Comments
Began rewriting emergency plan and will continue
working developing a plan.
Process of connecting the main electrical feed,
phone lines and finish painting.
A waiting a more dtailed description of the triangle
from the Airport's engineer, Armstrong
Consultants, which considers future taxiway, snow
storage and lot sizes.
The access gates have been installed and will not
be operational until Spring. The contracts will
return in the Spring to install the key pads and
connect electricity to the access gates, key pads
and light posts.
City Manager made his recommendations and plan
to present to Airport Advisory Committee for their
review in March
The AAC has reviewed the plan and it will be used
this snow season. The plan will be reviewed in the
Fall of 2004.
Draft is almost completed.
Developing a written document describing policies
and procedures for daily Airport Operations &
Maintenance.
Under the new pay for performance system, all
evaluations will occur in January. We did not
complete the training until late January and so are
working on them this month. I will work with
Council on my evaluation and performance
planning. I would recommend that Ralph and
Marilyn be asked to complete an evaluation on me
as well given the fact that my last evaluation was in
May and the new members of the Council have
limited time on the Council.
I met with the Cards and they have submitted a
proposal. The other party's attorney is attempting
to locate them..

Comments
Members of the community addressed Council
regarding concerns about the water rate change.
The presentation on annexation may impact on this
situation. Future public hearings on water or sewer
changes will be printed on the monthly statements
to encourage more participation during the decision
phase of rate changes. No additional action is
currently planned other than monitoring.
We have finalized the program and completed the
training for the majority of the staff. We are
currentlyworking on the annual appraisals and
performance planning using the new system.
Brenda is on board and in training.
I have worked out language with the City Attorney
for clarifying the existing verbage regarding access
points and adding a provision to allow for transit on
a direct route towards an access point for those who
cannot get to one without leaving the City limits
that is in line with the intent of the ordinance. I met
with the snowmobile club president on January 8th
I will provide a copy of the proposed language
changes to the club for review.
Obtained book from ICMA on conducting Citizen
Surveys to assist in formulation of concept.
Solicited input from department heads on potential
questions.
The PLRWSD formally objected to the Joint
Powers Board approval of the budget. I am
reviewing the agreements to determine the
ramifications of this action by the District. Initial
review indicates there is not a provision for either
the District Board or the Council to over rule an
action by the Joint Powers Board that is within the
JPB's scope. We will discuss this at the next JPB
meeting, following that meeting I will determine
what the next step is for the City to take.
DEQ is working on some internal comments, they
are still saying it should be done any day.

Finance staff is working with the City Manager and Finance
Caselle on a new monthly financial statement. A
worksession will then be held with Department
Heads and City Council to further develop a report
that will be usable and understandable while
incorporating the needs of all parties.
The change in trial date for the Wausau case may Finance
allow more attention to this issue in the fall. At this
time, we are waiting for draft language from the
City Attorney before proceeding with the mailing.
Other LID and Debt review is occurring as issues
arise. Mailing to registered bond holders should
occur ASAP.
The City of McCall is required to implement GASB Finance
34 by September 30, 2004. Development of an
implementation plan should occur ASAP.
We now have 14,895 records in Spectrum, ready Library
for the final local cataloging, and 10,593 records
fully cataloged in the Patron Access Catalog.
We are finding that more and more people are Library
using the Patron Access Catalog, and are
impressed with how easy it is to find a book. We
will give instructions on its use to the Alternative
Center students this month.
Furnace continues to be very good with some Library
glitches. The heat is consistant and the smell of
fuel oil is gone. No more head aches, and we think
it will keep the place cleaner, also. The propane
folks did not check and refill the tank and we ran
out of fuel on Feb. 4, causing us to close at about
11:30. The tank was refilled on Feb. 5 A.M. and
the refill put on a 30 day cycle.
Adult = 1700 Children = 445 and attendance was Library
2502 during December. This is the fourth month of
the fiscal year, and the circulation for the year is
8395 while the attendance is 8839.
The Head Start and Parents as Teachers groups Library
from Donnelly have combined to form one larger

group. Meg is doing presentations monthly for this
group as well as the Parents as Teachers in McCall.
This co-operation with Donnelly fits into our
districting strategy.
68 Updated — Story time Meg continues to do an excellent job planning story Library
Feb. 2004 time readings and crafts. We have had an
attendance of 58 children at our story times this
month, and we are planning a Valentine's Day
party and a puppet show presentation by Pat Zenzic
for February.
69 Updated — Proctoring The library has been offering proctoring services to Library
Feb. 2004 tests students from several Universities and
correspondence course test taking programs. This
month, there have been 3 students who has used
this service.
70 Updated — LiLI magazine We are still planning to advertise the wonderful Library
Feb. 2004 database uses for this database, but have been held up by
technical problems. This will happen in the new
year. This corresponds with a campaign from the
State Library which is on TV and in the paper.
71 Updated — Community The one community service student that has been Library
Feb. 2004 service. assigned to us has been a very good worker. She
has 100 hours to do, and works about 3 hours a day
after school. She is quite sharp, and is working on
getting materials into the database.
72 Updated — Donations We have had 27 books donated for the collection, Library
Feb. 2004 and one book purchased from the Wish Tree.
73 Updated — Weeding/ The adult non-fiction is well into the 800's, and Library
Feb. 2004 pulling down the volunteers have finished the adult fiction
records project section. Nearly 1/2 of the entire building has been
done to date, but we still have a lot of computer
input to do. We have now completed over 10,000
book entries.
74 Updated — Bi-lingual story Meg continues to have good success with her bi- Library
Feb. 2004 hour lingual story time once a month. We had 12 people
of all ages here this month. Meg has posted the
dates for Jan., Feb., and March.

Still not pushing for volunteers. Gay, Al, and Pat Library
continue to work. We will have a final push after I
get the weeding done.
The next meeting is in Donnelly on Feb. 17, and we Library
will have a training session from the University of
Idaho on how to conduct the phone survey. This
survey is designed to help us decide the basic
questions about districting (size of district, etc.)
Part of the grant Cascade received from the state Library
for advocacy will be used for a story time in
Donnelly once a month. This is presently being
done in connection with the Head Start and Parents
as Teachers groups.
We now have a sizable number of donations, Library
totaling about $2500, to begin an upgrade of the
adult non-fiction section. A few books have
already been purchased, but look for more
improvements in both adult and childrens
collections this winter.
Meeting with Aspen Sports Club to finalize
Swimming Classes for March.
3rd Semester of the After School Program begins
March 1st
Will begin Basketball Clinic on March 13, March
20 and March 27 with the head Basketball Coach
and Players from the high school teaching the class.
Night Owl Productions will be sponsoring the kids
Agenda Bill has been turned in. Waiting for
Council Meeting approval and Agreement between
the City and lowest most responsible estimate.
Trails have been established at the Golf Course.
We have set up two donation boxes and matain the
trails twice a week

Bob Herold resigned from the police auxiliary,
remaining members to continue moving the
program forward.
Applicant testing was conducted and background
checks have begun on two finalists.
Department members will be trained on how to use
the Juvenile Justice Online System will be
presented on February 25, 2004 by a Juvenile
Justice representative at the Valley County Annex.
Submitted report to Council detailing Forester's
Club liquor license denial for 2004 for Council
action

Instructor Development training. This training
was hosted by the department.

Attached are the monthly summary and the line Police
graphs which show a three year comparison by
month for misdemeanor and felony crimes, and
calls for service.
Attached are letters received by the department Police

WTP is complete and the 11-month warranty
inspection was held on 1/9/04 with Brad Bjerke, of
Donohue & Assoc. CNI has been at the WTP
sealing water leaks at the cushion chamber and
making repairing other minor punchlist items.

Final walkthrough on 11/26/03.
Final punch list on 11/26/03.
The east section of the project the road base has
been built and on the west side we discovered that
we had to relocate 250-ft of the 16-inch raw water
line. Project is on hold until then.
Holladay Engineering has contacted Bruce Schuld,
of DEQ, to do a Sludge Disposal and Stibnite
Reclamation project. This would mean the City
could dispose of our sludge at the Stibnite Mine.
Holladay Engineering is working on the City's
revised Sludge Management Plan Alternative
Study. Working with Joint Powers Board to come
up with a capital improvement plan for WWTP.
Next Joint Powers Board meeting scheduled
12/4/03.
Project completed July 3. Still waiting for as -built
drawings from Secesh Engineering.
Still trying to hire snowplow operators but not
receiving many qualified applicants; hired one as of
12/22. Heavy storms during the holiday season.
Crew plowed snow approximately 20 days, cleared
hydrants, and sanded streets. Crew continued to
check stormdrains and clean intersections. Patched
potholes with cold patch, frequently reset traffic
lights on the highway after power outages,
equipment maintenance. Assisted with snow
removal at airport. City Mechanic and Bill
conducted equipment training for airport manager
and his snowplow operator. There was no TAC
meeting in January. Bill attended the Open House
for Boydstun St. Project on 1 / 14/04 and attended
the Constructibility Review with ITD on 1/26/04
for the East-West Loop project. The Department is
advertising for a Utility Service Crew Supervisor.
Roger Bates is retiring at the end of February.

102 UPDATE Water/Sewer Sewer Dept. had a main line blockage on Brundage Water/Sewer
1/30/04 Dr. that resulted in the flooding of basements in
three homes. Rocky Mt. CTR conducted clean up
at the homes and the insurance company has been
notified. Crew conducted locates for Dig Line,
approximately 15 throughout town.
103 UPDATE Water/Sewer Approximately 10 seasonal water turnoffs, installed Water/Sewer
1/30/04 new meters and began service to new homes,
completed workorders requested by utility billing
clerk. Numerous power outages caused crew to
baby-sit pump stations and generators.
