ORDINANCE NO.
AN ORDINANCE OF THE CITY OF LYNWOOD, CALIFORNIA,
REGULATING THE ESTABLISHMENT AND MAINTAINANCE OF
HOSPITALS, SANITARIUMS, 37f�-I9, PREVENTORIUMS,
ASYLUMS, REST HOMES, PRIVATE SCHOOLS, AND PRIVATE
BOARDIPdG SCHOOLS IN SAID CITY.
THE CITY COUNCIL OF THE CITY OF' LYNWOOD,
CALIFORNIA, DOES ORDAIN AS FOLLOW 5:
Section 1: DEFINITION
The terms "hospital," "sanitarium," "sanatorium,' "pre-
ventorium," "asylum," and "rest home," are hereby defined to be
any institution or place used for the reception or cure, either
temporary or continuous, of one or more sick or injured persons,
or for the treatment and care of one or more persons suffering
from or affected with any mental or physical disease or bodily
injury, or any place where one or more persons are treated for the
prevention of any mental or physical disease.
The term. "private boarding school" is defined as an
institution for the purpose of providing room and board and mental,
manual, physical, or other training for persons under eighteen
years of age, regardless of number, but shall not include any
institution maintained by any public school.
The term "private'school" is defined as an institution
for the purpose of prrviding mental, manual, physical, or other
training, for persons under eighteen years of age, regardless of
number, but shall not include any institution maintained by any
public school. "Private school" includes 11 private boarding school.
The term "person" as used in this ordinance means and includes an
individual, firm, association, organization, partnership, corpora-
tion, or company.
Section 2: PERIviIT
It shall be unlawful for any person to establish, con-
duct or maintain within the City of Lynwood, California, any

institution defined in Section 1 of this ordinance, without first
having obtained permit in writing so to do, from the City Council
of said City.
Section 3: xPPL FOR PERI'AIT
Each applicant for the permit specified in Section 2 of
this ordinance shall file with the City Cler,. of said City a written
application specifying trie kind of institution for which permit is
desired, and also the name and address of the applicant. Such
applicant shall also tender to the City Clerk wit:q said application
a license fee of $12.00.
Section 4: IN SPECTION BY HEki OF'F'ICER
It shall be the duty of the health officer to investigate
or cause to be investi6ated such applicant and application, and to
report in writing to the City Council before its next regular
meeting upon the probability of such institution being conducted
and conforming with the provisions of this ordinance, state laws,
and all other ordinances of said City relating to sanitation and
public health.
It shall also be the duty of the health officer of said
City to make an annual investigation and written report upon all
institutions specified in Section 1 of this ordinance and opera-
ting rrithln the Cit;,- of Lynwood, and to file the saine with the
City Clerk.
Section 5: IS SUANCE OF PERMIT
Upon receiving the report of the Heal officer the City
Council may, if it finds that such institution complies or will
probably cor-1ply with all of the provisions of this ordinance, the
state laws, and all other ordinances of said City, instruct the
City Clerk to issue such permit.
Section o: REVOCATION OF PERTaIIT
If, upon inspection by the health officer, the City
Council shall find any person conducting or maintaining any

institution defined in Section 1 of this ordinance, without first

institution specified in Section 1 of this ordinance, in violation
of any provision of this ordinance, state laws, or any ordinances
of said City, the said City Council may deny or revoke the permit
to operate the same, provided however, that where a permit has
been issued to operate any institution specified in Section 1 of
this ordinance, the said City Council shall, before revoking any
permit to operate the same, give the party holding such permit ten
(10) days notice of a hearing to be held before the City Council
and at .vhic% hearing such party may show cause, if' any there be,
why such permit siiould not be revoked.
Section 7: OPEN FOR I?,SPECTION
Ever'U institution specified in Section 1 of this ordin-
ance and operated in said City shall at all reasonable times be
open to the inspection of the health officer of the City of Lynwood
or of any other person duly authorized to make such inspections,
or of the health officer of the State of California or of the
County of Los rngeles .
Section 8: SLEEPING QUtiRTERS
No person shall be kept, cared for, or maintained as a
patient in any room or ward in any hospital, sanitarium, rest home
or asylum which provides less than five hundred (500) cubic feet
for eact-! said patient. Beds shall be maintained at least three
(3) feet apart.
Section 9: WI NDOW AREA
In any building ereetea or established or used as a
hospital, sanitarium, rest home, or asylum in said City of Lynwood,
all sleeping rooms and wards occupied by patients shall be outside
rooms,and the window area shall be not less than one -fifth (1/5)
of the - superficial floor area, one -half (1/2) of which windows
shall be openable, unless rooms be artificially ventilated.
Section 10: ISOLATION ROOM
Every hospital, sanitarium, rest home, or asylum in the
City of Lynwood, California, where ten (10) or more patients are

housed shall be equipped with a separate room or space for isolated
patients and for isolation purposes, which shall be equipped with
separate toilet and bath.
Section 11: PATIENTSr UTENSILS
All bedpans, urinals, and other utensils used for aatients
and inmates shall be free from cracks or chips. They shall be
properly cleansed and sterilized immediately after use.
Section 12: TOILETS
In any institution specified in Section 8 of this ordin-
ance, water closets and separate utility rooms shall be provided
for all bed patients. Where one or more ambulatory or semi- ambula-
tory patients or inmates are cared for or housed, there shall be
provided at least one water closet for each ten (10) patients or
fraction thereof, of each sex, and one lavatory and one oath or
shower for each five (5) patients or fraction thereof, of each sex.
All toilet rooms, lavatories, baths, and showers shall be maintained
in a clean and sanitary condition. All water closets and other
requirements shall be in the building occupied by the patients for
whom they are provided.
Section 13: WATER SUPPLIES
All water provided for human consumption in any institu-
tion named in this ordinance shall be pure and free from pollution
and shall meet the bacteriological standards regidired for drinking
water in the City of Lynwood.
Section 14: SANITATION OF ROOMS
All walls, floors, ceilings, woodwork, curtains, and
furnishings in any institution specified in Section 1 of this or-
dinance shall be :maintained in a good, clean, sanitary condition,
and be provided with adequate ventilation, lighting, and heating.
Section 15: PROTECTION FROM HEATERS
In all institutions specified in Section 1 of this ordin-
ance, a barrier or other protection shall be placed around each

stove or fireplace, and gas space heaters must be connected to the
supply line with a continuous metal pipe and such gas heaters pro-
I perly vented.
Section 16: SCREENS
All. windows and doors of any institution mentioned in
Section 1 of this ordinance shall be screened arid maintained in a
good condition so as to exclude flies and other insects.
Section 17: LINEN AND BEDDING
In every institution mentioned in Section 1 of this
ordinance there shall be maintained an adequate amount of bedding,
hand and bath towels, clean, and in good condition, and each bed
shall be equipped with adequate springs and a clean, comfortable
mattress; and all beds and matresses shall be kept in a sanitary
condition, and after having been used by one person, shall be
thoroughly cleaned before being used by another person.
Section 18: KITCHEN AND FOOD
In any institution specified in Section 1 of this ordin-
ance, every kitchen shall be adequately lighted, provided with
plumbing, and ventilated and operated with strict regard for the
influence of such conditions upon the health of the operators,
employees, or other persons therein employed, and the purity and
wholesomeness of the food therein prepared, served, kept, handled
or stored.
The tern "food" shall include all articles used for food
and drink, and all substances and ingredients used for the prepara-
tion thereof. Xll dishes, glasses, and implements used in the
preparratior or servin of food shall be thoroughly cleaned and
sakitized before each use. All such utensils shall be free from
cracks or chips of any kind.
The floors, side walls, ceilings, fixtures, receptacles,
utensils, sinks, drainboards, implements, dishes, and machinery in

{ every kitchen or 71ace where food is prepared or served or handled,

shall be kept in a healthful and sanitary condition, free from dust,

flies, insects, poisonous or contaminating influences. The side-

walls and ceilings of every kitchen shall be plastered and paintea

and kept clean with soap and water, or otherwise kept in a sanitary

ordinance, all garbage and kitchen wastes must be kept in a tight,
fly -proof .metal container and re.noved from the premises as fre-
quently as garbage collection is provided by said City.
Section 23: E1,1PLOYEES' 4UARTERS
All employees' qu_Arters in any institution specified in
this ordinance shall be maintained in a good, clean and sanitary
condition, and every such room shall contain no less than 500 cubic
feet of air space for each person, with sufficient window area to
afford proper ventilation and light. Employees' quarters shall be
supplied with one toilet, one lavatory, and one bath shower for
eac 1 ton persons or traction thereo <, of each sex.
Section 24: niATERNITY HOMLES F.ND HOSPITALS
The nrovisions of Sections 11, 13, and 23, inclusive, of
this ordinance, shall in all respects be applicable and enforced
to and cover the establishment and maintainance of maternity homes
and hospitals.
Section 25: C OMDIUNI CABLE DI
The health officer may, in case of an epidemic, order
that every child, before being adi:iiitted to any private school,
must present a certificate signed by a physician in good profes-
sional standing, certifying that he has personally examined said
child within the preceding; 24 hours, and that the physician finds
that said child has no communicable disease which would cause the
ch,_ldts association with ot'ier children to be detrimental to their
health.
Section 26: FLOORS KEPT C LEAN
All floors In all classrooms of schools mentioned in this
ordinance shall be kept clean.
Section 27: CEILINGS AND WkLLS
The walls of every classroom of schools specified in this
ordinance shall be so treated and maintained that the reflection

factor is not more than 80% nor less than 40jo. The ceilings shall
be so treated ana maintained that the reflects$* factor is not more
than 801% nor less than 60;0.
Section 28: TE11iPERhTURE OF CLASSROOMS
Classrooms of schools specified in this ordinance shall
be properly heated when in use. The temperature shall be suffici-
ent for the maintainance of health and comfort of the pupils and
in no case below 65 aboveeAfahrenheit.
Section 29: SLEEPING ROOMS
No person shall keep any child in any sleeping; room or
dorLLaitory in any private school which provides less than 500 cubic
feet of air space for each child. Beds shall be kept at least
three (3) feet apart. Such rooms or dormitories shall be kept
well lighted and ventilated and be outside rooms.
Section 30: ISOLATION PU
In every private boarding, school where ten or more
children are housed, there must be a separate room or rooms equipped
with separate toilet and bath for isolation purposes.
Section 31: TOILET FACILITIES FOR BOARDING SCHOOLS
On each floor of any building, any part of which floor
is used for slaopin,; purposes, t?iere shall be provided for each
ten children or fraction thereof, for each sex, conveniently located
for the use of such children, not .less than one water closet; one
bate: tub or shower; and two wash basins or lavatories.
kll toilet rooms, lavatories, baths and showers shall
be maintained in good and proper sanitary condition.
Sect�.on 32: TOILET FACILITI.�S FOR CLASSROOMS
In eacri building; containing one or more classrooms, ade-
quate and convenient water closets and lavatory facilities for
each sex shall be maintained separately. Not less than one water
closet and lavatory facility shall be maintained for every twenty

children, of each sex. Water closets and lavatory facilities shall
be maintained pursuant to the requirements of Section 31 of this
ordinance.
Section 33: PUPILS PER CLASSROOM
Every classroom shall have per pupil not less than 250
cubic feet of airspace; twenty square feet of floor space, and good
ventilation.
Section 34: PRIVAT BOARDI SCHOOLS
The Provisions of Sections 13 to 23, inclusive, of this
ordinance shall be applicable to and shall cover the establishment
-:,.nd maintainance of private boarding schools.
Section 35: PRIVATE S CHOOLS
The provisions of Sections 13 to 16, inclusive, of this
ordinance shall also be applicable to and shall cover the establish -
n and maintainance of all private schools.

Classrooms in schools specified in this Ordin shall
be so illuminated when in use as will in all rescects eomnly with
State laws and regulations with regard to lighting used in class-
rooms of public schools.
Section 37: ?tiINDO ARE
Every classroom used in any school specified in this
ordinance shall have and maintain a window glass area mot less than
20;o of the floor area.
Section 38: CONDITION OF SEATS AND DESKS
All seats and desks shall be maintained in good condition.
All seats shall have back rests.
Every pupil shall be so seated
that both feet rest upon the floor. Seats shall be so placed that
no pupil, when seated in a normal position, shall face a window.
Section 39: PLAY EQUIP
All play equipment in any school specified in this ordin-
ance shall be maintained in good condition and securely set up and

Section 40: YA
The play yards or recreation yards of any school or in-
stitution specified in this ordi-c:ance shall be properly drained,
of an even surface, and kept free of all rubbish and refuse.
Section 41: PENALTY
tiny person or persons violating any of the provisions of
this ordinance shall be guilty of a misdemeanor and shall be pun-
ished by a fine of not to exceed $100.00, or fifty days in the city
jail, or both such fine and imprisonment.
Section 42.
Any person holain- a permit or license to operate any
institution specified in this ordinance may be required by the City
Council of said City to show cause why such permit or license should
not be revoked because of a violation of the terms of this ordinance,
and said City Council may, upon procedure as specified in this
ordinance, revoke such permit or license upon its finding that there
has been such violation of the terms of this ordinance. And pro-
provided further that such revocation may be made notwithstanding
prosecution and conviction of any party or parties for such viola-
tion under Section 41 of this ordinance.
Section 43.
The City Clerk shall certify to the adoption of this
ordinance and cause the same to be published once after its final
Passage and adoption, in the "Lynwood Press," a weekly newspaper
Of leGal issue, published and circulated in said City of Lynwood.
