LOT: Due to COVID-19, the LOT revenue has been greatly impacted. For May, the report shows that of the 161 businesses that report monthly Streets LOT revenue, 14 have reported zero income and, as of the date of this report, there are still 14 that have yet to report. With the remainder of the businesses who reported revenue, LOT revenue collected from the same businesses last year shows about a 19% decrease compared to May of 2019. However, over all we are flat to budget for Street LOT and are under budget by 6% for the Tourism LOT. 2. Licenses and Permits: Licenses: Business — There were 18 new applications approved this last month / 5 pending applications / 1 denied application / 76 issued in the current fiscal year. Of the business licenses received to date, 16 are vacation rentals. The code change has spurred some STR owners to come into compliance on licensing, therefore seeing an uptick in STR Business licenses. Education and enforcement are a continuous process. New applications will still be processed if received during all phases of the Idaho Rebounds order. Alcohol — 43 approved holders. (July is the beginning of State and City alcohol license renewals with a deadline of August 31 for completion. Statements will be going out in the next couple of weeks) Snow Removal Vehicle Decals — 30 snow contractors have received decals and are legal to remove snow. Education and enforcement are an ongoing process. Taxi & Commercial Transportation Driver Licenses —1 taxi license was renewed. Staff will be reviewing enforcement issues. Uber and Lyft drivers are exempt from any type of licensing and background checks according to Idaho State Statute Title 49, Chapter 37, 49-3715 CONTROLLING AUTHORITY Notwithstanding any other provision of law, except as provided in section 49-3708, Idaho Code, TNCs and TNC drivers are governed exclusively by this chapter. No municipality or other local entity may impose a tax on, or require a license for, a TNC, a INC driver, or a vehicle used by a TNC driver where such tax or licenses relates to providing TNC services, or subject a TNC to the municipality or other local entity's rate, entry, operational or other requirements. Monthly Department Report — Clerk Permits Processed for 2020: Vendor permits (32); Alcohol Catering permits (37); Farmers Market permit (0); Fireworks Display (1) Fireworks Stands (4); Animal Drawn Vehicle Permits (1); Public Events (1); Peddlers permits (0) —Numbers reflect permits issued since October 2019. New permits are being issued depending on circumstance and ability to adhere to social distancing rules. As a reminder, an alcohol catering permit is required any time a business wants to serve alcohol to their clients or for an event. Under Idaho Statue 23, only restaurants and bars are allowed to serve with some exceptions. McCall City Code Title 5 Subchapter A 5.5.030f prohibits open container alcohol beverages in motor vehicles, public streets or alley or other public property, and in or on private property open to the public, and in possession without permission of the owner, and not in or on premises for which a liquor license for sale of that beverage by the drink has been issued, such as in a parking lot. Anytime alcohol is served to the public in any way including self -serve or wine/beer sampling, it must be served by a State licensed entity or it is considered a violation of the City open container law and a misdemeanor charge can be issued. 3. Short -Term Rental Code Compliance: Staff has scanned all received compliance forms and is creating a list of non -compliant property managers and homes. Non -compliant letters will be issued to those property management companies and independently managed homes who have not submitted the paperwork. 4. Department Projects and Training: Record keeping is a monumental task that is never ending, and a departmental goal is to reduce paper collection where possible. Staff have been diligently working on scanning documents into Laserfiche starting first with permanent records to ensure the safety of those documents. The creation of online submissions of all of the department's license and permit forms as well as creating new workflows for processing has been another main focus. There are still some minor issues to work out, but the system is working rather well. Paper filing systems are also in process of being organized and digitalized. Credit card payments are now available, and thus training has transpired to help both the Finance and Clerk staff transition into the service. Monthly Department Report — Clerk
