RESOLUTION OF THE CITY COUNCIL OF LYNWOOD APPROVING
THE APPLICATION FOR 1990 STATE GRANT4fONIES CITY PARK
DEVELOPMENT PROJECT - IRRIGATION SYSTEM
WHEREAS, the people of the State of California have en-
acted the State Park Bond Act of 1980, which provides funds to the
State of California and its political subdivisions for acquiring
lands and for developing facilities for public recreation and his -
torical purposes; and
WHEREAS, the State Department of Parks and Recreation
has been delegated the responsibility for administration of the
program within the state, setting up necessary procedures governing
application by local agencies under the program; and
WI ?EREAS, said procedures established by the State Depart-
ment of Parks and Recreation require the applicant to certify by
resolution the approval of applications prior to submission of
said applications to the state; and
WHEREAS, said applications contain assurances that the
applicant-must comply with; and
WHEREAS, the applicant agency will enter into an agree-
ment with the State of Californis for the acquisition and /or devel-
opment of the project; and
WHEREAS, the applicant is aware that a joint powers_
agreement with the City of Vernon is required to receive these
funds; and

WHEREAS, Council accepts the $10,000 from the City of

NOW, THEREFORE, be it resolved that the City C6uncil,.here-
1. Approves the filing of an application for 1980 state grant as-
sistance; and
2. Certifies that said agency understands the assurances in the
application; and
3. Certifies that said agency has or will have.:sufficient funds
to operate and maintain the project; and
4. Certifies that said agency has reviewed and understands the
General Provisions contained in the sample state /local agree-
ment; and
5. Authorizes the Mayor as representative of the City of Lynwood
to enter into a joint powers agreement with the City of Ver-
non; and
6. Appoints the Director of Recreation and Parks as agent of the
city to conduct all negotiations, execute and submit all docu-
ments including but not limited to applications, agreements,
amendments, payment requests, and so on which may be neces-
sary for the completion of the aforementioned project.
