UPDATE 12/1/04 Continuing Education City Arborist CEU’s needed to complete recertification – 10, to be completed by 12-04 City Arborist   UPDATE 12/1/04 Golf Course Trees Many hazard trees identified and removed, annual tree inspection on-going. City Arborist   COMPLETE 12/1/04 Brown Park Trees High Mountain Nursery replaced ten trees at Brown Park for a total of $2,200, total tree replacement scheduled will be 15 trees installed for $3,000. City Arborist   NEW 12/1/04 Tree Ordinance Tree Committee is currently working on re-wording the Tree ordinance as well as strengthening the penalties for un-authorized tree work or removal. Five accommodators have submitted applications for an occupancy tax permit. We will be working together with the City Attorney in the coming weeks to propose revising the inconsistencies in the code. Engineering.   11/30/04 FY 03/04 Audit Eide Bailly (City auditors) were in McCall from 10/12/04 – 10/15/04 and conducted a preliminary audit. They also completed the full audit from 11/08/04 - 11/19/04 and are now finishing up their review in their office in Boise. They continue to work with Finance staff via email. On the last day of the audit, Lindley and Amanda met with Bobby Lawrence and reviewed draft reports and the management letter. The preliminary reports looked very good and and there were no unexpected issues on the management letter. Amanda continues to dedicate all time to final audit work. Finance   11/30/04 FY 03/04 Audit Eide Bailly (City auditors) were in McCall from 10/12/04 – 10/15/04 and conducted a preliminary audit. They also completed the full audit from 11/08/04 - 11/19/04 and are now finishing up their review in their office in Boise. They continue to work with Finance staff via email. Finance   11/30/04 Implementation of GASB 34 The City of McCall is required to implement GASB 34 by September 30, 2004. Eide Bailly (City auditors) have been hired to implement GASB 34. They have prepared all of the necessary entries and reconciliations with the assistance of the Finance staff for GASB 34 compliant financial statements. Finance   11/30/04 Update of City Asset Lists for GASB 34 - COMPLETE The City of McCall is not required to retroactively report infrastructure for GASB 34. However, we are required to start depreciating governmental fund assets. To accurately report new assets and all non-infrastructure assets of the City, staff identified and properly recorded all assets. The updated listings were forwarded to the auditors as part of the GASB 34 implementation. The auditors are completing their testing and will then return the reviewed and corrected list to the City of McCall (to date, they have found minor adjustments but nothing out of the ordinary for a GASB 34 implementation). Finance   11/30/04 Review of Existing City Debt and Lid’s We have received funds on K, L, & M from Silvertip, LLC for the full payoff amount. A cash flow analysis is was completed by Eide Bailly as part of the audit on LID 3. They have determined that if bonds are called in August 2005 we will have sufficient cash. However, if bonds are not called we will not be able to make all of the annual bond payments. The FY 04/05 budget allows for additional bonds to be called on the next interest payment date (08/05). These bonds will be called as recommened by the auditors. Finance   UPDATE 12/1/04 Professional Development IDGCSA Fall Conference completed. Director will attend GCSAA Conference in February. Golf   UPDATE 12/1/04 Fuel Tanks Fuel tanks pumped out and locked. Tank tightness test and cathodic protection test passed, currently evaluating installation of pumps or above ground tanks depending upon EPA, DEQ requirements. Idaho State Insurance Fund will insure tanks. Golf   COMPLETED 12/1/04 Golf Course Equipment Purchases Mower fund purchases to date: 2 greens mowers, 1 trim mower, 2 sets of cutting units, and 1 set of verticut units. $3,900 remaining was spent on the Cutter equipment purchases; we have purchased another fairway mower for $3,500 with funding through the Men’s Golf Association. Golf   UPDATE 12/1/04 Golf Course Equipment Needs In addition to the mower fund and Cutter Purchases, additional equipment is needed, we budgeted FY 04-05 for rough mowing equipment to complete our immediate needs. We need safety equipment and new shop upgrades. Cost and options for these items are currently under development. Golf   COMPLETED 12/1/04 Golf Course Equipment Golf Management Committee authorized $15,000 from the golf foundation to be used towards purchasing additional equipment. We purchased a fairway mower, two greens mowers, a fairway sprayer and a utility vehicle from Cutter Equipment. Total purchases were $23,000 with the balance to be subsidized by the City of McCall. A cart path section will be asphalted next spring and seal coated when the parking lot is seal coated. Moore taught a Drug Awareness class to the Middle School 8th grade class Police   New 11/30/04 McCall Memorial Hospital Auxiliary Grant The department received notice of grant award in the amount of $5400 from the McCall Memorial Hospital Auxiliary. The department will purchase three Zoll AEDs to complete the equipment for the Certified First Responder vehicles. This award will bring the department to nine AEDs, one for each member to have in his/her vehicle at all times. A purchase order request has been initiated. Police   New 11/30/04 McCall Memorial Hospital Auxiliary Grant The department received notice of grant award in the amount of $5400 from the McCall Memorial Hospital Auxiliary. The department will purchase three Zoll AEDs to complete the equipment for the Certified First Responder vehicles. This award will bring the department to nine AEDs, one for each member to have in his/her vehicle at all times. A purchase order request has been initiated. Police   New 11/30/04 Ed Byrne Grant – Software Purchase The department received approval for the grant adjustment request. At this time, the Chief is reviewing the proposed MOU. It is estimated the installation will begin in late December or early January. Police   New / Completed 11/24/04 Fire Assist All members of the police department were called out to assist the fire department with evacuation at the Aspen Village Condos. Initial responding Officers Wolverton and Fieldstad were able to capture a great video and still footage which were helpful to arson investigators and also used by local and Boise media. Police   New 11/30/04 Arrest Tracey Smith, Executive Director Chamber of Commerce, was arrested for grand theft and forgery. To date, officers have determined that over $42,000.00 in Chamber funds have apparently been diverted and misappropriated with the investigation still ongoing. The police department is expanding this investigation to include other agencies from the State and Federal agencies as well as agencies from other states. Sgt. Summers has been temporarily reassigned to assist Sgt. Rogers on this investigation and patrol officers have also contributed heavily. DAVE SIMMONDS HAS BEEN VERY HELPFUL TO THIS INVESTIGATION, ASSISTING WITH COMPUTER ANALYSIS, GUIDANCE AND ADVICE Police   New / Complete 11/30/04 Post Certificates Sgt. He has one final segment to attend in December. Lt. Moore and Sgt. Rogers attended “Active Shooter Training.” Chief Appa, Lt. Moore and Nancy Lockhart attended Police Budget Training. This training was designed for the non-accountant who needs to understand budgeting. Lt. Moore and Nancy Lockhart attended the Idaho Cities Legislative Academy. The training addressed personnel work hours, job positions and compensation. Sgt. Working with the vendors to get it repaired. Advertised an RFP for engineering & construction management for the water storage tank. RFP’s were due 5:30 p.m. on 11/20/04. IN the process of selecting the firm at this time. Public Works   NO CHANGE 11/30/04 WWTP Working with Bruce Schuld, of DEQ, on a sludge disposal project in coordination with the Stibnite Mine Reclamation Project. Bruce is trying to write an EPA GRANT with the City, IDEQ, and PLRWSD as co-sponsors. Public Works   UPDATE 11/30/04 J-Ditch JUB and the City are working to try to get our hands around how much storage we have and how many acres we have to apply effluent. Public Works   UPDATE 11/30/04 Pine-Wooley The road is open. No funds for paving the road as of yet. Public Works   NO CHANGE 11/30/04 WWT Lagoons Sludge Management Plan Holladay Engineering is working on the City’s revised Sludge Management Plan Alternative Study. Working with Joint Powers Board to come up with a capital improvement plan for WWTP. Public Works   NO CHANGE 11/30/04 Rio Vista Sewer Step System The Council directed Holladay Engineering to design the Rio Vista Sewer Step System. The plans and specs were rejected by DEQ. Public Works   UPDATE 11/30/04 Streets/Public Works There was no Transportation Meeting scheduled in November. The Department hired Don Price, a full-time Utility Services Worker to replace an employee that moved over to Water & Sewer Department. Pot hole patching, cut brush from road edges, and repaired/replaced street signs. Preparing for snowplow season. 7-day per week coverage for sanding. Still concerns about capacity at LS#7 & LS#8. PRV vault inspections lift station maintenance and service, and seal filter replacements on all stations. Inspected sewer taps on new connections. Water service, on/off water requests, installing new meters, service to new homes, check for leaks and other requests from utility billing clerk. Responded to Dig Line requests to locate manholes and water services for contractors for new construction. Monthly meter read utilizing the new VXU unit that has GPS mapping capabilities and geo-coding meter properties, and did meter repairs.
