FY 03/04 Audit
Eide Bailly (City auditors) were in McCall from 10/12/04 – 10/15/04 and conducted a preliminary audit. They also completed the full audit from 11/08/04 - 11/19/04 and are now finishing
up their review in their office in Boise. They continue to work with Finance staff via email. On the last day of the audit, Lindley and Amanda met with Bobby Lawrence and reviewed
draft reports and the management letter. The preliminary reports looked very good and and there were no unexpected issues on the management letter. Amanda continues to dedicate all
time to final audit work.

Implementation of GASB 34
The City of McCall is required to implement GASB 34 by September 30, 2004. Eide Bailly (City auditors) have been hired to implement GASB 34. They have prepared all of the necessary
entries and reconciliations with the assistance of the Finance staff for GASB 34 compliant financial statements.

Update of City Asset Lists for GASB 34 - COMPLETE
The City of McCall is not required to retroactively report infrastructure for GASB 34. However, we are required to start depreciating governmental fund assets. To accurately report
new assets and all non-infrastructure assets of the City, staff identified and properly recorded all assets. The updated listings were forwarded to the auditors as part of the GASB
34 implementation. The auditors are completing their testing and will then return the reviewed and corrected list to the City of McCall (to date, they have found minor adjustments but
nothing out of the ordinary for a GASB 34 implementation).

Review of Existing City Debt and Lid’s
We have received funds on K, L, & M from Silvertip, LLC for the full payoff amount. A cash flow analysis is was completed by Eide Bailly as part of the audit on LID 3. They have determined
that if bonds are called in August 2005 we will have sufficient cash. However, if bonds are not called we will not be able to make all of the annual bond payments. The FY 04/05 budget
allows for additional bonds to be called on the next interest payment date (08/05). These bonds will be called as recommened by the auditors.

Purchases
Mower fund purchases to date: 2 greens mowers, 1 trim mower, 2 sets of cutting units, and 1 set of verticut units. $3,900 remaining was spent on the Cutter equipment purchases; we have
purchased another fairway mower for $3,500 with funding through the Men’s Golf Association.

The department received notice of grant award in the amount of $5400 from the McCall Memorial Hospital Auxiliary. The department will purchase three Zoll AEDs to complete the equipment
for the Certified First Responder vehicles. This award will bring the department to nine AEDs, one for each member to have in his/her vehicle at all times. A purchase order request
has been initiated.

Fire Assist
All members of the police department were called out to assist the fire department with evacuation at the Aspen Village Condos. Initial responding Officers Wolverton and Fieldstad
were able to capture a great video and still footage which were helpful to arson investigators and also used by local and Boise media.

Arrest
Tracey Smith, Executive Director Chamber of Commerce, was arrested for grand theft and forgery. To date, officers have determined that over $42,000.00 in Chamber funds have apparently
been diverted and misappropriated with the investigation still ongoing. The police department is expanding this investigation to include other agencies from the State and Federal agencies
as well as agencies from other states. Sgt. Summers has been temporarily reassigned to assist Sgt. Rogers on this investigation and patrol officers have also contributed heavily.

Fire at the Aspen Village Condos and Sports Club increased the flows at the plant and since that time we have experienced problems with the V300 valve that controls the raw water to
the plant. Working with the vendors to get it repaired.

End of season and contractors are still trying to get all sewer and water utilities in the ground before winter. Still concerns about capacity at LS#7 & LS#8. PRV vault inspections
lift station maintenance and service, and seal filter replacements on all stations. Inspected sewer taps on new connections. Water service, on/off water requests, installing new meters,
