COUNTY OF WRIGHT ) SOUTH CROW RIVER NEWS Rockford, Minnesota NOTICE-: Don R. Larson, being duly sworn, on oath says he is and during all the times herein stated has been the publisher and printer of the newspaper known as the SOUTH CROW RIVER NEWS and has full knowledge of the facts herein stated as follows: (1) Said newspaper is printed in the English language in newspaper format and in column and sheet form equivalent in printed space to at least 1,200 square inches. (2) Said newspaper is dis- tributed at least once a week for 52 weeks each year. (3) Said newspaper, in at least half of its issues each year, has no more than 75 percent of its printed space comprised of advertising material and paid legal notices; and in all of its issues each year, has at least 50 percent of its news columns devoted to news of local interest to the community which it purports to serve, and not more than 25 percent of its total nonadvertising column inches in any issue wholly duplicates any other publica- tion unless the duplicated material is from recognized general news services; (4) Said newspaper is circulated in and near the municipality which it purports to serve, and has at least 500 copies regularly delivered to paying subscribers, and has entry as second-class matter in its local post of- fice; (5) Said newspaper purports to serve the Cities of Rockford, Greenfield, Corcoran, Loretto, Medina, Independence, Hanover, and Rockford Township in the County of Hennepin and the County of Wright and it has its known office of issue in the City of Rockford in said Hennepin County and Wright County, established and open during its regular business hours for the gathering of news, sale of advertisements and sale of subscriptions and is maintained by the managing officer of said newspaper or persons in its employ and is subject to his directions and control during all such regular hours and at which time said newspaper is printed. (6) Said newspaper files a copy of each issue immediately with the State Historical Society. (7) Said newspaper is made available at single „,r subscription prices to any person, corporation, partnership or other unincorporated association requesting the newspaper and making applicable payment. (8) Said newspaper has complied with all the foregoing conditions for at least one year preceding the day or dates of publication mentioned below. (9) Said newspaper annually publishes and submits to the secretary of state a sworn United States Post Office second-class statement of ownership and circulation. Organization and Enforce- ment. Subd. 1. The organization of the Building Department and enforcement of the Code shall be conducted within the guidelines established by Chapter 2 of the Uniform Building Code 1979 Edi- tion. The City Building Inspector shall be t t7e Building Code Department of the City of Medina. _ The Ad- ministrative Authority shall be'a State' Certified "Building Official" so designated by the Appointing Authority. neuiirir The Appointing Authority shall be the Council of the City of Medina. • Subd. 3. A Board of Appeals is hereby established for the purpose of -hearing and rendering a determination reaardina conflrcg interpretations of the provisions of- h bUTIMr,,g code and reaardina conflicting opinions of the suitability of alternate materials and methods of -construction. The Board of Appeals shall consist of three persons appointed by the City Council for such terms as the council may deem ap- propriate. The persons appointed to the Board of Appeals shalt be qualified by experience and training, to pass upon matters pertatnina to building con- struction. The city building inspector shall be an ex officio member and shall act as secretary to the Board of AP- -Appeals to the Board shall be in writing and shall be fired with the city clerk. The city clerk shall notify the ap- pellant in writing at least five days prior to the date of the hearing before the Board. The appellant shall have the right to be represented at the hearing and to present evidence relevant to the matter at hand. Within 15 days of the close of the hearing, the Board shall make a determination regarding Tne matter and shall mail a copy of its deci- sion to the appellant, The Board shall also mail a copy of its decision to the „Lily building inspector and to the state building inspecfor.
