HomeMy Public PortalAbout120_031_Thomas & Hiutton City of Tybee Island Historic Bicycle / Pedestrian Greenway Trail Improvement Project GDOT Transportation Enhancement Project- PI #0010582 Change Order #1 - Additional Marsh Permitting General During the development of the original proposal it was not anticipated that there would be any impacts to the marsh. The only anticipated impacts were to the marsh buffers and as such the permitting of the buffer impacts were included in our original scope and fee. Through the design and permitting process, it has been determined that there will be impacts to the coastal marsh which will require permitting in addition to that which was included in the original scope of services. Below is the anticipated scope required to obtain the necessary permits for the impacts associated with construction of boardwalks over the marsh which are required for the project. Attached is a fee schedule to complete the work described below. All tasks will be billed on a time and expense basis. All additional work, not specifically stated below will be handled as additional services. United States Coast Guard Bridge Project Questionnaire Through development of the project with the City of Tybee it has been determined that the project will require installation of several low boardwalks and one high boardwalk along the trail corridor. Bridges and boardwalks across navigable waters of the U.S. require authorization from the U.S. Coast Guard (USCG). As defined by the Coast Guard for bridge permitting purposes, navigable waters includes "internal water of the United States subject to tidal influence." Since the proposed crossing is located over vegetated marsh with no traditionally navigable watercourse, the project should qualify for advanced approval from the Commandant. The CONSULTANT will prepare a USCG Bridge Project Questionnaire (BPQ) for submittal to the USCG. If the USCG determines that advanced approval is not appropriate and that a bridge permit will be required a separate contract amendment will be drafted to outline the estimated costs for that application. Coastal Marshlands Protection Committee (CMPC), Permit The project contains tidal marshlands that are regulated under the Coastal Marshlands Protection Act; the boardwalks will require a permit from the CMPC for construction. The CONSULTANT will prepare a CMPC permit application, including permit drawings, for submittal to the Georgia Department of Natural Resources-Coastal Resources Division for processing and will provide ongoing support with the agency to obtain a permit. The attached fee schedule does not include regulatory agency permit fees, which currently vary from $100.00 to $1,000.00 and will be the responsibility of the Owner. Nationwide Permit Application This task includes the preparation of a suitable conceptual site plan and if the USACE determines that the proposed activities require a Nationwide Permit, the CONSULTANT will prepare a Nationwide Permit application for submittal to USACE. The application package will include a completed Nationwide Pre-Construction Notification, brief project description, compensatory mitigation plan, and conceptual site plan and 8.5" by 1 1" permit drawings. The attached fee schedule does not include any compensatory mitigation costs, which are the responsibility of the Owner, Review Meetings Additional meeting time has been included with this change order to facilitate attending the Infrastructure Committee Meetings. The fee included with this change order accounts for attendance at three, two hour meetings. Attendance at the meetings will coincide with significant milestones in the permitting process. Attendance at additional meetings will be handled as additional services.
