Section 3.
The City Council of said City of Lynwood does hereby
declare an emergency to exist for the immediate passing of this
ordinance, because of the present existence of a state of war be-
tween the United States and the governments of Japan, Germany, and
their allies, and the further fact that the City of Lynwood is
located in what is coi:zmonly known as a defense area, and that a
great and immediate emergency exists for the immediate building
of houses and business accommodations for the increased population
caused by defense workers, and because of the shortage and national
control of building materials.
It is therefore ordeLned that this ordinance shall be-
come effective immediately upon its adoption and publication as
hereinafter provided.
Section 4.
The City Clerk shall cause a duly certified copy of this
ordinance to be published once in the next issue of the "Lynwood
Press," a weekly newspaper published and circulated in said City
of Lynwood.
PASSED AND ADOPTED at the adjourned regular March 30
1942 meeting of the City Council of said Ciit of Lynwood.
