ORDINANCE
AN ORDINANCE OF THE CITY OF LY'IMOOD, CALIFORNIA,
PROHIBITING THE USE OF WHITE CANES OR GUIDE DOGS,
EXCEPT BY PEDESTRIANS WHOLLY OR PARTIALLY BLIND;
AND PROVIDING PROTECTION AGAINST HIGHWAY ACCIDENTS
TO SUCH PERSONS AND GUIDE DOGS: AND PROVIDING
PENALTY FOR THE VIOLATION THEREOF.
THE CITY COUNCIL OF THE CITY OF LYNWOOD,
CALIFORNIA, DOES ORDAIN AS FOLLOWS:

That for the purpose of guarding against accidents in
traffic on public streets, it shall be unlawful for any person, ex-
cept persons wholly or partially blind, to use a guide dog, or to
carry or use on the public streets of the City of Lynwood, Calif-
ornia, any canes or walking sticks which are white in color, or
white with red end or bottom. Guide dogs, if in harness or other
necessary gear, or walking sticks may be used on the streets and
other public places in said City of Lynwood by persons wholly or
partially blind, as a means of guiding them or of protecting them,
and for the purpose of identifying them by drivers of vehicles and
other operators of motor - driven vehicles, and other pedestrians with
whom they come in contact upon such streets and public places.
Section 2.
Any driver of a vehicle, operator of a motor - driven vehicle,
or pedestrian who is not wholly or partially blind, who, upon any
public street of said City of Lynwood, approaches or comes in con-
tact with a person wholly or partially blind, using a guide dog
harnessed or in necessary gear, or who is carrying a cane or walking
stick white in color, or white with red end, shall immediately come
to a full stop and take such precautions before proceeding as may
be necessary to avoid accidents or injury to such person carrying
a white caneor walking stick, or using such guide dog.

Section 3.
Any person, other than a person wholly or partially blind,
who shall use a guide dog harnessed or in necessary gear, or who
shall carry a cane or walking stick, such as is described in Section
1 of this ordinance, contrary to the provisions of this ordinance,
or who shall fail to heed the approach of a person so using such a
guide dog or so carrying such a white can or walking stick, and who
shall fail to come to a full stop upon approaching or coming in
contact, upon any public street or thoroughfare within this city,
with a person using such a guide dog or carrying such a cane or
walking stick, and who shall fail thereupon to take precautions
against accident or injury to such person or to such guide dog, as
provided herein, shall be guilty of a misdemeanor, and shall be fined
not more than One Hundred and no /100 Dollars (100.00) or imprisoned
in the city jail not more than fifty (50) days, or both such fine
and imprisonment.
Section 4.
The City Clerk, of ,er the final passing of this ordinance,
shall cause a certified copy thereof to be published once in the
"Lynwood Press," a newspaper published and circulated in said City
of Lynwood.
