A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD,
CALIFORNIA, AMENDING THE REHABILITATION SPECIALIST CLAS-
SIFICATION OF THE EMPLOYEE CLASSIFICATION AND POSITION PLAN

WHEREAS, the City Council of the City of Lynwood has adopted an
updated Employee Classification and Position Plan on April 7, 1981 and amended
same as necessary, and
WHEREAS, it has been determined that certification as a building offi-
cial is not a requirement to perform the duties of Rehabilitation Specialist, and
WHEREAS, certification as a housing rehabilitation official and /or
building official would be a desirable attainment of Rehabilitation Specialists,
and
WHEREAS, the Personnel Board has recommended that the City Council of
the City of Lynwood approve the revised Rehabilitation Specialist classification
(Exhibit B) and amend the City's Employee Classification and Position Plan accor-
dingly.
NOW, THEREFORE, the City Council of the City of Lynwood does hereby
find, determine, order and resolve as follows
SECTION 1 Amend the Employee Classification and Position Plan
to delete the current Rehabilitation Specialist clas-
sification (Exhibit A) and add the revised Specialist
classification (Exhibit B)
SECTION 2 . This resolution shall take effect immediately upon
its adoption .,

REHABILITATION SPECIALIST
TYPE OF WORK PERFORMED
Prepares work specifications and bid documents, oversees the bid process, and performs
inspections for the City's Housing, Multi - family and Commercial rehabilitation program:
TYPICAL DUTIES PERFORMED (These examples do not list all the duties which may be
assigned; any one position may not include all duties listed)
Evaluates client requests for property improvement; inspects property and advises
clients of possible solutions; prepares design /construction drawings, cost projections
and specifications; confers with property owners on the drawings, cost and possible
alternatives.
Prepares bid documents, advises clients on proper bid conducting mathods, oversees
the bid process; evaluates bids; verifies contractors' qualifications; negotiates
bid changes.
Performs and records on site inspections to insure contract compliance and adherence
to building codes; writes correction notices; negotiates and arbitrates disputes and
change orders; authorizes payment after verifying that all requirements are met.
Prepares reports, correspondence and makes presentations as necessary.
MINIMUM QUALIFICATIONS REQUIRED
Knowledge of federal regulations governing the Community Development Block Grant
program highly desirable, but not required.
Knowledge of architecture, construction methods and costs, all uniform lodes, planning
and zoning principles and real estate practices.
Skill and ability to translate visual and verbal objections to drawings and written
soecificatiors.
Skill and ability to evaluate written specifications for conformance with objectives.
Skill and ability in construction project planning, cost estimation and program
identification and resolution.
Skill and ability to arbitrate and negotiate.
Skill in performing building inspections.
INDICATORS OF PREPARATION FOR WORK
Graduation from a college or university with a Bachelor's degree in Architecture or
a related field and two years professional experience in development, architecture,
construction and /or rehabilitation; or any combination or training and experience
which may provide the required knowledges, abilities and skills.
SPECI_AL REQUIREMENTS
Valid State of California drivers license.
Certificate from I.C.B.O. within 18 months of date of hire.
