HomeMy Public PortalAboutCM Department Report - Nov 2019Memo / To: City Council From: Anette Spickard, City Manager Date: November 25, 2019 Re: Monthly Department Report – November 2019 Payette Lakes Recreational Water and Sewer District Update: I attended the November Board meeting as well as a one-on-one meeting with the District’s General Manager. The Board has seated two new Directors. The Board is comprised of Ellen Holm (Chair), Ken Patterson (Vice-Chair), Mark Larson, Dallas Young, and Bill Weida. The Board will hold a public hearing on December 18 for an updated sewer connection fee as recommended by their consultants. The new fee is based on the City of Hayden supreme court case methodology that all municipalities and special districts are required to follow. The new connection fee is proposed to be a maximum of approximately $10,100. The District continues to work on updating their sewer model and expects it to be completed after the first of the new year. Once it is complete, a Post Annexation JWAG will be scheduled to discuss the policy implications for both the City and the District. McCall Senior/Community Center Update: I continue to attend the Center’s board meetings. The Center will replace their carpet in December with a $2,500 grant from the Progressive Club and a $600 cost share contribution from the City. In addition to their regular meal service and food pantry program, the Center is planning community events for the winter including a Bake Sale and Craft Fair, Bingo Night, and the traditional Pancake Breakfast and warming station for the Winter Carnival. Chamber of Commerce Strategic Initiatives – Recycling Update: As part of my service on the Chamber of Commerce Board of Directors, I am participating in their Strategic Initiatives committee. Recycling is the current focus. The committee is following the recent decisions by Valley County to address plastics recycling as well as their plans to open a new facility in Lake Fork in the spring of 2020. The future Lake Fork facility will be staffed and fenced to better manage the influx of materials and prevent trash dumping. At the November committee meeting, several ideas for supporting and promoting recycling were identified to encourage businesses to operate more sustainably and celebrate those businesses who already incorporate sustainability in their practices. This will help support and complement the City’s Green Business program. McCall Golf Club PGA Professional contract update: Allan Morrison, PGA Professional for the McCall Golf Club, has given notice to the City that he is actively seeking another qualified PGA Professional to assume the remaining three years of the contract. Per the terms of the contract, the City will be able to evaluate and approve the person to whom he proposes to assign the contract. Human Resources Update: The annual Employee Holiday Party will be held Friday, December 20 at 6 p.m. at Banyans. City Council is welcome to attend. The theme is “Santa’s Workshop” and everyone is encouraged to come as their best Elf Self. In December, the City will host a “Giving Tree” in the City Hall Lobby with tags describing requested donation items for children in need in our area. Employees and Council Members are encouraged to take a tag and bring the requested item with you to the Holiday Party for wrapping and delivery to the school district. We have been fortunate to have filled several of our vacant positions over the past month. We have a new Streets Operator I and a new Administrative Assistant in our Public Works Department. We also have three new employees in our Parks Department; two of them will be assisting with general Parks maintenance and sidewalk snow removal, and the third is replacing an employee who resigned as our Parks and Recreation Facilities Coordinator. Recruiting efforts continue in our Police Department, and at the time of this update, we have extended offers to fill two of our vacant Patrol Officer positions and our Code Enforcement position. We are currently working through the pre-employment steps necessary for those applicants to be employed in our Police Department and hope to have that process completed soon. We still have a few positions to fill to be fully staffed in all departments. We are recruiting for a Receptionist at City Hall, a Water System Manager, and Police Officer. We will be kicking off our annual employee performance evaluation process in December as well as our annual ICRMP trainings. The ICRMP trainings help keep the cost of our liability insurance premium low.
