HomeMy Public PortalAbout02-07-13 agendaFEBRUARY 7, 2013 The Agenda Meeting of the Mayor and Council of the Borough of Carteret preceding the Regular Meeting February 21, 2013 was held on February 7, 2013, 6:00 P.M., Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. The following were noted present: Mayor Daniel J. Reiman Councilmember Vincent Bellino " Jorge Diaz Dennis DiMascio Randy Krum Susan Naples Joseph W. Sitarz Also noted present was Municipal Clerk Kathleen M. Barney and Borough Attorney Robert Bergen. The 2013 Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted on the Bulletin Board on January 3, 2013. Notice was published in The Home News Tribune and The Star Ledger on January 8, 2013. The meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. AGENDA MEETING February 7, 2013 PRESENT STATEMENT OF MEETING NOTICE Minute of Prayer/ Pledge of Allegiancc 1 FEBRUARY 7, 2013 MINUTES FOR Upon MMS &C by Councilmembers Sitarz and Bellino and APPROVAL unanimous affirmative vote of the full Council present, the . Minutes of January 24, 2013 were approved and transcribed and engrossed by the Clerk. COMMENDATIONS COMMENDATIONS: Hurricane Sandy Volunteers. Hurricane Mayor Reiman said he was taking the opportunity to thank our Sandy Volunteers Office of Emergency Management and their volunteers for their work with Hurricane Sandy and spoke briefly about the extensive damage that occurred from it. He explained how they are always there to help throughout the year with parades, the charity carnival, with downed power or telephone lines and with our storm water or sewer system. He said they sometimes direct traffic or block off streets and complimented them on being dedicated volunteers that go above and beyond and deserve to be recognized. Mayor Reiman then read the names of the recipients of the commendations into the record : John Wyatt, Municipal Coordinator Bob Smith, Deputy Coordinator Mitchell Smith, Cadet Captain Chris App, Cadet Tre Alexander, Cadet Dakota Smith, Cadet Ben Lacatus, Cadet Alex Makwinski, Cadet Gregory Gadomski, Captain Dave Arsenault, Deputy Coordinator Anthony Alexander, Volunteer Delvin Baez, Volunteer FA FEBRUARY 7, 2013 Hilda R. Burgos, Volunteer Lisa Ciezza, Volunteer Leo Garcia, Volunteer Mendiver Herrera, Volunteer Jane Herron, Vollunteer John Hutchinson, Volunteer Jason Makwinski, Volunteer Joe Orosz, Volunteer Robert Panazzolo, Volunteer Clarence Prince, Volunteer Patrick Prokopiak, Volunteer Sue Prokopiak, Volunteer Wilson Santana, Volunteer Jagjit Singh, Volunteer Nirav Shah, Volunteer Michelina Smith, Shelter Manager Bob Woods, Volunteer Mayor Reiman read the Mayoral Commendation into the record and then presented each of the recipients with one. Mayor Reiman then presented a commendation to Henry Maklune, who garbed in scuba gear went into the pond and fixed the electrical wiring under the surface of the water. Mayor Reiman asked Sergeant Wargocki and Captain McFadden to come to speak about the Neighborhood Crime Watch Program. He noted that statistically 2011 and 2012 were unchanged in reference to crime and statistically the first days of 2013 were unchanged. He then asked Sergeant Wargocki to come forward COMMENDATION Cont: Neighborhood Crime Watch Program c FEBRUARY 7, 2013 Neighborhood Crime Watch Program Cont: noting that he is the coordinator for the Crime Watch Program and he also is a platoon leader and a sergeant within a crew. Sergeant Wargocki spoke about the Neighborhood Watch Program which has been in existence for a number of years. He explained they are trying to get the community involved and said at their presentations they talk about burglary prevention and holiday shopping safety, etc. He said they have been discussing with the Mayor and Council to make the meetings twice a month for a few months and then once a month after that but currently they are quarterly and said they have registered members. He said the first meeting will be on February 27` 6:30 in the evening at the Community Center and the Mayor and Council will be sending out post cards for the meetings with the topic that will be discussed. He spoke briefly about the program. Mayor Reiman explained over the last few years the Neighborhood Watch Program has become more of a social setting where members of the community will go and talk but he would really like it to be more active and have the Police Department be more pro- active. He said we will have approximately twenty (20) meetings and explained that some of the residents have recommended door knockers if there is a burglary or crime in the neighborhood and he thought it was a good idea. He said we have approved about 3500 more hours this year for crime prevention for the Police Department, of which besides more patrols, will include mitigation inspection where a police officer can come to their home to inspect their property and make recommendations. He spoke briefly on this and said they will be video taping the Neighborhood Crime Watch Meetings and will provide them on TV 36 and invite all residents of the community to participate. 0 FEBRUARY 7, 2013 Upon MMS &C by Councilmembers Sitarz and Bellino and unanimous affirmative vote of the full Council present, the public portion on Resolutions /Agenda Items and New Business was opened to the public. There were no comments from the public. Upon MMS &C by Councilmembers Sitarz and Bellino and unanimous affirmative vote of the full Council present, the public portion was closed. Mayor Reiman read the Resolutions into the record: 1. Directing the Issuance of Various Raffle Licenses. 2. Professional Services — CME Associates, Re: 2013 General Sewer Services. 3. Opposing A -1196, Changes to Worker's Compensation for Public Safety Workers. 4. Support of A- 3128/S -2094, Spill Compensation and Control Act. 5. Accepting and Approving RFQ's for Municipal Court Judge. 6. Property Tax Cancellation and Refund. 7. Appointing Public Agency Compliance Officer. 8. Professional Services -TM Associates, Re: Updated Hydrographic Survey Dredging Plan. 9. Directing the Issuance of a Taxicab Driver's License — John R. Cook, Safeway Taxi and Limo. 10. Approving the 2013 Budget of the Carteret Business Partnership, Inc. —SID i & SID 11. 11. Award of Bid for Waterfront Park Maintenance. Public Portion on Resolutions /Agenda Items and Nero Business Public Portion Closed RESOLUTIONS 5 FEBRUARY 7, 2013 Mayor Reiman Mayor Reiman, explained, in reference to resolution #8, Re: Resolution "Professional Services -T &M Associates, Re: Updated Hydrographic # Survey & Dredging Plan" on the Order of Business, this would allow added capacity and volume in the creek and hopefully would be enough volume to handle any type of additional surge that would be coming from the channel. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Krum, Naples and Sitarz voted in the ADOPTED Affirmative. In reference to Resolution #5, "Accepting and Approving RFQ's for Councilmember Municipal Court Judge ", Councilmember DiMascio asked if Judge DiMascio, Re: Comba was retiring. Resolution #5 Mayor Reiman said he was not retiring and said he was not Mayor Reiman appointing a judge, this is just a request for qualifications we had issued and there are three (3) resumes and he will make a recommendation to the Council Please note that Resolution #1 on the Consent Agenda "Directing Clerk's Note the Issuance of Various Raffle Licenses" was omitted from the Consent Agenda 7 FEBRUARY 7, 2013 PAYMENT OF Upon MMS &C by Councilmembers Diaz and Sitarz all bills BILLS appearing on the prepared list, properly audited and signed, were ordered to be paid..Upon individual roll call vote Councilmembers Bellino, Diaz, DiMascio, Krum, Naples and Sitarz voted in the Affirmative. REPORTS REPORTS: Clerk's Office Clerk's Office — January 2013. Upon MMS &C by Councilmembers Diaz and Naples and unanimous affirmative vote of the full Council present, all Reports were ordered to be received and placed on file. BUSINESS BUSINESS TO BE ADDED: '10 BE ADDED Councilmember DiMascio said they are watching the upcoming Councilmember snow storm and reported it was up to six (6) inches and the plows DiMascio and salt trucks are ready to go. Mayor Reiman Mayor Reiman said moments before the meeting the National Weather Service updated it from eight (8) to twelve (12) inches. Councilmember Councilmember DiMascio said in Paterson they have a brime that DiMascio they put down. Mayor Reiman Mayor Reiman explained that they have looked into it and more then that they have to have the ability to store it. He said we have also looked into what is called snow melters that are used in the A FEBRUARY 7, 2013 air ports but the problem with that is it would take too long to get done with this. Councilmember Krum said he has been involved with the Community Block Grants for so many years and he saw that the Governor received a lot of money to be used for Block Grants. Mayor Reiman told Councilmember Krum he knew he had a meeting coming up soon and we just received notification out of the forty (40) billion that is coming to New Jersey 1.8 billion has been allocated for Community Development Block Grants so we are waiting for the application packet and to see whether it is discretionary or programmatic and he explained that programmatic would mean we would get it based upon pro capita, so Middlesex County typically gets X amount of dollars and each town gets $5.00 for every resident. He explained discretionary would allow for an application to be filed and it is based upon the actual program or project that the town is applying for. Councilmember Naples said she had nothing at this time in reference to Buildings and Grounds but she wants to wish everyone well throughout the storm and said to make sure they had all their personal supplies and she again personally thanked all our volunteers. Council President Sitarz reported we are in the process of buying new police cars. He then asked when Gio's up the hill, would be coming before the Council on his license. Mayor Reiman explained the bar has been sold and Gios, without naming names, the business operation has pending criminal charges. He said the Mayor and Council sit as the ABC Board, so we have in some instances jurisdiction over a business's liquor license but before we can have a hearing on the liquor license he has to resolve his criminal complaint, of which under our BUSINESS TO BE ADDED Cont: Councilmember Krum Mayor Reiman Councilmember Naple: Council President Sitarz Mayor Reiman E FEBRUARY 7, 2013 BUSINESS TO constitution, is innocent until proven guilty, so once they go BE ADDED Cont: through New Brunswick Superior Court we will be able to have Mayor Reiman our charges on the ABC License, but, he said the building is under contract and there is a zoning application coming out in about a month which should call for the current operation to shut down. Councilmember Councilmember DiMascio said the business is still running. DiMascio Mayor Reiman Mayor Reiman asked Captain McFadden, who was present in the audience, if he had seen any operation there. Capt. McFadden Captain McFadden said he saw none. Mayor Reiman Mayor Reiman said he was not shut down by any court order so he has the ability to open up but he has issues and we have had some drug concerns there. Councilmember Councilmember Diaz said he wanted to personally thank the Diaz Office of Emergency Management with the work they did with Hurricane Sandy and to the residents that volunteered at the shelter and for those who came out and helped and contributed. Councilmember Councilmember Bellino also extended his thanks to the OEM and Bellino said although he is an absentee member he saw what they do and explained on the Council side we have other things that we do. He said this shows real community and told them they did an outstanding job. Mayor Reiman Mayor Reiman said last year at his annual Mayor's Ball, where money is raised for charity, we had the opportunity to honor and recognize OEM and said they could be recognized every year. He again thanked them on behalf of all the residents of our community and he wished them luck and continued prosperity and support. 10 FEBRUARY 7, 2013 After no further discussion, upon MMS &C by Councilmembers ADJOURNED Diaz and Bellino and unanimous affirmative vote of the full Council present, this meeting was Adjourned at approximately 6:35 P.M.
