)on R. Larson, being duly sworn, on oath says he is and during all the times herein stated has been
he publisher and printer of the newspaper known as the
SOUTH CROW RIVER NEWS
Ind has full knowledge of the facts herein stated as follows:
(1) Said newspaper is printed in the English language in newspaper format and in column and
;heel form equivalent in printed space to at least 1,200 square inches. (2) Said newspaper is dis-
ributed at least once a week for 52 weeks each year. (3) Said newspaper, in at least half of its issues
!ach year, has no more than 75 percent of its printed space comprised of advertising material and
)aid legal notices; and in all of its issues each year, has at least 50 percent of its news columns
ievoted to news of local interest to the community which it purports to serve, and not more than 25
)ercent of its total nonadvertising column inches in any issue wholly duplicates any other publica-
ion unless the duplicated material is from recognized general news services; (4) Said newspaper is
:irculated in and near the municipality which it purports to serve, and has at least 500 copies
•egularly delivered to paying subscribers, and has entry as second-class matter in its local post d-
ice; (5) Said newspaper purports to serve the Cities of Rockford, Greenfield, Corcoran, Loretto,
Medina, Independence, Hanover, and Rockford Township in the County of Hennepin and the County
)f Wright and it has its known office of issue in the City of Rockford in said Hennepin County and
Nright County, established and open during its regular business hours for the gathering of news, sale
)f advertisements and sale of subscriptions and is maintained by the managing officer of said
lewspaper or persons in its employ and is subject to his directions and control during all such
-egular hours and at which time said newspaper is printed. (6) Said newspaper files a copy of each
ssue immediately with the State Historical Society. (7) Said newspaper is made available at single
)r subscription prices to any person, corporation, partnership or other unincorporated association
equesting the newspaper and making applicable payment. (8) Said newspaper has complied with all
the foregoing conditions for at least one year preceding the day or dates of publication mentioned
Delow. (9) Said newspaper annually publishes and submits to the secretary of state a sworn United
States Post Office second-class statement of ownership and circulation.
He further states on oath that the printed ORD 237
hereto attached as a part hereof was cut from the columns of said newspaper, and was printed and
published therein in the English language, once each week, for 1 successive weeks; that it was
first so published on Tues.

AN ORDINANCE ADDING SEC-
TION 430 TO THE MEDINA '•,
CODE OF ORDINANCES PRO-
HIBITING OVERWEIGHT VEHI-'
CLES ON CERTAIN ROADS
WITHIN THE CITY `
The City Council of the City of Medina
ordains as follows:
Section 430 of the Medina Code of or-
dinances is added to read as follows:
430.01. Truck Routes. It shall.be un-
lawful for any person`to drive a tractor,
agricultural Implement, truck, truck
trailer, tractor trailer or truck tractor over
9,000 pounds, gross :vehicle weight in
through traffic, upon any ,street within
the City except those which have been
designated and sign -posted as .truck
routes or are state, county or improved
municipal state aidstreets. For the pur-
pose of this section, through traffic
means traffic, originating outside of the
City and with a destination outside of
430 03. posted 'No Trucks: It shall be
unlawful for any person to driye a tracr
tor; agricultural implement, truck, truck
trailer, tractor trailer or truck tractor over
9,000 poundsgross vehicle weight on
any City owned or maintained street
which is posted "No Trucks" when such
designation has been approved; by the
City Council
430.05. Exceptions: The following
motor vehicles shall be exempted from
the xovisions of this ordinance:
a school buses;
b emergency vehicles

d) municipal maintenance vefilefils'
and
e) agricultural 'equipment serving
property on that street:
