In accordance with its bylaws, the District's Board President shall be the
Chairperson of the Financing Authority. Three members of the District's Board of Directors are
appointed by the Board President. I am recommending that the three Board Members be Directors
Davey, Nitz and Little. The fifth member is the member of the Santa Clara County Board of
Supervisors whose district encompasses the greatest territory of the Midpeninsula Regional Open
Space District, and who is appointed to the Board of the Financing Authority by the Chairman of the
Board of Supervisors. Accordingly, Supervisor Liz Kniss will remain as the fifth member.

Officers of the Authority
Section 2.4 of Article 11 of the Financing Authority's bylaws calls for four officers: Chairperson,
Secretary, Treasurer and Controller. The Chairperson shall be the President of the Board. The
Secretary is the District Clerk, Sally Thielfoldt. The Treasurer of the Authority shall be the Treasurer
of the District, Mary Davey. The Controller of the Authority shall be the Controller of the District,
Mike Foster. The Authority must confirm these officers at its first meeting each calendar year.
I recommend that you approve my appointment of Directors Davey,Nitz and Little to serve on the
Governing Board of the Midpeninsula Regional Open Space District Financing Authority. The
Financing Authority will confirm the Officers at its next meeting scheduled.

Authorization to Enter into a Professional Services Agreement with Richard Seymour and
Associates to Survey and Assess the Presence of Sensitive Aqu hibians and Reptiles on
District Lands
GENERAL MANAGER'S RECOMMENDATIONS
1. Authorize the General Manager to enter'n o a r na ices Agreement with Richard
Seymour and Associates in the amount of$28,200 plus a contingency of$2,800 for a total
contract amount not to exceed $31,000 to survey and assess the aquatic amphibians and
reptiles on District lands.
2. Determine that the recommended actions are categorically exempt from the California
Environmental Quality Act(CEQA) as set out in this report.
DISCUSSION
In 1999 MROSD contracted with Richard Seymour and Michael Westphal to complete a
comprehensive field inventory of amphibian species occurring on District lands. The study
surveyed amphibian populations in ponds and streams of 22 preserves and specifically identified
locations and breeding populations of California red-legged frog and western pond turtle. The
2005-2006 Action Plan included continuation of the District-Wide Regional Resource Inventory
as a key project. The proposed amphibian research under this new contract is intended to update
the year 2000 population assessment and include District lands purchased in the past five years,
with a specific emphasis on California red-legged frog, western pond turtle and San Francisco
garter snake.
Staff released a Request for Proposals in November 2005 and received six proposals. A team
comprised of District staff reviewed and ranked the proposals according to the responding
individuals and teams qualifications, methodologies, and costs. The following firms submitted
proposals:

The highest-ranking proposal was submitted by Richard Seymour and Associates. Staff is
recommending award of contract to Richard Seymour and Associates based upon their
knowledge of the target species and nondestructive survey techniques, experience with similar
projects in the San Francisco Bay region and specifically with the District previously, the quality
of their proposed study methodology, and their lowest cost approach to the District's Request for
Propsals.
FUNDING
The fiscal year 2005-2006 budget includes $35,000 to hire a consultant to survey the presence of
aquatic amphibians and reptiles on District land. Because the differing natural history of the
target species necessitate a study period beginning now and extending into the summer months,
this contract will only include the first phase of work. Surveys to detect breeding by California
red-legged frogs are best conducted during the winter period corresponding to this contract
length (January through April). Surveys for western pond turtle and San Francisco garter snake
habitat will also be c• during this contract period. However, surveys to detect presence
or absence of these species are best performed later in the year after average temperatures have
risen, permitting more activity by these cold-blooded reptiles. Therefore, approximately $10,000
in additional funds will be proposed in the fiscal year 2006-2007 Planning Department budget to
continue a second phase of work in order to better detect these species within the suitable habitat
areas. After the fiscal year 2006-2007 budget is approved, a contract amendment would be
presented for the Board's consideration.
CEQA COMPLIANCE
This project is a survey and assessment of habitat for sensitive aquatic reptile and amphibian
species on District lands.
The District concludes that the survey and assessment authorized under this contract will not
have a significance effect on the environment. It is categorically exempt from the California
Environmental Quality Act (CEQA) under section 15306 of the CEQA Guidelines as follows:
Section 15306 exempts basic data collection, research, experimental management, and resource
evaluation activities that do not result in major disturbances to an environmental resource.

Dedication Status of District Lands
GENERAL MANAGER'S REC ND�ATIQN
Adopt the attached Resolution dedicating interests in certain District lands for public open space
purposes.
INTRODUCTION
In accordance with the Board's Dedicated Lands Policy as last amended January 22, 1986 (see
Report R-86-03), an Annual Report indicating the status of District lands as dedicated or
undedicated is to be presented to you in December of each year. The 2005 Annual Report is
being presented in January this year due to an unusual number of land purchases scheduled in
December. According to this policy: "Normally, undedicated lands within the District's
boundaries will be held for future dedication to park or open space, or both purposes, but only
after the necessary planning, boundary adjustments, provision for permanent access and other
possible changes in configuration, which may involve the disposal or exchange of interests in all
or portions of such lands, have been completed." Formal dedications are usually made in
December on the basis of the annual report.
During the year, part of the use and management planning decisions the Board makes for specific
parcels and preserves is whether to indicate by motion an intention to dedicate certain interests in
land, such as fee title or open space or trail easements. Note that although a motion of intent to
dedicate might be adopted when the Preliminary Use and Management Plan for a new land
purchase is approved, this does not mean that the property would necessarily be dedicated the
following December. That is because it is usually prudent to wait until the Comprehensive, or at
least Interim, Use and Management Plan for the entire Preserve is adopted or reviewed.
Since it might benefit the program of the District at some future time to apply development
density credits from dedicated District land to other lands, dedication of these credits is not
normally included at the time of the annual dedications. The idea behind withholding potential
density credits from dedication, while dedicating the land itself for public open space purposes, is
that these credits may represent an asset of the District which may be of substantial value in the
future. The credits might be used for transfer to private property, potentially increasing the
allowed development density on that property. This might be done in connection with ajoint
development application with the private party. In exchange, some of that property might be
permanently preserved or the District might receive a cash payment, which could be used for

purchase of open space land in another location. Joint development plans and transfer of
development rights are, of course, subject to Board approval and approval by the city or county in
which the land lies. A further rationale is that the District, in asserting its potential right to use
these credits, may be able to counter proposals to increase allowed development densities that are
based on the argument that the potential development, which the District is precluding by buying
open space, can be put somewhere else in the hillsides. Since the District has, in effect, paid for
this density, it can be argued that the District, if anyone, should benefit.
Status Summary: Table I gives a summary of the dedication status of District preserves. Only
those parcels for which transactions have closed and title has passed to the District on or before
December 31, 2005 are included. The interest in land that the District holds, i.e. fee title,
easement, or other(lease, management agreement, etc.), is listed for each category. Rights of
first refusal and/or reversions to the District are not included. The District holds an interest in
50,852 acres of land; 45,753 acres in fee, and 5,099 acres in lesser interests. The District added
1,170 acres in fee since December 31, 2004 and 573 acres of lesser interests, for a total of 1,457
acres. This included 287 acres in fee interest that had previously been leased and managed by the
District.
RECOMMENDED DEDICATIONS
El Sereno Open Space Preserve
The 1.52-acre former Hayes property is located at the end of Overlook Road and at the entrance
to El Sereno Open Space Preserve. The property was purchased in 2005 to improve access to the
Preserve; it includes an existing ranger residence and a roadside pullout where public parking is
proposed. The adjacent area(former Krone-Bishop) property was dedicated last year following
completion of the Montgomery Highlands water system improvements.
La Honda Creek Open Space Preserve
The .39-acre former POST (Oswald) property and .49-acre former Salzberg are located along the
road frontage on Skyline Boulevard at the northern boundary of La Honda Creek Open Space
Preserve. Both are narrow strips of land situated between the former Paulin property, which was
dedicated in 2002, and Skyline Boulevard. The properties are densely forested, provide
watershed protection and valuable wildlife habitat, and are located within the Skyline Scenic
Corridor.
Mills Creek Oven Space Preserve
In August 2005, the 675.73-acre former POST (Miramontes Ridge) property was added to Mills
Creek Open Space Preserve. Located near the City of Half Moon Bay, the property is an
important part of the scenic backdrop and provides critical habitat for the federally threatened
steelhead in both the Madonna Creek and Mills Creek watersheds. The property may provide the
opportunity for future regional trail connections between the Bay Area Ridge Trail, California
Coastal Trail, and trails within Burleigh Murray Ranch State Park. The Coastal Conservancy
provided a matching grant in the amount of$2,050,000 to assist in the purchase of the property
and, as a condition of the grant, required dedication as public open space.

Monte Bello Space Preserve
The I 00-acre former Keyani property is located on the steep south-facing slopes above Stevens
Canyon Road. The proposed Stevens Creek Trail, connecting Stevens Creek County Park to
Monte Bello Open Space Preserve, is planned in the vicinity of the property. The property is
very visible from the POST (Stevens Canyon Ranch) property, which the District is currently
managing. The County of Santa Clara assisted with the purchase of this property, obtaining an
open space easement and in requiring the property be dedicated as public open space. In
December 2005, you approved the purchase of the adjacent Hall property, which now links the
former Keyani property to the main portion of the Preserve.
Pu4zas Ridae Open Space Preserve
The .1 2-acre former City and County of San Francisco property was acquired by the District in
March 2005 for the purpose of providing the space necessary to complete the development of a
staging area to serve Pulgas Ridge Open Space Preserve. The 5,162-square foot parcel is located
at the site of the former Hassler Health Home waste treatment facility. Demolition and removal
of the waste treatment facility was done, and a 20-vehicle parking lot was constructed in 2005.
Sierra Azul Open Space Preserve
Acquired in 2002 with the assistance of two Habitat Conservation Fund grants, the 493-acre
former POST (Loma Prieta Ranch) property provides the critical link between Sierra Azul Open
Space Preserve, Soquel Demonstration Forest and Forest of Nisene Marks State Park. The
Habitat Conservation Fund grants were awarded to protect the federally threatened steelhead in
the upper reaches of Soquel Creek and to protect deer and mountain lion habitat. As a condition
of the grant, the property must remain open space in perpetuity. The property is highly visible
from the proposed alignment of the Bay Area Ridge Trail.
The remaining properties within Sierra Azul Open Space Preserve considered for possible
dedication are being deferred until the master planning process is completed and issues
surrounding the mercury contamination of the Guadalupe River watershed are resolved.
SUMMARY
Of the 50,852 acres preserved by the District, 2,417 acres include property rights that prevent
these lands from being dedicated, such as leases and management agreements, leaving 48,435
acres of marketable interests in land. Of this amount, 31,874 acres (65.8%) are dedicated and
16,561 acres (34.2%) are undedicated. Upon adoption of the attached resolution dedicating
approximately 1,273 additional acres as recommended in this report, 33,147 acres (68.4%) of
marketable acres will be dedicated and 15,288 acres (31.6%) will be undedicated. Of the 15,288
acres of undedicated lands, 12,895 acres (84.6%) are contained in Sierra Azul Open Space
Preserve.

RECOMMENDATION OF DIRECTOR, MARY DAVEY
Refer the bench site selection to the Legislative, Funding and Public Affairs Committee for the
installation of a memorial bench for Lois Hogle.
DISCUSSION
Lois Hogle had a great environmental influence on the Peninsula and preserving open space.
After her death on December 27, 2005, her family had requested that a bench be installed
memorializing Lois and placed in the hills with a view.
It is my recommendation that the Board refer to the Legislative, Funding and Public Affairs
Committee the site selection for the installation of a memorial bench for Lois Hogle.

O'Hair and Grinsfelder Property Additions
Purisirna Creek Redwoods Open Space Preserve
Five Redwood Park lots were offered to the District as gifts, two from Jeanne Marie O'Hair and three from the
Grinsfelder family. These gifts of land were accepted by the District General Manager in accordance with the
District's Rules of Procedure, Section 2.60(2)as amended on October 8, 2003 (see Report R-03-103),to wit:
"The General Manager is hereby authorized to approve the acquisition of an interest in or easement upon real
property, or an option to acquire such an interest or easement, on behalf of the Midpeninsula Regional Open
Space District provided the following conditions are met:
1. The General Manager determines that the acquisition of such interest in or easement upon real property is
necessary or appropriate in order for the District to effectively acquire, plan, maintain and operate its
system of open space preserves, and that such acquisition is consistent with all applicable District
regulations and policies concerning acquisition of real property; and
2. The purchase price, option price, or, in the case of a gift, the fair market value of the gift,does not exceed
the General Manager's authority to expend District funds as provided in Section 5549 (b)(2)of the Public
Resources Code and as authorized by the Board of the Directors; and
3. Prior to the General Manager's approval of an acquisition,the District undertakes all acts required by law
prior to acquiring real property, including compliance with the California Environmental Quality Act; and
4. After acquisition,the General Manager shall notify the Board of Directors, in writing, of the acquisition
or option and place upon the Board of Director's agenda at its regular meeting a Preliminary Use and
Management Plan for the real property so acquired. Pursuant to the District's Public Notification Policy,
the General Manager may determine that such Plan be presented to the Board for final adoption, in the
event no public comments concerning the proposed plan have been received prior to Board action."
The General Manager signed Certificates of Acceptance on December 15, 2005 for the two Ol-lair lots and on
December 21, 2005 for the three Grinsfelder lots, based upon the determination that acceptance of these gifts is in
accordance with the above stated policy. Gift Deeds were recorded on December 21, 2005 for the O'Hair property and
on December 27, 2005 for the Grinsfelder property, and title to and possession of both properties have passed to the
District.

Preliminary Use and Manazement Plan Recommendations
The Preliminary Use and Management Plan will take effect at the close of escrow and remain effective until the
plan is amended or a Comprehensive Use and Management Plan is adopted. The property will be maintained in a
natural condition and no changes to land use are anticipated. If changes to land use are proposed in the future,the
plan would be subject to further environmental review and public input.
Public Access: Closed to public access at this time.
Signs: Install Preserve boundary signs where appropriate.

CEOA Compliance
Project Description
The project consists of the acquisition of approximately 0.28 acres of land as an addition to the Purisima Creek
Redwoods Open Space Preserve and the adoption of a Preliminary Use and Management Plan for the property.
The land to be acquired consists of five lots within the Redwood Park"paper" subdivision, which is located in an
unincorporated area of San Mateo County. The primary access is off Skyline Boulevard to the west. The land
adjoins or is surrounded by existing District land. Ultimately,the property will be included in a Comprehensive
Use and Management Plan for the Purisima Creek Redwoods Open Space Preserve. The land will be permanently

reserved as open ace and maintained in a natural condition.
CEQA Determination
It has been concluded that this project will not have a significant effect on the environment. It is categorically
exempt from CEQA(California Environmental Quality Act)under Article 19, Sections 15316, 15317, 15325, and
15061 as follows:

Section 15316 exempts the acquisition of land in order to create parks if the site is in a natural condition and the
management plan proposes to keep the area in a natural condition. The preliminary use and management plan
specifies that the land will not be developed and will remain in a natural condition.
Section 15317 exempts the acceptance of fee interests in order to maintain the open space character of an area.
The District will acquire fee interest and maintain the open space character of the area. No new development is
proposed as part of this project.
Section 15325 exempts transfers of ownership of interests in land in order to preserve open space. This acquisition
will transfer fee ownership to the District and ensure it will be preserved as public open space by incorporating it
into the Purisima Creek Redwoods Open Space Preserve
This acquisition qualifies under all three sections. The actions proposed in the Preliminary Use and Management
Plan are also exempt under Section 15061, as there is no possibility the actions may have a significant effect on the
environment.

GENERAL MANAGER RECOMMENDATION
Approve the attached Resolution to increase the credit limit for the ublic Affairs Manager to
$5,000 and rescind Resolution No. 05-31.
DISCUSSION
The District issues credit cards to the General Manager, the Assistant General Manager, the
Operations, Planning, Public Affairs, Administration and Human Resources (currently vacant),
and Real Property Managers, the Foothills and Skyline Area Superintendents, the Construction,
Maintenance and Resource Supervisors, the Support Services Supervisor, the Network
Specialist, and the General Counsel.
The Public Affairs Manager's credit card is the primary card used for special events and public
activities. In addition, this year the District will be hosting the Special Park District Forum and
this has generated an increased use of the Public Affairs Manager's credit card. Consequently,
the current credit limit of$2,000 on this card is quickly reached.
To improve the District's efficiency in carrying out normal business functions and to reduce the
frequency of"maxing out" existing credit cards, staff proposes to increase the Public Affairs
Manager's credit card limit to $5,000.

FIRST NATIONAL BANK OF OMAHA
WHEREAS,the Midpeninsula Regional Open Space District is organized and existing
under and by virtue of the laws of the State of California, with its principal office at 330 Distel
Circle, Los Altos, California 94022-1404, and is duly authorized to transact business in the State
of California; and
WHEREAS, the District currently holds several accounts and maintains in good standing
a business relationship with the Mid-Peninsula Bank, whose affiliate is First National Bank of
Omaha ("Lender"); and
WHEREAS,the Lender has agreed to issue the District credit cards for use by authorized
positions in the employment of the District, at no cost; and
WHEREAS, the District has authorized the General Manager,Assistant General Manager,
Operations Manager, Planning Manager, Public Affairs Manager,Administration/Human
Resources Manager(currently vacant), Real Property Manager, Skyline Area Superintendent,
Foothills Area Superintendent, Support Services Supervisor, General Counsel, Construction,
Maintenance & Resource Supervisors (4) and Network Specialist to be issued District credit
cards; and
WHEREAS,the issuance of these credit cards will enable the District to borrow from time
to time from the Lender on such terms as may be agreed upon between the District and the Lender,
such sum or sums of money as in their judgment should be borrowed; however, not exceeding at
any one time the principal amount of forty-eight thousand dollars($48,000.00),which represents
two thousand dollars ($2,000.00) per authorized position other than the General Manager,
Assistant General Manager, and Public Affairs Manager,twelve thousand dollars ($12,000.00) for
the General Manager, five thousand dollars($5,000.00) for the Assistant General Manager and five
thousand dollars ($5,000.00) for the Public Affairs Manager, in addition to such sum or sums of
money as may be currently borrowed by the District from the Lender on terms where funds are
borrowed without use of credit cards.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Directors of the Midpeninsula
Regional Open Space District authorizes and agrees to the terms of the issuance by the Lender of
credit cards to specified District employees, and hereby rescinds Resolution No. 05-3 1.

1. Approve appointment of President Jed Cyr to represent the Midpeninsula Regional
Open Space District, consistent with the requirements of the California Joint Powers
Insurance Authority.
2. Approve appointment of General Manager, L. Craig Britton, and Assistant General
Manager Sally Thielfoldt, as alternates.
DISCUSSION
Pursuant to the Joint Powers Agreement—Creating the California Joint Powers Insurance
Authority, Article 7, Board of Directors, the CAJPIA shall be governed by a Board of Directors
composed of one representative from each member who shall be selected from the legislative
body of that member and, in addition, at least one alternate who shall be an officer or employee
of the member. The alternate member(s) shall have the same authority as the regular member.
The selected Board member or alternate would attend the annual CAJPIA board meeting,which j
is held each July, and represent the District in any other matter required by the CAJPIA Joint
Powers Agreement.
At your April 24, 2002 Regular Meeting, you approved appointing the Board President as the j
appropriate Board member selected to represent the District in this manner, with the General
Manager or Assistant General Manager available as alternates (see Report R-02-62). However,
according to the bylaws of the CAJPIA, each year the Board must actually name the individual
representatives.

This report closes the 2005 calendar year. Since my October report, I have
received two inquires a telephone call seeking directions to the Skyline office
and a concern regarding use of property in El Granada. The property belongs
to POST and I referred the matter to them for resolution. The issue of the bike
trail at Windy Hill remains open as the issue is under review by the Board and
Staff. The individual who raised the concern is involved in the discussion.

RE: SB 153—Support and Request for Amendment
Dear Senator Chesbro:
The Midpeninsula Regional Open Space District would like to reiterate its strong support for SB 153 and
respectfully request two important amendments.
First,we request an allocation of$100 million for the Bay Area Conservancy Program administered by
the Coastal Conservancy. This program has already accomplished much and worked efficiently and
cooperatively with local partners on important conservation and recreation projects. Our request is based
on demonstrated need and equity:
• Based on the record of the past five years,the Bay Area Conservancy Program needs at least$20
million per year to match other funds and implement the highest priority projects.
• Our nine-county region has about 20 percent of the entire population of the state.
• The Bay Area has about one third of California's shoreline miles.
It is important that the Bay Area Conservancy Program allocation be preserved as a flexible and a
competitive program because project-specific allocations of funds would be both inappropriate and
counterproductive.
In addition,we would like to request a Bay Area sub-allocation within whatever amount is designated for
the Wildlife Conservation Board. This approach was used with Proposition 50, and has been
exceptionally valuable because it removes the delay that can accompany undifferentiated statewide
funding programs. Proposition 50's provision that the Board can use the Coastal Conservancy for the
administration and re-granting of these funds has greatly facilitated project review and delivery, because
the Conservancy already has the necessary staffing and local knowledge.
The determination of the appropriate and equitable level for a regional sub-allocation should be based on
the fact that our region currently has extensive high-priority habitat protection and restoration needs as
well as high priority bay wetland protection and restoration projects that by themselves total more than
$300 million. The determination should also reflect the fact that the nine-county Bay Area contains about
one-fifth of the state's population.
We thank you for your leadership in authoring this very important legislation and look forward to
war on refining and advancing SB 153.

SUMMARY OF SIGNIFICANT INCIDENTS BY DATE
Storms in late December and early January caused numerous trees to fall across trails and roads. Slides
and slip outs have made some roads and trails impassable and have resulted in trail closures. Some of
these have been reopened as repairs are made. Other storm damage has also occurred. Field staff has
dedicated much of their time responding to, and repairing, storm-related damage.

10 While patrolling Bear Creek Redwoods along Summit Road, a ranger observed a man in the tree farm area
carrying a hand saw. He had cut down a Christmas tree and said he was a mushroom collector. He was
cited for being in a closed area, and warned for harvesting plants and possession of tools.
10 Mountain View Communications advised that they had a person on the phone who was lost in Rancho
San Antonio. The location was determined and two rangers set out on foot. They located the person on
Wildcat Canyon Trail.
10 A ranger was on patrol in Sierra Azul on Mt. Umunhum Road and observed a pickup truck near gate SA-
07 without any wheels. As the ranger approached, a man and a woman ran to a sedan, with two wheels
in the back seat, and attempted to leave. The ranger parked his patrol truck to block the vehicle's exit.
The ranger attempted to talk with the couple, but they both exited the sedan and ran away toward Hicks
Road. Santa Clara County Sheriff's deputies were requested, as well as additional ranger response. It
was determined that the pickup was stolen. After searching the area with deputies, the couple was not
found. Both vehicles were fingerprinted and towed. The deputies put a photo-lineup together and the
ranger was able to identify the male subject. The following day the two subjects were arrested in San
Jose and the ranger was requested to identify the subjects from a line-up. The ranger was able to identify
both the male and female subjects.
12 A locking post was pulled out of the ground, some fencing damaged and a gate broken to gain vehicle
access to the Rapley Ranch area of Russian Ridge. The remains of a bonfire and litter were found in the
barn. Tire tracks of a full size vehicle were in the area.
15 A person at Foothills OSP was cited for gathering firewood. He was cutting a dead and downed tree with
a handsaw.
16 A District staff member observed a man and a woman cutting wood with a chainsaw on Coal Creek OSP.
A ranger was called,but the suspects escaped. It was later determined that the subjects are also suspects
in an off-road driving incident at City of Palo Alto Foothills Park.
16 B. Malone observed that a neighbor to Bear Creek Redwoods was encroaching on District property. A
truck blocking a gate was parked inside the District boundary. Motorcycle tracks were evident. There
was no evidence that the neighbor had completed any of the mitigation he had agreed to, in order to
resolve the grading encroachment documented on July 7, 2005. His activities have caused erosion and
silt deposition on District land. There will be follow-up with the District Land Protection Specialist.
20 Approximately forty pounds of chicken remains were found dumped near the Monte Bello parking lot.
This type of dumping has occurred several times in the Page Mill Road-Skyline Blvd. Area and is
believed to be associated with a person feeding wildlife,primarily coyotes.

fire Emergency response teams had their lives put in danger as their f e truck
and an ambulance slid on Long Ridge Road which was in such bad condition
that they couldn't make it back up the hill (that section running through
property you recently purchased from Mr. Comas.)
It is my understanding that the owner of this property is required to maintain
the road through the property in a condition equal to the roads that access the
property.
Long Ridge Road is our primarydeeded easement. When we purchased our
property it was an oil surfaced road that provided year round access.
Since that time the community has spent hundreds of thousands dollars
maintaining four surfaced roads providing year round access to this property.
I am certain the expense of maintaining the road through this undeveloped
parcel was one of the reasons it was put up for sale. I am surprised that our
property owners committee did not follow their usual M.O. by filing a lean
against this property to insure the road would be paved as a requirement of
the sale.
If M.R.O.S.D. really were a good neighbor this road would have been paved
before winter set in. What are you going to do now?
