HomeMy Public PortalAbout83-034 (04-05-83)RESOLUTION NO. 83 -34 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD CONCERNING THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM FOR YEAR IX (1983 -84). WHEREAS, the City entered into an Agreement with the County of Los Angeles on November 10, 1981 regarding cooperation in undertaking activities authorized by the Housing and Community De- velopment Act.of 1974, as amended; and WHEREAS, the City has complied with citizen participation process requirements, and now must prepare, approve, and submit re- quired documentation so that the County may compile its annual appli- cation for CDBG funds. NOW, THEREFORE, THE City Council of the City of Lynwood does hereby find, determine, order and resolve as follows: Section 1 . That all documentation required of the City by the County and by the Department of Housing and Urban Development for the preparation of an annual application for $769,915 of CDBG funding be prepared; Section 2 . That the draft statement of Community Develop- ment Objectives, attached hereto as Exhibit A, is approved and adopted as the City's final Statement; Section 3 . That the Mayor, City Manager, and Community Development Director be authorized to execute any requirement docu- mentation for the Year IX application and any CDBG projects' Imple- mentation. Community Conservation (X ) Goal Enable people to live in a safe, decent and sanitary environnent. Objectives (X ) 1. provide financing for housing rehabilitation programs. ( X) 2, Provide free minor interior and exterior house repairs, including energy conservation activities, for low- and moderate- income households. ( ) 3. Increase the availability of rebates and affordable rehabilitation loans in declining neighborhoods from public and private organizations. ( ) 4. Provide for the purchase, rehabilitation and sale or rent of single - family or multi - family units to low- and moderate - income households, including the acquisition of new sites for move -on units which are rehabitable. Housing Production ( X) Goal Improve the housing opportunities for persons of low- and moderate - income. Objectives ( ) 1. Acquire land and develop sites for the construction of modular or manufactured housing units for low- and moderate - income families. ( ) 2. Acquire land and develop sites for the construction of new housing for low- and moderate- income families. (X ) 3. Provide financing for housing production activities (i.e., off -site improvements) to assist private developers in building low cost housing units. ( ) 4. other (Describe). C. Neighborhood Development (X ) Goals Provide for the orderly growth and develop- ment of a specific area. objectives (X ) 1. Develop and implement redevelopment plans for selected areas. (X ) 2. Implement various activities such as: - Infrastructure development and improvement. - Development /expansion of industrial land use. - Development of commercial properties. - Acquisition of properties. - Clearance, demolition and relocation. - street and alley widening and reconstruction. - Rehabilitation of substandard properties. ( ) 3. Other (Describe). -2- D. Community Business Revitalization X) Goal Improve and expand essential community business activities and reduce unemployment. Objectives ( X) 1. Utilize existing legal and financial service mechanisms associated with the revitalization of economic development. ( X) 2. Create new jobs within Commercial Industrial Revitalization Areas with at least 518 of these new jobs guaranteed to low- and moderate - income residents, while also keeping in mind provisions for upgrading skill levels and expanding economic opportunities to these groups. (X ) 3. Assist local qualifying businesses to obtain loan guarantees or interest subsidies, etc., for the purposes of land acquisition, interior/ exterior rehabilitation, working capital, and technical and management assistance. (X ) 4. Encourage the development of conveniently located retail commercial activities which will provide goods and services essential to the needs of the local residents. ( ) 5. provide the public improvements deemed necessary for the delivery of essential services, especially where such public goods and services are absent, inadequate or lacking. (X ) 6. Provide and coordinate the provision of technical and /or financial assistance to small and minority businesses and /or potential community entrepreneurs. ( ) 7. Other (Describe). E. Public Works (X ) noal: Construct /reconstruct public buildings and infrastructure. -3- r Objectives ( X) 1. Acquire, construct, reconstruct, or install public works, facilities, and site or other improvements -- including neighborhood facilities, centers for the handicapped, senior centers, historic properties, utilities, streets, street lights, water and sewer facilities, foundations and platforms for air rights sites, pedestrian malls and walkways, parks, playgrounds, recreational facilities, parking facilities, solid waste disposal facilities, recycling or conversion facilities, and fire protection services and facilities. ( X) 2. Provide adequate ramps and other fixtures to remove material and architectural barriers which restrict the mobility and accessibility of elderly and handicapped persons. ( ) 3. Other (Describe). F. Public Services ( X) Coal Improve public services and facilities. Objectives: ( X) 1. Provide public services, including but not limited to those concerned with employment, crime prevention, child care, health, drug abuse, education, energy conservation, welfare or recreational needs. ( X) 2. Implement graffiti removal programs. (X ) 3. Other (Describe). Provide fair housing counseling and guidance, transportation, legal and referral services. C. Planning and Administration (X ) Goal Develop the planning capacity to implement the objectives listed for program categories A through F. -4- ` i Objectives: (X ) 1. Develop an application for CDBG funds in consort with an approved Housing Assistance Plan. (X ) 2. Develop a policy planning management capacity to include: a. Community Development objectives. b. Programs and activities to meet the objectives. c. Progress evaluations of such programs. d. Management coordination, and monitoring of program activities. e. Carrying out a fair housing program. (X ) 3. Provide reasonable administrative costs and carrying charges related to planning and execution of community development and housing activities. (X ) 4. Provide information and resources to residents of areas in which community development and housing activities are to be implemented. (X ) 5. Implement a procedure to effectively manage program income. (X ) 6. Maintain an appropriate financial management system in accordance with federal, county and local requirements. 7. other (Describe). R. Contingency Set aside entitlement funds to augment existing programs or implement new programs. PROJECTED ACTIVITIES Consistent with the above objectives and the U.S. Department of Housing and Urban Development Regulations governing the Block Grant Program, the activities which may be implemented include, but are not limited to, the following: Economic Development Projects (continuation of prior years' projects). Residential and Commercial Rehabilitation Projects (continuation of prior years' projects). Code Enforcement Program (continuation of prior years' projects).
