HomeMy Public PortalAbout82-146 (09-21-82)RESOLUTION NO. 82 -146 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING PARTICIPATION OF THE CITY IN THE JUVENILE ASSISTANCE DIVERSION PROGRAM (JADE) WHEREAS, the City of Lynwood with the cities of Bell, Cudahy, Maywood, Huntington Park, Compton, unincorporated areas of Florence, Firestone, Walnut Park, and the City of South Gate, as proponent City, desires to undertake a certain project, designated the Juvenile Assistance Diversion Effort herein- after referred to as "JADE ", to be funded from funds secured through various Federal, State and local grant contracts together with local funds as they are made available by JADE cities and other sources hereinafter referred to as "the funding source ", NOW, THEREFORE, the City Council of the City of Lynwood does hereby resolve as follows: SECTION 1 . That the Mayor and City Clerk of the JADE proponent City of South Gate are authorized, on behalf of the City of Lynwood to submit Applications for Grants for Crime Pre- vention Purposes to Funding Sources, and is further autho- rized to execute on behalf of Project JADE the Grant Award for Crime Prevention purposes including any extensions or amendments thereof SECTION 2 That the City of Lynwood will not supplant any existing oncoming Criminal Justice Program with monies received from these grants. SECTION 3 : That the City of Lynwood hereby appoints, Eugene R. Green an elected City councilperson as the primary official voting representative for the City to be seated on the JADE Policy Board, and hereby enpowers said official to vote and other- wise act in tine best interests of the citizens of the com- bined JADE areas to which Lynwood shall be fully and fairly included, said Policy Board by democratic process shall make and determine JADE Project policies. SECTION 4 That Louis A. Thompson an elected community official shall serve as alternate JADE Policy Board member and in the absence of the primary designate shall be enpowered to act as the voting Policy Board representative of Lynwood. SECTION 5 That all persons appointed as JADE representatives shall until replaced, and shall participate actively on JADE Boards to assure maximum participation for Lynwood in all JADE acti- vities. SECTION 6 The City of Lynwood will maintain an active input to Project JADE reflecting the needs and opinions of it's citizens, in- cluding it's youth, irrespective of race, age, sex, culture, or national origin SECTION 7 That City hereby pledges and affirms to actively participate in and support the joint city /school district programs esta- "blished by the - JADE Pulicy Board and further, that City en- dorses the JADE Project's commitment to open, objective, cost - effect crime and delinquency prevention programing and further endorses the JADE concept that, all else aside, the primary purpose for JADE'S existence is to best serve the youth and parents of the JADE communities with effective, humanistic and professional quality services in the obtainment of all JADE goals and objectives. ATTEST: r? �'0� SECTION 8 : That City hereby, designates City of South Gate, California, to act as JADE proponent ^ity and as such, to secure and administer all combined JADE grants, hard match or other funds, and other resources of the JADE project, as officially established by policy actions of the JADE Policy Board and in accordance with the administrative and fiscal policies set by action of the JADE Policy Board, and the Funding Source. SECTION 9 : That the City of Lynwood agrees to provide matching funds required for said project in an amount not to exceed $3,600 and that cash will be appropriated as required thereby; that the City Council hereby appropriates said matching funds for said program for said fiscal year 1982 -83. SECTION 10 ' That City of Lynwood hereby determines to include "Project JADE and County of Los Angeles" as "named additional insured" with respects to the program activities 6f Project JADE to City's Liability Insurance Policy for the period covered by this resolution SECTION 11 ' That the City Clerk shall certify to the passage and adoption of this resolution, shall cause the original of the same to be entered in the book. of_resolutions.,of said of Lynwood.; shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said City in the minutes of the meeting at which the same is passed and adopted; and shall forward, as required, a certified copy there- of to the various funding source agencies which the Project JADE Policy Board determines to submit funding proposals to for purposes of securing Project JADE operating funds from SECTION 12 This resolution shall take effect immediately upon its adoption.
