A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD,
CALIFORNIA, AMENDING THE CLASSIFICATION PLAN TO UPDATE
STATEMENTS FOR PARKS AND RECREATION DIRECTOR AND DIRECTOR
OF COMMUNITY DEVELOPMENT
WHEREAS, the City Council of the City of Lynwood adopted an updated
Employee Classification and Position Plan on April 7, 1981 and has amended same
as needed and,
WHEREAS, job analysis has been conducted on the positions of Parks
and Recreation Director and Director of Community Development and,
WHEREAS, revised classification statements have been prepared based
on the job analysis and,
WHEREAS, the City Council of the City of Lynwood has reviewed the
proposed statements and wishes to adopt same.
NOW, THEREFORE, the City Council of the City of Lynwood does hereby
find, determine, order and resolve as follows
SECTION 1 Amend the Employee Classification and Position Plan
to delete current statements and include the proposed
statements (Exhibits A & B attached) for Parks and
Recreation Director and Director of Community Develop-
ment.
SECTION 2 . This resolution shall take effect immediately upon its
adoption

PARKS & RECREATION DIRECTOR
?tans, organizes, directs and controls the municipal recreation, parks and
related programs.
TYPICAL DUTIES PERFORMED (These examples do not list all the duties which may
be assigned)
Directs, coordinates and /or monitors all established recreation and ocher depart-
mental programs, activities and special events; ensures appropriate scheduling of
departmental activities and the acquisition and provision of staff, facilities
and /or grounds, equipment and supplies accordingly; works with diverse community
organizations and implements program and related charges; evaluates the success/
failure, including monetary considerations, of programs, activities and events,
formulates, recommends and establishes new or improved services; eliminates or
reduces services as needed.
Performs and /or monitors the regulation and scheduling of the use of recreation
centers, parks and facilities and equipment by individuals and groups; surveys,
recommends and implements facility usage fees; directs and monitors departmental
custodial, building, equipment and landscape maintenance; requests repair and
maintenance assistance from other City departments or outside vendors as needed,
nay survey and recommend park land acquisition or ;ale.
Preoares or reviews and approves reports, posters, news releases and other promo-
tional material; meets with officials and community groups to promote department
programs and facilities, serves as department representative to arious groups
involved in department programs to develop and maintain good relations, handles
or assists in the resolution of complaints concerning departmental services, e_.-

Requests and assists in department position and salary analysis, approves hiring
and terminations, trains, or directs training of, department staff; assigns and
evaluates work; monitors employee attendance and approves leave requests, develops
department policies and advises employees of City and department policies and pro-
cedures; hears grievances, initiates and /or makes departmental determination on
disciplinary actions, conducts regular and adhoc staff meetings to identify and
resolve problems, provide information and hear suggestions.

Researches, analyses and prepares reports on new and proposed legislation impacting
department services; attends professional seminars and meetings and reviews profes-
sional literature, reports on latest developments to City officials and staff.
Attends administrative staff meetings, prepares agenda reports and attends City
Council meetings, serves as secretary to the Recreation and Parks Commission,
prepares or approves response to correspondence, establishes and ensures mainte-
nance of departmental records and files.
Performs related work as required.
MIN114UM OUALIFICATIONS REQUIRED
Knowledge of basic and current theory and practices in recreation and parks.
Broad knowledge of the use and maintenance of recreation and parks areas, facili-
ties, equipment and supplies.
Knowledge of standard practices in and constraints of public agencies.
Skill in budget preparation and administration.
Skill in establishing priorities and allocating staff, supplies and facilities
accordingly
Skill in staff and contract management, including work assignment and evaluation
and problem resolution

skills.
