REGULAR MEETING
June 25, 2013
The Moab City Council held its Regular Meeting on the above date in the
Council Chambers at the Moab City Center, located at 217 East Center
Street, Moab, Utah. Mayor David L. Sakrison called the Pre -Council
Workshop to order at 6:30 PM. In attendance were Councilmembers
Kirstin Peterson, Kyle Bailey, Doug McElhaney and Gregg Stucki;
Planning Director Jeff Reinhart, City Treasurer Jennie Ross, City Engineer
Rebecca Andrus, Public Works Director Jeff Foster, Police Chief Mike
Navarre, City Manager Donna Metzler and City Recorder/Assistant City
Manager Rachel Stenta.
Mayor Sakrison called the Regular City Council Meeting to order at 7:00
PM and led the pledge of allegiance. Two (2) members of the audience
and media were present.
Councilmember McElhaney moved to approve the Regular Meeting
Minutes of May 28, 2013. Councilmember Bailey seconded the motion.
The motion carried 5-0 aye.
There were no Citizens to Be Heard.
A Community Development Department Update was not given.
Under Engineering Department Update, City Engineer Andrus stated
that she had attended a Grand County Council meeting and had met
with the Bureau of Land Management to discuss water flows. City
Engineer Andrus also stated that she had received a Corridor Study from
the Utah Department of Transportation.
Under Planning Department Update, Planning Director Reinhart stated
that staff had been very busy with violations and had been working on a
final draft of the mobile vendor ordinance. Planning Director Reinhart
also stated that staff was continuing to work on the General Plan
revision process and that two final plans had been submitted to the City
for new hotel developments.
Under Police Department Update, Police Chief Navarre stated that
Police Department staff had just been trained on interactions with the
disabled population.
Under Public Works Department Update, Public Works Director Foster
stated that staff had posted fire danger warning signs on the Millcreek
Pathway and had been working on several water line breaks.
Mayor Sakrison opened a public hearing on Proposed Resolution #09-
2013 — A Resolution Amending the Fiscal Year 2012-2013 Budget at 7:24
PM.
City Manager Metzler gave an overview of the budget.
Mayor Sakrison closed the public hearing at 7:26 PM.
Councilmember Peterson moved to approve Proposed Ordinance
#2013-06 — An Ordinance Amending the City of Moab Classified Hourly
Pay Rate Schedule and Exempt and Elected Officials Salary.

Councilmember Stucki seconded the motion. The motion carried 4-0
aye.
Councilmember Stucki moved to approve a Moved -on Structure Permit
for Big Bear of Utah/Phantom Fireworks to Conduct a Fireworks Stand
Located at 260 South Main Street from June 26 to July 4 and July 19 to
24, 2013. Councilmember McElhaney seconded the motion. The
motion carried 4-0 aye.
Councilmember McElhaney moved to approve a Moved -on Structure
Permit for Tyson Day, d.b.a. Olympus Fireworks to Conduct a Fireworks
Stand Located at 356 South Main Street from June 29 to July 5 and July
22 to 25, 2013. Councilmember Stucki seconded the motion. The
motion carried 4-0 aye.
Councilmember Stucki moved to approve an Amendment to a Moved -
on Structure Permit for Josh Reeder, d.b.a. Desert Sno Shave Ice Located
at 83 South Main Street to Conduct a Shave Ice Business From April 30
to November 30, 2013. Councilmember Bailey seconded the motion.
The motion carried 4-0 aye.
Councilmember Peterson moved to approve a Special Business Event
License for the Moab Area Chamber of Commerce, d.b.a. Patriots on
Parade to Conduct a 4th of July Celebration at Swanny City Park.
Councilmember McElhaney seconded the motion. The motion carried
4-0 aye.
Councilmember Stucki moved to approve Special Use of Swanny City
Park by the Moab Area Chamber of Commerce on July 4, 2013.
Councilmember Bailey seconded the motion. The motion carried 4-0
aye.
Councilmember Peterson moved to approve a Waiver of Fees for the
Moab Area Chamber of Commerce in an amount not to exceed $210.
Councilmember Bailey seconded the motion. The motion carried 4-0
aye by a roll -call -vote.
Councilmember Peterson moved to approve a Special Business Event
License for the Moab Multicultural Center to Conduct a Market Located
at 156 North and 100 West on July 6, 13, 20 and 27, 2013 with the
conditions listed in the staff memo. Councilmember McElhaney
seconded the motion. The motion carried 4-0 aye.
Councilmember Peterson moved to approve a Dedication Agreement for
the Cottonwood Homeowners Association as corrected.
Councilmember Stucki seconded the motion. The motion carried 4-0
aye.
Councilmember Peterson moved to approve a Purchasing Exception for
CivicPlus for a Recreation Subsite for the Website Redesign Project in an
amount not to exceed $8,000. Councilmember McElhaney seconded
the motion. The motion carried 4-0 aye by a roll -call -vote.
Councilmember Peterson moved to approve Proposed Resolution #09-
2013 — A Resolution Amending the Fiscal Year 2012-2013 Budget.
Councilmember McElhaney seconded the motion. The motion carried
4-0 aye by a roll -call -vote.

Councilmember McElhaney moved to approve Proposed Resolution #10-
2013 — A Resolution Adopting Changes in the Moab Sewer Rate
Structure. Councilmember Stucki seconded the motion. The motion
carried 4-0 aye.
City Manager Metzler made a brief presentation regarding the use of
city parks. Discussion followed.
Under Reading of Correspondence, Mayor Sakrison proclaimed the
week of July 1 to 7, 2013 as Independents Week in the City of Moab.
Under Administrative Report, City Manager Metzler stated that she
would be leaving on a two week vacation and that the adopted budget
would be submitted to the State Auditor's office.
A Report on City/County Cooperation was not given.
Under Mayor and Council Reports, Mayor Sakrison stated that he had
attended an Association of Local Governments Meeting as well as the
Governor's Rural Partnership Board Meeting.
Councilmember McElhaney moved to approve the bills against the City
of Moab in the amount of $118,980.77. Councilmember Stucki
seconded the motion. The motion carried 4-0 aye by a roll -call -vote.
Mayor Sakrison adjourned the Regular Council Meeting at 8:29 PM.
