HomeMy Public PortalAboutSeptember 2004 ReportCITY OF McCALL MONTHLY CONSOLIDATED DEPARTMENT REPORT MONTH: Oct, 2004 AS of DATE: Oct 7, 2004 City Manager Top Ten  STATUS ITEM COMMENTS  1 J-Ditch Testing remains on one inlet pipe, once litigation is resolved we will make a determination on how to proceed on all aspects of the project in terms of completion.  2 Budget Staff is working on FY 05 budget submission, budget calendar is set. Need to schedule presentation by City Manager to Council on current year’s budget.  3 J-Ditch Litigation Jury returned verdict, meeting with trial counsel set for May 11th.  4 Sewer Rate Study Sewer Rate Study delayed until outcome of J-Ditch litigation.  5 Police Department We need to conduct a Council/Manager/Police Chief workshop to develop a unified understanding of what success is for this priority.  6 Financial Issues Need to conduct review of current year’s budget to determine available funds for golf course and other possible uses.  7 Committees Council assignments completed. Need to revise and standardize charters.  8 Community Involvement Nothing new to report  9 Golf Course Golf action team continues to meet, course open. Airport  3 9/29/04 Airport Improvement Program #10 Armstrong Consultants has submitted a drawing for the taxiways and hangars. The Airport Advisory Committee will review the plan on Oct 7th. Airport  4 10/1/04 Airport Improvement Program #9 The electrical contractor has returned to exchange circuits for the access gates. Once the circuits have been replaced, the state inspector will sign off on the project then Idaho Power can connect the last gate and the project will be completed. Airport  5 10/4/04 Hazardous Fuel Reduction Grant The bidding process has concluded and I am in the process of reviewing the Bids. I anticipate seeking City Council approval to award the Bid to a contractor.  Airport  6 7/12/04 Part Time Maintenance Employee The Airport Manager hired a part time airfield and building maintenance employee. The employee will primarily be responsible for maintaining the airfield (ie. snow removal) and building/grounds. Airport  7 10/1/04 Hangar Development I have been talking to several developers that would be interested in building hangars and installing utilities. City Manager  12 New Item Volunteer Coordinator I am evaluating the feasibility of a volunteer coordinator that could assist in soliciting and coordinating volunteers for everything from hanging banners to coaching. City Manager  15 No change Out of City Limits Water Rates Members of the community addressed Council regarding concerns about the water rate change. The presentation on annexation may impact on this situation. Future public hearings on water or sewer changes will be printed on the monthly statements to encourage more participation during the decision phase of rate changes. City Manager  17 May 2004 Organization Chart Developing an organization chart to show number of permanent, part time, and seasonal employees by department to include vacancy information City Manager  18 April 2004 Snowmobile Ordinance I drafted and sent the letter requested by the snowmobile association to the Forest Service, Lindley signed and sent it. We will coordinate a meeting with the snowmobilers at the staff level and attempt to resolve issues related to proposed or requested ordinance changes. City Manager  19 May 2004 Sewer District agreement revision The PLRWSD has prepared a proposed revision to the agreement between the City and the District. I will review and discuss at the next Joint Powers Board meeting prior to bringing to Council for action. City Manager  20 April 2004 1-1 Land Application Permit We submitted our comments in late April to the draft 1-1 permit DEQ prepared, we are waiting on their response. City Manager  21 May 2004 Storage needs We will conduct an auction on June 19, 2004 to dispose of excess/surplus items. Following the auction we will finalize specific storage needs and address at that time. Options include the firing range and fire station building. City Manager  22 May 2004 Skateboard Park Agreement The School District will review the draft lease between the City and the District on the skateboard park. I will review the draft prior to that meeting and provide my views to the attorney for the Skateboard Park Association. Once the School District approves the draft, it will come to City Council for approval. Engineering  61 Updated – May 2004 Library On-Line Catalog Project We now have 18,778 records in Spectrum, ready for the final local cataloging, and 11,989 records fully cataloged in the Patron Access Catalog. Library  62 Updated – May 2004 On-line catalog We are finding that more and more people are using the Patron Access Catalog, and are impressed with how easy it is to find a book. We are teaching more people to use it daily. Library  63 New – May 2004 Dia de los ninos On April 30, the library, the elementary school, Chapala’s Restaurant, and Ridley’s co-sponsored Idaho’s newest holiday, Dia de los ninos – The Day of the Child, a holiday from Mexico. The event began at the elementary school, where 96 school children and 16 volunteer parents formed a parade behind a banner and a mariachi band in a trailer. Escorted by the police, the parade wound through the streets of McCall and ended at the library, where 23 preschoolers and their mothers joined the party on the front lawn. There were 3 pinatas full of candy and toys, which were broken in the traditional manner, two book readings, including Elaine Romano, a local author who has written a children’s book/coloring book in English and Spanish, and a craft sponsored by the Parents as Teachers. Each child received a free copy of the book, candy, and a popcycle courtesy of Ridley’s. In all, there were nearly 150 participants in the parade and party. Library  64 Updated – May 2004 Circulation Adult = 1576, Children = 777 and attendance was 2353 during April. This is the seventh month of the fiscal year, and the circulation for the year is 15255 while the attendance is 15517. Library  65 Updated – May 2004 First Book Program This program continues to serve the McCall and Donnelly areas. May is the last month for this program for this year, and we will reapply for next fall. Library  66 Updated – May 2004 Story time Story Time continues to be augmented by day care groups that come once or twice a month, bringing the attendance from the loyal 10 to as many as 30 children to listen to Meg read stories and join in the craft. Library  67 Updated – May 2004 Proctoring tests The library has been offering proctoring services to students from several Universities and correspondence course test taking programs. This month, there have been 6 students who have used this service. Library  68 Updated – May 2004 LiLI magazine database We have been passing out bookmarks with the passwords on them, and have made available a color brochure explaining the databases and giving the passwords. People are slowly learning what a vast and valuable resource the State Library is providing us. Library  69 Updated – May 2004 Community service. Our community service girl has not been coming, and she has been removed by her caseworker. She will be replaced with another, and we have a second girl who wants to do her service here. They will be doing data entry and recording ISBN’s. Library  70 Updated – May 2004 Donations We have received a wonderful donation of $2,000 from the Gladys Sheldon Foundation this month. Gladys was a great supporter of the McCall Public Library, and this unsolicited donation came from the foundation set up at her request. We also received $80 from Chapalla’s for the piñatas and books for the party. Library  71 Updated – May 2004 Weeding/ pulling down records project  A major milestone in the database project had been reached by the finishing of the weeding in the adult sections. All the high, unreachable shelves have now been removed and the entire fiction and non-fiction sections have been evaluated. The non-fiction section is seriously out of date in several sections, and these areas will be updated by using the donations we have received. The final sections to do are in the children’s area. Library  73 Updated – May 2004 Evaluations We are in the process of doing the quarterly management evaluations. Library  74 Updated – May 2004 Staff Becky has taken a 2 week vacation, and Mary Jane will go in May. The other staff members have covered very well when a person in missing. Library  75 New 04/20/04 Shooting at Ponderosa Arms Two victims were treated and the shooter was arrested at the scene. Further arrests are likely as the investigation continues. Police  76 New 04/08/04 Personnel Change Jim deVerteuil’s military unit was activated for duty in Iraq. He will be gone for at least 20 months. Police  77 Ongoing 04/28/04 Applicant Screening We have an experienced and certified applicant who has taken the psychologist’s exam and the polygraph exam. We expect to hire this applicant by mid-May. Another experienced and certified applicant is currently in the background process and we should be making a hiring decision on him in mid to late May. Police  78 Update 04/30/04 Weapons of Mass Destruction (WMD) The full scale exercise will be held on May 19, 2004 and we are anticipating another one in the fall of 2004. Police  79 Update 04/30/04 Safe Schools Interagency Team Planning Program (STP) The STP team is not conducting regular monthly meetings to better coordinate youth issues. Police  80 Ongoing 04/30/04 Training Some of the officers attended Incident Command training. Officer Wright attended the Advanced Crime Prevention Academy. Officer Wright has begun the process of setting up a Neighborhood Watch program. Lt. Moore, Sgt. Summers and Sgt. Rogers attended Domestic Violence training. On April 13, 2004, all officers attended Active Shooter Training. The training addressed a shooter in the schools such as a Columbine type situation. Public Works  84 NO CHANGE 4/30/04 WWTP Working with Bruce Schuld, of DEQ, on a sludge disposal project in coordination with the Stibnite Mine Reclamation Project. Bruce is trying to write an EPA GRANT with the City, IDEQ, and PLRWSD as co-sponsors. Public Works  85 NO CHANGE 4/30/04 J-Ditch Liner contractor repaired the ladder rungs that were torn. Public Works  91 UPDATE 4/30/04 Streets/Public Works The Department completed interviews for Utility Workers and Utility Services Crew Supervisor and both positions have been filled. The crew has started the street painting project, crack sealing streets, built barricades for stock and pumped out sand and grease vaults. Crew continued to check and open stormdrains, patch potholes with cold patch, and work on road edges. Streetsweeper is out sweeping streets daily. Three employees attended Roadway Drainage class. Employees will also attend Flagger Certification.
