AN ORDINANCE AMENDING THE GREENCASTLE PLANNING
AND ZONING ORDINANCE 13Y AMENDING THE ZONING MAP
WHEREAS, the Plan Commission of the City of Greencastle, pursuant to the Petition of
Woodshire Apartments for Phillip Skinner (Property Owner), has prepared this ordinance to amend the
Greencastle Planning and Zoning Ordinance by amending the zoning map; and
WHEREAS, the Greencastle Plan Commission has reported that it held a public hearing
conceming this ordinance on November 25, 2002, after timely notice of the hearing was given by
publication in the Banner - Graphic Greencastle, Indiana on November 15, 2002; and
WHEREAS, the Greencastle Plan Commission has reported that it paid reasonable regard to the
following factors enumerated in I.C. 36 -7 -4 -603 in consideration of the ordinance and determination of a
recommendation to be made to the Common Council:
1. the comprehensive plan;
2. current conditions and the character of current structures and uses in each district;
3. the most desirable use for which the land in each district is adapted;
4. the conservation of property values throughout the jurisdiction; and
5. responsible growth and development.
WHEREAS, the Greencastle Plan Commission has certified this ordinance to the Common
Council with an unfavorable recommendation by a majority vote of the Plan Commission; and
WHEREAS, the Common Council has considered the recommendation of the Greencastle Plan
Commission and has paid reasonable regard to the factor enumerated in I.C. 36 -7 -4 -603 before acting on
this ordinance; and
WHEREAS, the Common Council has determined that this ordinance should be adopted without
amendment.
THEREFORE BE IT ORDAINED AND ADOPTED BY THE COMMON COUNCIL OF THE
CITY OF GREENCASTLE, INDIANA:
SECTION 1. REZONING
That the City of Greencastle Zoning Map, Chapter 10 -38 of the City of Greencastle Code, is
hereby amended by changing the zoning classification for the following described real estate from C3
(Business) to R3 (Multi - Family Residential).
A part of the Northwest quarter of the northwest quarter of Section 27, Township 14 North, Range
4 West of the Second Principal Meridian, more particularly described to -wit:
Beginning at a point on the North line of the northwest quarter of the Northwest quarter of Section
27, Township 14 North, Range 4 West, which point is 326.37 feet East of the Northwest comer of
the Northwest quarter of said Section 27; thence East 344.2 feet with the North line of said
Northwest quarter; thence South 335 feet; thence West 344.2 feet parallel to the North line of said
Section 27 to an established property line fence; thence North (prior deed call North 4 degrees
® West) 335.0 feet to the point of beginning, containing 2.65 acres more or less.
This ordinance takes effect upon passage.
The Clerk- Treasurer of the City of Greencastle is ordered to have this ordinance published by
inserting a copy of the ordinance in each of the two (2) sets of the City of Greencastle Code maintained
on file for public inspection in the office of the Clerk- Treasurer.

SYNOPSIS
This ordinance amends the Greencastle Zoning Map, Chapter 10 -38 of the City of Greencastle Code to rezone
Amendment to Zoning Map, Chapter 10 -38 of the City of Greencastle Code to rezone 2.65 +/- acres located at
the corner of South and East Streets from C3 (Business) to R3 (Residential).

Petition
The undersigned residents of the Southwood Village development area oppose rezoning the land in question for the purpose of
a large subsidized housing development for the following reasons.
1. We already have one at one end of the development and feel that adding another one will decrease our property values.
- Woodhaven Drive already has too much traffic. It is supposed to be a quiet residential neighborhood and is already being
iised as a cut through to the Southern Highway and the factories and shopping on the East side of town. Our street is fallin
apart now. The additional traffic this would generate would make our streets like a major thoroughfare.
3. h'I h e subsidized housing that exists now has a great deal of vehicle traffic going in and out at all hours and alot of children
with no place to play, so they play in the streets creating a safety hazard. Following are the signatures of the residents of this
subdivision.

WHEREAS, the Plan Commission of the City of Greencastle, initiated and prepared the attached
ordinance to amend the Greencastle Planning and Zoning Ordinance by amending the zoning map; and
WHEREAS, the Greencastle Plan Commission has reported that it held a public hearing concerning this
ordinance on November 25, 2002, after timely notice of the hearing was given by publication in the
Banner Graphic, Greencastle, Indiana, on November 15, 2002; and
WHEREAS, the Greencastle Plan Commission has reported that it paid reasonable regard to the following
