RESOLUTION NO. 83 -25
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD, CALIFORNIA, URGING THE LEGISLATURE OF
THE STATE OF CALIFORNIA NOT TO MAKE ANY CHANGES
IN THE PRESENT FORMULA FOR STATE SUBVENTIONS TO
CITIES.
WHEREAS, the City of Lynwood, and other cities in the State of
California, have experienced a reduction in property tax revenues as a
result of the passage of Proposition 13; and
WHEREAS, the City Council of the City of Lynwood, and other
City Councils throughout the State of California, have had to reassess
their expenditure priorities and, in many cases, curtail important
programs because of the passage of Proposition 13; and
WHEREAS, many local jurisdictions have additionally faced
expenditure reductions because of the loss of sales tax revenues due
to the current recession; and
WHEREAS, the California State Legislature has, in recent years,
repealed traditional subventions to the City of Lynwood and other
cities in the State and is currently debating further reductions in
subventions that would severely impact a number of cities, including
the City of Lynwood; and
WHEREAS, the Lynwood City Council believes that the Legislature
of the State of California should balance its own budget by reducing_ _
expenditures for State programs and not by continually cutting historical
subventions to the State's cities which have traditionally been the most
fiscally responsible government agencies:
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood urges the
State Legislature not to make any change in the present formula for
State subventions to cities.
Section 2. The City Council of the City of Lynwood urges the
State Legislature not to enact any provisions in new legislation that
would impose a "reverse bail -out" on many California cities.
Section 3. The City Clerk of the City of Lynwood shall forward
a Certified copy of this Resolution to the League of California Cities,
the Governor of the State of California, the State Finance Committee,
and the Assembly Ways and Means Committee.
