COUNCIL MINUTES
INDUCTION MEETING — APRIL 14. 2001
The Induction Meeting of the Bal Harbour Village Council was held on Monday, April 14,
2003, in the Council Chambers at Bal Harbour Village Hall. The meeting was called to
order at 10:04 a.m. by Mayor Berlin. Those present were:

As a quorum was determined to be present, the meeting commenced.
2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Bal
Harbour resident Doug Rudolph.
1. RESOLUTION: A resolution was read by title, by the Village Clerk,
certifying the Village Council election. A motion was offered by Assistant Mayor Tantleff and
seconded by Councilman Roth to approve the resolution certifying the Village Council election.
The motion carried with the vote as follows: Mayor Berlin aye; Assistant Mayor Tantkif_s v�
Councilman Gorson aye; Councilman Jacobi aye; Councilman Roth aye. Thus bocoming:

VILLAGE COUNCIL ELECTION; PROVIDING FOR AN EFFECTIVE DATE.
4. OATH OF OFFICE — COUNCILMAN JOEL S. JACOBI/ AND
COUNCILMAN SEYMOUR "SY" ROTH: Mrs. Horton administered the oath of office
to Councilman Joel S. Jacobi and Councilman Seymour Roth.
5. APPOINTMENT OF TEMPORARY MEETING CHAIRPERSONS
Mayor Berlin volunteered to serve as the temporary meeting Chairperson. It was the
consensus of the Council to appoint Mayor Berlin as temporary meeting Chairperson.
6. ELECTION OF MAYORS Mayor Berlin thanked everyone and advised
that he has been honored to serve as the Mayor for the past two years. He explained the
process and advised that the Mayor presides over meetings and works directly with Village
staff. Mayor Berlin thinks that all of the members of the Council have the best interests of
the Village in mind and any of them would make a good Mayor. He announced that he is
not a candidate for Mayor, since he would like to give the other members of the Council the
opportunity to serve as Mayor.

A nomination was offered by Councilman Berlin to elect Councilman Tantleff as Mayor and
explained that he has done a wonderful job as the Assistant Mayor, was the President of
the Miami -Dade County League of Cities, is on the Board of Directors of the Florida
League of Cities, and is very involved with the community. The nomination was seconded
by Councilman Gorson.
A motion was offered by Councilman Berlin and seconded by Councilman Gorson to elect
Councilman Tantleff as Mavor. The motion carried with the vote as follows: Councilman Berlin
aye; Councilman Gorson aye; Councilman Jacobi aye; Councilman Roth aye; Councilman
Tantleff aye.
Mayor Tantleff thanked Councilman Berlin.
T. ELECTION OF ASSISTANT MAYOR: A nomination was offered by
Mayor Tantleff to elect Councilman Roth as Assistant Mayor. The nomination was
seconded by Councilman Berlin.
A motion was offered by Mayor Tantleff and seconded by Councilman Berlin to elect Councilman
Roth as Assistant Mavor. The motion carried with the vote as follows: Mayor Tantleff aye;
Councilman Berlin aye; Councilman Gorson aye; Councilman Jacobi aye; Councilman Roth aye.
8. OATH OF OFFICE — MAYOR AND ASSISTANT MAYOR: Mrs.
Horton administered the oath of office to Mayor Tantleff and Assistant Mayor Roth.
Councilman Berlin turned the meeting over to Mayor Tantleff to Chair. Mayor Tantleff
thanked the members of the Council for electing him to serve as the Mayor.
9. SELECTION OF REGULAR MEETING DATE AND TIME: A motion
was offered by Councilman Berlin and seconded by Mayor Tantleff for the regular Council
meeting date to remain as the third Tuesday of each month at 9:00 a.m. The motion carried with
the vote as follows: Mayor Tantleff aye; Assistant Mayor Roth aye; Councilman Berlin aye;
Councilman Gorson aye; Councilman Jacobi aye.
On behalf of the Council, Mr. Treppeda presented Councilman Berlin with a plaque, in
appreciation of his dedicated service as Mayor for the past 2 years (2001-2003).
10. ADJOURN: There being no further business to come before the Council, a
motion was offered by Mayor Tantleff and seconded by Assistant Mayor Roth to adjourn. The
motion carried unanimously (5-0), and the meeting adjourned at 10:20 a.m.
