A RESOLUTION OF THE MAYOR AND VILLAGE
COUNCIL OF THE VILLAGE OF KEY BISCAYNE,
FLORIDA, APPROVING A F'EDERAL F'INANCIAL
ASSISTANCE SUBRECIPIENT AGREEMENT BETWEEN
THE VILLAGE AND THE FLORIDA DEPARTMENT OF
AGRICULTURE AND CONSUMER SERVICES (FDACS)
FOR A FLORIDA SMALL COMMUNITY ENERGY
EFFICIENT LIGHTING GRANT; PROVIDING FOR
AUTHORIZATION; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the Village of Key Biscayne (the "Village") applied to the Florida
Department of Agriculture and Consumer Services ("FDACS") for funding from the Florida
Small Community Energy Efficient Lighting Grant Program (the "Program"); and
WHEREAS, the Program is designed to provide funding to eligible local govemments to
make energy-efficient upgrades to indoor or outdoor lighting in publicly accessible, community-
oriented facilities and assist local governments in reducing their total energy use, increasing
energy efficiency, reducing energy costs through the replacement of inefficient lighting with
energy efficient lighting, and evaluating actual energy savings received as a result of the project;
and
WHEREAS, FDACS, as the administrator of the Program, has awarded the Village
570,547.00 (the "Grant") for the Village's "Community Center Lighting Retrofit Project"; and
WHERBAS, the Village will provide $8,720.00 in matching funds for the Grant; and
\ryHEREAS, the Village desires to accept the Grant and enter into a Federal Financial
Assistance Subrecipient Agreement with FDACS, in substantially the form attached hereto as
Exhibit "A," (the "Agreement") for purposes of the Grant; and
\üHEREAS' the Village f,rnds that this Resolution will promote the health, safety

and welfare of the Village.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND VILLAGE
COUNCIL OF'THE VILLAGE OF KEY BISCAYNE, F'LORIDA, AS FOLLOWS:
Section 1. Recitals. That each of the above-stated recitals are hereby adopted,
confirmed, and incorporated herein.
Section 2. Approval. That the Village Council hereby accepts the FDACS Grant in
the amount of $70,547.00 and approves the Agreement with FDACS in substantially the form
attached hereto as Exhibit "A."
Section 3. Authorization. That the Village Manager is hereby authorized to execute
the Agreement, subject to the Village Attorney's approval as to form, content and legal
sufficiency.
Section 4. Effective Date. That this Resolution shall take effect immediately upon
adoption.
