AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF LYNWOOD CREATING A FUND FOR CAPITAL OUT-
LAYS.
The City Council of the City of Lynwood does ordain as
follows•„
SECTION 1 : A fund is hereby created for capital outlays
under the provisions of that certain Act of the Legislature of the
State of California, entitled: "An Act to provide for the levy
and collection of taxes and assessments for the purpose of creat-
ing a fund for capital outlays by cities, counties, cities and
counties or districts, " approved July 1, 1937, and being Chk*r
717 of the Statutes of 1937, as amended.
SECTION 2: Such fund shall be known as "Special Fund
for Capital Outlays" and it shall remain inviolate for the making
of any capital outlays and no moneys shall be disbursed therefrom
excepting for such a purpose, excepting upon consent of the elec-
tors obtained as provided in said Act, as amended. Such fund
shall be set up for the following Departments of the City
Fire Department, Police Department, City Clerk, City Treasurer,
City'rEngiheei.,-S.treet Department and Water Department.
SECTION 3: Taxes may be slevied upon the taxable pro-
perty in City for the raising of moneys for said fund but no
levy so made shall exceed the limitation imposed by the general
laws of the State upon the right of said City to impose taxes, with-
out the assent of two - thirds of the qualified electors of said
City voting at m y general or special election at which such pro-
position may be submitted.
SECTION 4: The City Council may transfer to such fund
any unincumbered surplus funds rem aining on hand in the City at

the end of any fiscal year.
SECTION 5: That the City Clerk of the City of Lynwood
shall cause this ordinance to be published once in the "Lynwood
Press," a newspaper of legal issue, printdd and circulated within
the City of Lynwood, and which is hereby designated for said pur-
pose.
