HomeMy Public PortalAboutSite Plan Review Comm-2020-12-02O SITE PLAN REVIEW COMMITTEE WEDNESDAY, DECEMBER 2, 2020 Skaket Meeting Room at the Orleans Town Hall @ 10:00 AM A Webinar of the Site Plan Review Committee was called to order at 10:00 a.m. via the Orleans Town Hall. Departments Present: George Meservey (Planning); Bob Canning (Health); Greg Baker (Fire); Tom Evers (Building); Todd Bunzick (Water) and Ronald Trudeau (DPW). Absent: John Jannell (Conservation). INFORMAL REVIEW: Nauset Middle School Solar Project, 70 Route 28 Speakers / Attendees: • Jenny Nicolas (DSD - Development Project Manager) • Alex Norman (DSD —Canopy Specialist) • Joshua Burdett (Tetra Tech — Project Manager) The application is for the construction of a renewable energy project on the southern parking lot of the Nauset Middle School. Comments: Fire: The system disconnects shall be clearly labeled and at a safe distance from a propane supply tank anticipated to be installed at the proposed site. A swing path analysis shall be provided for the longest apparatus (tower 176). Building: A Special Permit from the Zoning Board of Appeals is required for lot coverage over 4,000 square feet in a residential zone. A variance may be required for the distance to the property line (needs to be its height away from the property line). Controlled construction will be required. A site plan showing location and setback from the property lines is required. Elevations must be shown on the fmal site plan. Architectural Review Committee review and approval is required for commercial projects. All exterior lighting must conform to the Orleans Lighting bylaw §122 (shielded and pointed downward) and manufacturer tear sheets must be provided for town review and must be shown on the plan. Water: No interference allowed with planned water main on east edge of parking lot. Health: There must be a fence around the transformer. Highway: Precipitation flow issues from canopy going into existing drainage system. Planning: As stated by the Building Commissioner, all exterior lighting must conform to the Orleans Lighting bylaw § 122 (shielded and pointed downward) and manufacturer tear sheets must be provided for town review and must be shown on the plan. Drainage cleanout must be accessible. Show all drainage facilities and monitoring well on the site plan. Must have access to PRB injection wells in the future. There was a consensus of the Site Plan Review Committee that this application will have to come back for a Formal Site Plan Review. VOTE: 6 -0 -0 The motion passed unanimously. ADJOURNMENT MOTION: On a motion by Greg Baker, seconded by Robert Canning, the Board voted to adjourn the Site Plan Review Committee meeting at 10:35 a.m. VOTE: 6 -0 -0 The motion passed unanimously.
