AN ORDINANCE OF THE CITY OF LYNWOOD, CALIFORNIA 'AMENDING SECTION 4305 OF THE UNIFOR14 BUILDING CODE, 1930 EDITION, AS ADOPTED BY ORDINANCE NO. 141 IN THE CITY OF LYNWOOD, CALIFORNIA, AND FURTHER REGULATING THE APPLICATION OF ROOFING MATERIAI,S, AND GIVING SPECIFICATIONS IN CONNEC- TION THEREWITH, SPECIFYING THE LICENSE FEE REQUIRED, AND FIXING THE SCHEDULE OF ROOFING PERMIT FEES, AND REPEALING PARTS OF SAID SECTION 4305 AND OTHER ORDINANCES OR PARTS OF ORDIN- ANCES IN CONFLICT HEREWITH. The City Couhpil of the City of Lynwood.does ordain as follows: SECTION 1: That Section 4305 of the Uniform Building Code, as specified and adopted by Ordinance No. 141, be amended to read as follows: ROOF COVERINGS. Roof coverings for all buildings shall be either "Fire Retardant" or "Ordinary" roofing as snecifically required either by location in Part IV, by Type of construction in Part V., or as specified in Sections1109 and 1209. All roof covering shall be se- curely fastened to the supporting roof construction. FIRE RETARDANT ROOFINGS. "Fire Retardant" roofings shall be any roof covering which meets the requirements of the Class A or B Spec- ifications of the Underwriters' Laboratories, Incorporated; said roof- ing materials to be first grade Number 1 only. All buildings located in Fire District 1 and .2 and Group A, B, D, E. F. and G buildings located any place in Lynwood shall have one of the Fire Retardant roofings as specified in paragraph 1 to 7 inclusive. 1. Not less than t lavers of prepared composition roofing, each layer weighing not less tnan thirty -two (32) pounds to the one hundred and eight square "feet, solidly mopped between with hot asphalt so in no place snail layer touch layer, and cover with a .final flood coat of asphalt in whicn there shall be imbedded gravel, crushed brick, crushed stone or other approved incombustible material to completely cover the surface- 2. Not less than four (4) layers of asphalt- saturated rag felt, each layer weighing not less than fourteen (14) pounds to the one hundred (100) square feet, solidly mopped between with asphalt so in no place shall layer touch layer, and a final flood coat of as- phalt in which there shall be imbedded gravel, crushed brick, crush- ed stone or other approved incombustible material to completely cover the surface. - 2 _ 0 3. Not less than two (2) layers of asphaltysaturated rag felt, each -layer weighing not less than fourteen (14) pounds to the one hundred (100)- square feet, and ei•fh (1) layer of mineral saturated prepared composition roofing weighing not less than eignty -two (82) pounds to the one hundred eight (108) square feet or one (1) layer of smooth finished prepared composition roofing weighing not less than fifty -two (52) pounds to the one hundred eight (108) square feet. The said layer of.fd.t and /or roofing shall be mopped solidly between with asphalt so in no place shall layer touch layer. 4. Not less than two (2) layers of asphalt - impregnated asbestos roofing felt, the combined.total weight of which shall be not less than seventy -four (74) pounds to the one hundred and eight (108) square feet, mopped solidly between and surfaced with asphalt which in no place shall layer touch layer. 5. Not less than one (1) layer of asphalt- saturated rag felt weighing not less than thirty (30) pounds to the one hundred (100) square feet over which there — hall be laid two (2) layers of asphalt inpregnated asbestos roofing felt, each layer weighing not less than (14) pounds to the one hundred eight (108) square feet; or one (1) layer of asphalt- aaturated prepared roofing weighing not less than sixty (60) pounds to the one hundred and eight (108) square feet, over which mop, :one (1) layer of asphalt inpregnated asbestos roofing weigh6ing not-less than fourteen (14) pounds per one hundred eight (108) square feet. The said layer of roofing and /or felt shall be mopped solidly between and surfaced with asphalt so in no place shall layer touch layer- 6. Asphalt- s'aturated,mineral- surfaced prepared composi- tion shingles laid so there shall be not less than two (2) thick- ness at all places. The-combined weflht of such shingles shall be not less than one hundred and sixty (160) pounds to the one hundred (100) square feet of completed roof area. 3 7. Under all clay tile roofing lay not less than two (2) layer of asphalt- saturated rag felt, each layer weighing not less than fourteen (14) pounds to the one hundred (100) equare feet. Such felts to be mopped solidly between layers and surfaced with asphalt. All metal valleys and flashings in conjunction with tile roofs shall be underlaid with not less than one (1) layer of as- phalt- saturated rag felt weightng not less than fourteen A14) pounds to the one hundred (100) square feet. TILE COPING. Tile coping used in lieu of metal copings shall be applied so as to make a safe and water -tight job. Tile coping running lengthwise of parapet walls shall overhand not less than one inch (1") below the plate on either side. Coping tile shall be securely fastened. Before applying coping tile there shall be one inch (1 ") of cement mortor applied to the top of par- apet wall and tapered off to each side to fit the tile, said tile to have the ends pointed un or be cemented between laps, and tile laid across parapet wall shall be laid in solid cement mortor so as to cover the entire top surface of•wall. Tile shall have a pitch sufficient to drain;.upper ends of the tile shall be p ointed up with cement mortor so as tomake a secure and water -tight job. Copper nails and copper wire shall be used wherever nailing and wiring of the units is required; provided that when roofs do not exceed eight inches (8 ") rise to twelve inches (12 ") run, galvanized wire and nails may be used. ORDINARY ROOF COVERINGS. "Ordinary" roof coverings shall be any of the following roof coverings which meet the requirements specified in'paragraph l to 7, inclusive. Group H, ?, and J.buildings located in Fire District Three are the only buildings permitted to have an "ordinary "roofing. 1.: Not less than tr!ree (3) layers of asphalt - saturated 1 ' rag felt, each layer weighing not less than fourteen (14) pounds to 100 square feet mopped solid between with asphalt and a final fl,00dcoat of asphalt in which shall be imbedded gravel, crushed - 4 - brick or crushed stone or other approved incombustible material to completely cover the surface. 2. Not less than two (2) layers of prepared composition roofing wei- ghing hot less thirty -two (32) pounds to the one hundred eight (108) square feet with each layer solidly mopped between with asphalt so in no place shall layer touch layer and a final flood coat of asphalt in which shall be embedded gravel, crushed brick or crushed stone or other approved incombustible material-to completely cover the surface. 3. Not less than two (2) layers of asphalt- saturated rag felt, weighing not less than fourteen (14) pounds to the one hundred (100) square feet for each layer over which shall be mopped on one (1) layer of prepared composition roofing weighing not less than forty -two (42) pounds to one hun- dred and eight (108) square feet, each layer to be solidly mopped between with asphalt so in no place shall layer toucn layer. 4. Not less than one (1) layer of prepared composition roofing weighing not less than thirty -two (32) pounds to one hundred and eight (108) square feet over which shall be mopped on with asphalt one (1) layer of min- eral surfaced prepared composition roofing weighing not less than eighty -two (82) pounds to the one hundred and eight (108) square feet, each layer to be solidly mopped between so in no place shall layer touch layer. 5. Asphalt- saturated roofing mineral surfaced, weighing not less than eighty -two (82) pounds to the one hundred and eight (108) square feet. 6. Asphalt - saturated prepared composition roofing, weighing not less than fifty -two (52) pounds to the one hundred and eight (108) square feet, and this roofing shall be used on Group J buildings only. 7. Wood shingles or wood shakes used as roof coverings shall be clear vertical grain all -heart wood and the thickness of five (5) shingles shall be not less than two incnes�(2 ") measured at the butts (U. S. Govern- ment Standard:). All wood shingles or wood.shakes be nailed firmly with cop- per or hot dipped galvanized nails of at least fourteen (14) gauge and not less than one and one - eighth inch (1 1/8 ") long. Each unit shall be nailed with at least two (2) nails driven intm the supporting roof construc- tion. Sheathing shall be not less than one by four (1" x 4 ") boards space not more than eight (8 ") inches � r - 5 r t 7 on centers. Any wider width sheatning shall be placed to allow not more than four Ancnes W9 between boards.and,all sheathing boards shall be nailed with not less than two (2) eignt (8) penny nails at each.bearing. Shingles or shakes shall be spaced not less than three- sixteenths inches (3/16 ") apart.. Wood shingles, wood snakes, composition, asbestos and /or clay shingle units shallnot be laid on roofs with a pitch of less` than four inches (4 ") rise to twelve inches (12 ") run. Wood shingles, wood shakes, composition, asbestos and /or clay shingle units may be used in randomand irregular.courses and where either exposed lengths are greater and /or supporting roof pitches are flatter than those noted above, provided that the roof is solidly sheathed and prepared composition roofing weigning not less than thirty -two (32) pounds to the one hundred and eight (108) square feet is laid thereon or between courses or both, or in any other manner approved by the Building Inspector. SECTION 2 ROOFING PERMITS.. It snall be unlawful for any person, firm, association and /or corporation to commence or proceed witn the application, alteration, patching or repair ".of any roofing or roofing units or the painting or mopping of any com- position roof coverings, or cause same to be applied when used as roof coverings unless a rermit in writing so to do for each and every separate roofing operation has first been applied for and obtained from the Building Inspector; provided, however, that a permit need not be obtained for.tne.application, painting or repair of wood shing- les, wood snakes or metal roof coverings irrespective of area involved. No permit shall be issued to any person, firm, association and /or corporation unless the applicant therefor holds a valid, unre- voked roofing contractor's license. If work authorized to bb..d'one under a roofing permit is not begun within sixty -(60) days from date of issuance, said per- mit becomes null and void and the fee is thereupon forfeited so that if roofing work is thereafter done'; an fee shall be paid 'and an .additional nermit shall be secured from the Building Inspec for in acco'rdance'witn the above schedule before work is commenced'. • For the purpose of those sections relating to roofing wherein'tne term square is used., it shall be considered to refer to a roofer's square'of,one hundred (100) square. feet.'. the schedule of fees for roofing permits based on the value-of the work to.be.done, shall be as follows Value• of Work Fee. Not exceeding $20.00 .... • No fee Over 20 "and not exceeding 50 1.00, Over 50 -and not exceeding 100 Over 0100 and not exceeding 0200 2.00 Over 200 and not exceeding 300 2.50 .Over 300 and not exceeding 400 3.00 Over §400 and :not. exceeding 500 3.50 Over 1500 and not exceeding. 600 14.00 .•Over 600 and not exceeding 700 4.50. Over 700 and not exceeding 800 5.00 Over d y �u800 and not exceeding 900 5.50 .., Over-$900 and not exceeding 1000 6.00 For each $100.00, or fractional part thereof, 'of the value of such construction in excess of $1000 an additional' fee .of thirty ($:30) cents. SECTION 3. LICENSE. ,: person, firm, association and /or. corporation conducting, managing or engaged in the business of applying, patening, painting, repairing or mopping asphalt- impregnated papers or felts,- prepared composition roofings or burnt clay, asbestos,, composition or natural slate flat slab shingle units or burnt clay or cement roofing the units, .when used as roof coverings, and /or doing any roofing for which'a permit is required, shall pay to the City.of',Lynwood ` a roofing contractor's license fee of twenty- five, dollars ($25.00), payable: yearly -in advance and shall date from the first day of,Januar7, and July of the year in which they are issued. . 7 - When licenses are issued hereunder for the unexpired part of the an- nual period, the license fee required shall be proportioned accor- ingly, provided, however, that the next annual license fee shall be paid at the same time. No rebate shall be given for any unused por- tion of the term. Provided, however, that no license nor building permit nor City inspection shall be required in the following in- stances: FIRST: An owner, or one in his employ, who furnished no materials, may apply cold coatings, paint coats or.hot asphalt mop- ped coatings on any building owned . by him. SECOND: An owner, or one in his employ who furnishes no material, may repair the roof of any building owned by him when the area involved in said.repair work does not exceed .five (5) squares, regardless of the area of the roof so repaired. THIRD: An owner, or one in his employ who furnishes no materials, may re -roof an existing building owned by him when said work does not exceed three (3) squares in area, regardless of the area of the existing roof; excepting, however, that a roofing per- mit must be obtained for re- roofing any building in Fired District No. l and No. 2, and request for inspection of such work in said districts by the City Building Inspector shall be made. FOURTH: A roofing mechanic with wages his sole compensa- tion, and employed to work for wages by a duly licensed roofing con- tractor, may do all types of roofing. As used in this Ordinance "repair" shall mean and include mopping or painting with either hot or cold applications and attach- ing and placing of new cap sheets on existing roofs. "Reroofing" shall mean and include the entire removal of an existing roof and the building up of new roofing from the roof sheathing out. - 8 - v .' The exceptions heretofore enumerated in this section shall not apply to an owner of a building for work to be done within sixty (60) days from the time repairs or're- roofing has been done on the same building to the extent of five (5) squares. None of the exceptions heretofore enumerated shall apply to new roofs being put on new buildings, regardless of area involved, and.in all instances of such work a roofing permit shall be first ob- tained before said work is done, and the person doing the work must hold a roofing contractor's license or be an employee and working by' the day for duly licensed roofing contractor, and all of such work must be inspected by the Building Inspector. A roofing contractor's license, upon recommendation of the Building Inspector, shall b revoked by the City Council if it is found that the person, firm or holding such license has deliberately and wilfully violated the provisions of this code, and no such license shall be issued to that person, firm, association and /or corporation during the period of twelve (12) months following .1 the revocation of a roofing contractor's license. A roofing contractor's license shall be non - transferrable and shall not be used by the holder thereof to conspire with any un- licensed person, firm, association and /or corporation for the pur- pose of violating or evading any section of this code or any other law or drdinance applicable to the business authorized under a roof - iag contractor's license. ,None of the provisions herein which require a roofing con- tractor's license shall apply to a person, firm, association and /or corporation applying wood shingles, wood shakes, corrugated iron or sheet metal roofing materials or engaged in repairing of same, when repair material used is wood or sheet metal. 9 - All nails, clips, hangers and other fasteners that are 4 used in connection with roof work or, to hold or attach sky- lights, metal toppings, gutters, roof jacks, and all other metal appliances to the exterior of any building shall be hot dipped galvanized or copper. SECTION -4: RE- ROOFING. Re- roofing does not necessarily require that the entire area shall be re- roofed, but that.any area• which is rep roofed shall meet.tthe requirements of the code. Existing Type V buildings which have.wood shingles, wood shakes or composition shingles may be re- roofed with composition' shingles weighing not less than one hundred pounds per square, re- gardless,of location in the City. All existing gravel roofs, before being re- roofed, shall be removed to the sheathing and the sheathing swept clean before applying new roofing and any roofing applied shall meet the require - ments for new roofing. Cap sheet roofs may be re- roofed by mopping on with a spot mopping of asphlat the required cap sheet, provided the old roofing is not split and a perfect bond may.be had to make a water- tight job; if not, one (1) layer of felt weighing not bss than fourteen (14) pounds to one hundred (100) square feet shall be spot mopped or nailed to the old roofing over which mop on the required can sheet. In case the roofing is broken through all layers of paper, an entire new roof is to be applied. SECTION 5: INSPECTIONS. After the necessary permit has been obtained, the roofer shall notify the inspector when the roof work is ready for the first inspection. This first inspection shall be made during the application of the roofing, and ihe'roof- er shall. arrange his notification accordingly. On completion of all roofing and flashing the roofer shall again call for inspection. If the work is satisfactory and materials comply with the requirements of this code, the inspec- tor shall.accept the work, provided, however, that if in the opin- ( 1. A 10 _ ion of the inspector the roofing has not been properly applied or does not meet the requirements of this Code an area of four (4) .square feet of roofing may removed for the purpose of inspection, excepting that in the case of prepared or built up roofing a slit about thirty -six inches (36 ") long may be cut entirely through the roofing for inspection. One removed or cut section may be made in each twenty -five hundred (2500) square feet or fraction of roof area. After inspection,. roofing shall be replaced and properly repaired by the roofer at his own expense. The roofer shall be held responsible for the'use of suitable approved materials and for the correct construction and application of the roofing, flashing, countery- flashing, surfacing materials, dry sheet and other materials as- required by this Code. SECTION 6: Be it further ordained that for the construc- tion of other types of roofs in the said City of Lynwood than as above specified, the party making application for permit or license shall first submit his plans and specifications to the City Building Inspector, who shall report the same, together with his recommen- dations thereon, to'tre C±t� Council. That the City Council shall then have quthority to order n.rmit to issue, or license to be granted. SECTION 7: It is furtheir'provided that any person who violated the provisions of this.Ordinance or any section or sub- division thereof, or the provisions of Ordinance No. 141 of the City of Lynwood, California, or any of the sections or sub - sections thereof, or any of the provisions of the Uniform Building Code of 1930, adopted by said Ordinance No. 141; for each violation there- of, shall be deemed guilty of a misdemeanor, and upon conviction therefor by any court having jurisdiction thereof, shall be fined - 11 - M . '. . therefor in the sum of not in. excess of $300 or imprisonment of not in excessof 90 days in the City or County Jail, or both such fine and imprisonment. SECTION 8: That any and all Ordinances or parts of Ordinances of the City of Lynwood, California, insofar as they conflict with the provisions of this Ordinance, are hereby re- pealed. SECTION 9: That the Citr Clerk shall certify to the passage and adoption of this Ordinance, and cause the same to be published once in the "Lynwood Prese ", a weekly newspaper of gen- eral circulation,.printed and circulated•within the City of Lyn - wood, and of legal issue, and which is hereby designated for that purpose. .� _,P SSED APPROVED AND ADOPTED this 2nd day of March, MAYOR OF TN_E CITY OF LYNw00D. s AT.TES. a CIT`.
