RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD SUPPORTING THE FLEXIBLE APPLICATION OF
THE COUNTY MINIMUM FORMULA IN SB 215 AS A SHORT
TERM MEASURE AND A LEGISLATIVE REVISION TO THAT
FORMULA TO EXCLUDE FEDERAL INTERSTATE FUNDING
AS A LONG TERM MEASURE

WHEREAS, the City and the County of Los Angeles supported
SB 215 (Foran) which increases gas taxes by two cents, half of
which goes to the State to finance the State Transportation Improve-
ment Program (STIP); and
WHEREAS, the fund distribution criteria and the county
minimum requirements are denying the allocating of the available
revenues on the basis of need and benefit to the public; and
WHEREAS, despite the huge amount contributed by County
drivers, additional projects in Los - Angeles County are precluded
from even being considered under the rules adopted by the California
Transportation Commission; and
WHEREAS, the lengthy delay of the Century Freeway was
given as the excuse for shortchanging Los Angeles County in the
past; and
WHEREAS, we are now told the Century Freeway and the large
amount of money the federal government is allocating to that project
means our other critical projects won't even be considered for
state funding; and
WHEREAS, the allocation of Federal funds should not be
used to take away hundreds of millions of dollars that Los Angeles
County needs and that has been collected from our motorists.
NOW, THEREFORE, BE IT RESOLVED:
1.- That the City Council of the City of Lynwood does hereby
support as a short term solution the intended flexible application
of the County minimum formula as provided for in SB 215, rather than
the flexible interpretation that the law has now been given by the
California Transportation Commission; and
2. That the City Council of the City of Lynwood does hereby
support as a long term solution, a legislative revision to the
County minimum formula which is in SB 215, so as to exclude Federal
Interstate Funding, such as that used for the Century Freeway, from
application under the County minimum formula; and
3. That the City Clerk shall certify to the adoption of this
resolution and submit copies to the State legislators.
4. This resolution shall take effect immediately upon its
adoption.
