Contractor has the building sealed up for winter. We would anticipate a contractor shutdown from 12/24/01-1/7/02 for the Christmas holiday. The metal building that was moved from
the plant to the golf course, roof is halfway and three sides are sheeted. Would anticipate being able to store the building materials for the water treatment plant soon.
J-Ditch Phase II
CNI is currently working on the wet well issues. The pond is filling. The divers have been trying to plug the bottom inlet line for the pressure test at the wet well with little success.
The wet well itself was determined to leak so it will need to be repaired as well. John Lewinski and Bill Keating met with Matt Uranga, of J-U-B, to discuss the Operation and Emergency
Notification Plan for the storage lagoon.
3. Lift St. #11 Remodel
Final pay request for BMI Construction has been turned in for the amount of $25,750.09.
Water Master Plan 2001 Update
Vern Brewer, Holladay Engineering, will report an update to the City Council.
Ice Rink Alley - I&I Reduction Project #2
Currently we are advertising for bids for the Sanitary Sewer Pipe Liner. Bid opening is January 8, 2002, at 3:00 p.m.
Wastewater Treatment Lagoons Sludge Management Plan
Holladay Engineering is working on the City’s revised Sludge Management Plan Alternative Study. Questionnaire information letters were sent to the J-DPAI, Inc. farmers group. The
intent of the letter was to gain support for the application of biosolids from the City’s wastewater treatment plant. Biosolids are typically used as a soil conditioner and source
of plant nutrients through application at agronomic rates on agricultural land. Liquid biosolids may be applied by subsurface injection, truck spreading, truck spraying, or sprinklers.
Public access to the application site is restricted for up to one year after application.

Streets Dept. first snowplow date 11/25 and the crew plowed snow throughout the end of November.
Stormdrain catch basins will be pumped in December as part of the City’s efforts to prevent contamination of Payette Lake.
Streets are sanded on a regular basis.
Water crew continues to install new meters, respond to seasonal water service turn off requests, as well as workorder requests from city hall.
Monthly reading of the water meters takes longer during winter months.

Proposed training report for FYI 2001-2002 attached. Training opportunities arise throughout the year that may change this report.
Two snowplow operators hired 11/9/01. Streets Dept. still needs to hire an additional operator. Joe Herrick was hired to assist with street plowing and Lynn Huss, summer employee,
will be designated to assist airport manager with plowing at airport.
