ZOOM Computer Meeting @ 10:00 AM
A meeting of the Site Plan Review Committee was called to order at 10:00 a.m. via Zoom at the Orleans Town
Hall. Departments Present: George Meservey (Planning); Alexandra Fitch (Health); Greg Baker (Fire); Tom
Evers (Building) and Ronald Trudeau (Highway). Absent: John Jannell (Conservation); and Todd Bunzick
(Water).
INFORMAL REVIEW: 5 Giddiah Hill Affordable Housing (c /o Brian Sosner)
David Lyttle (Ryder & Wilcox) and Brian Sosner gave a description of the proposed conversion of an existing
school space to six congregate housing units, maintaining two existing 1- bedroom apartments for affordable
housing. Lyttle stated there is adequate parking and the septic system can easily be expanded for additional
flow. Lyttle acknowledged the need for a variance from the Zoning Board of Appeals.
Comments:
Eire:
The complex needs to be sprinklered with a monitored alarm system. Clear signage
must be provided for each building and unit.
Building:
A variance from Zoning Board of Appeals will be required. This is an allowed use
with a Special Permit. This project falls under the Orleans Zoning Bylaw § 164.4013
(Congregate Housing). There is adequate parking. The project will require controlled
construction. All appropriate building codes must be met. The project will require
sprinklers, alarm, egress and fire separation. All exterior lighting must conform to the
Orleans Lighting bylaw § 122 (shielded and pointed downward) and manufacturer tear
sheets must be provided for town review and must be shown on the plan.
Health:
The property is located in the Industrial District so it is not subject to the Nutrient
Management Regulations
Highway:
The parking area is adequate.
Planning:
All exterior lighting must conform to the Orleans Lighting bylaw § 122 (shielded and
pointed downward) and manufacturer tear sheets must be provided for town review
and must be shown on the plan.
There was a consensus of the Site Plan Review Committee that this application will have to come backfor a
Formal Site Plan Review.
APPROVAL OF MINUTES:
MOTION: On a motion by Greg Baker, seconded by Tom Evers, the Committee voted to approve
the minutes of July 1, 2020.
VOTE: 5 -0 -0 The motion passed unanimously.

ADJOURNMENT
MOTION: On a motion by Tom Evers, seconded by Ronald Trudeau, the Board voted to adjourn the
Site Plan Review Committee meeting at 10:25 a.m.
VOTE: 5 -0 -0 The motion passed unanimously.
