APPLICATION
2014 Cali for Projects
The Coastal Region Metropolitan Planning Organization(CORE MPO)is conducting a competitive
project selection process in order to award Transportation Alternatives Program funds,provided through
the act entitled Moving Ahead for Progress in the 215`Century(also known as MAP-21).
• Maximum Award=$814,396(federal portion,not maximum project cost)
• At least 20% of the eligible costs of the proposed project must be locally funded.
(Previously incurred costs cannot be counted as part of the 20%matching the newly awarded
federal funds.)
The 2014 Call for Projects combines the MPO's FY 2013 and FY 2014 TAP allocations,to allow$814,396
of federal funding to be awarded in this round.The MPO may award one proposal or several.Therefore an
applicant may request up to$814,396 for the federally funded portion of their proposal.The federal funding
request in this application can represent no more than 80%of the total cost of the applicant's proposal.
(Thus,for example,an applicant requesting all of the MPO's TAP funds in this round,and providing no
more than the required 20%local match,would be submitting a proposal totaling$1,017,995.)
• The MPO is not specifying a minimum request amount.
Regarding administrative efficiencies,however,applicants should keep in mind that the this federal
funding involves adherence to several federal requirements,as applicable, such as the National
Environmental Policy Act(NEPA),prevailing wage rates(Davis-Bacon),Buy America,competitive
bidding,and other contracting requirements,regardless of whether the projects are located within the
right-of-way of a Federal-aid highway. For links to the MAP-2 I legislation as well as guidance and

• Projects funded through this selection process must be located within the CORE MPO's
Metropolitan Planning Area(MPA) boundary.
Transportation Alternatives funding is not subject to the prohibition against use on local roads or rural
minor collectors,as generally applies to Surface Transportation Program funds.
• Projects,if awarded funds,should be ready to begin the funded work within the first two
fiscal years of the MPO's upcoming TIP(July 1,2014—June 30,2016).
CORE MPO will consider awarding TAP funds only to projects that can be programmed within the
GDOT/MPO fiscal years of 2015 or 2016 upcoming FY 201 5-2018 Transportation Improvement Program
(TIP). Once the project's federal funding is authorized in a certain federal fiscal year,the funds must be
obligated within three years from the end of that federal fiscal year.

Proposal Description Summary
Phase II of the Historic Bicycle/Pedestrian Greenway Trail (Marsh Hen Trail) located
along the former March Hen railroad bed. The second phase will be a .5 mile long, 8 ft.
wide aggregate surface made from granite fines and low timber boardwalks without
railings.

In 500 words or less,please describe what public benefits and efficiencies would be provided to our
area by your proposed project.(For example,to what extent does it: connect with an existing network
or system?Address a high demand or serious need?Address a documented safety issue? Have a
synergistic relationship with other completed or funded projects?Add to the livability of the community
in some other way?)
Phase II would connect Phase I of a trail that will allow bicyclists & pedestrians to
travel safely north of Hwy 80 (SR26) as the trail is proposed to be located
approximately 100 feet north of the highway right-of-way. In addition, this section of the
trail as Phase II and would be the middle phase of a trail system that will eventually
connect to the Chatham County McQueens Historic Trail near Ft. Pulaski National
Monument & continue to Savannah.
The proposed smoother surface provided by granite fines over the aggregate base
course of the proposed trail will ease accessibility for the public to enjoy scenic
panoramic views of the natural landscape unique to Tybee Island and Coastal
Georgia.
There are future plans for this trail system to establish educational viewing stations
with trails branching off the main trail. The signs will feature interpretive signage
describing the environment including migratory and native wildlife, natural habitats &
tidal influenced marshlands.
The city plans to collaborate with the National Park Service & Tybee Island Historical
Society to identify & interpret locations along the trail where, for the first time in U.S.
military history, rifled cannons were located & used during the 1863 bombardment of
Fort Pulaski. These batteries played a vital role in rendering substandard forts, where
were constructed to the same design standards as Fort Pulaski, obsolete due to their
apparent vulnerability with the emerging weapon technology of the time. This trail will
contain significant and unparalleled historic views that can only be seen along the
former March Hen railroad bed.
