The Mayor and City Council of the City of Lynwood, Calif- ornia hereby declare that because of the recent declaration of war between the United States of America and the Empire of Japan, and the City of Lynwood being peculiarly located within the area of defense industries, and because of the danger of sabotage from for- sign enemies and other enemies of the government of the United States, all of which constitute an immediate and present danger and urgency for the immediate preservation of the public peace, health and safety of the people and the property of the incorporated City of Lynwood, California, the City Council of said City of Lynwood does hereby declare an emergency to exist,and enact this ordinance as an emergency measure, and declare that it shall become effective immediately upon its passage and approval and publication once in the "Lynwood Press," herein designated as the newspaper of publica- tion for this ordinance. section II. That the Mayor of the said City of Lynwood, California, shall have power and authority to regulate,by proclamation which shall be duly issued and posted on the bulletin board of the city hall in the said City of Lynwood, and upon the bulletin board of the United States Post Office in the said City of Lynwood, and pub- lished once in the "Lynwood Press," in the said City of Lynwood; -1- 1 2 a 3 P 4 c 5II 2] Z 2 2 2 2 i ay and all regulation of traffic, water distribution, lights, gas, over, public utilities, and Police and Fire Departments in the City f Lynwood, and to enforce strict observance of the same throug the 'olice Department of said City, as in the discretion of the Mayor )f said City may seem necessary and for the best interests of the public defense and the preservation of the public peace, health, and safety of the City's citizens and the prop of the people of the said City of Lynwood, California. Section III. That any such proclamation will be in full force and effec as soon as signed and posted as above required. Section IV. That this ordinance shall continue to be in full force and effect so long as the state of war exists between the United States of America and the Empire of Japan, unless sooner repealed. Section V. That any person willfully violating any of the provisions of this ordinance or of the proclamations of the Mayor of the incor- porated City of Lynwood, California, issued by him and posted as herein required, shall be guilty of a misdemeanor and shall be unished by a fine not exceeding $200000 or imprisonment in the city p jail of the City of Lynwood, California, not exceeding one hundred (100) days, or both such fine and imprisonment. Section VI. 5 of this 6 The City Clerk shall publish a duly certified copy n the "Lynwood Press," as soon as such publication 7 ordinance once i 8 shall issue after the passage and adoption hereof.
