COUNCIL MINUTES
FIRST BUDGET HEARING — SEPTEMBER 11. 2001
The First Budget Hearing of Bal Harbour Village was held on Thursday, September 11,
2003, in the Council Chamber at Bal Harbour Village Hall. The meeting was called to order
at 5:15 p.m. by Mayor Tantleff. The roll was called and those present were:

As a quorum was determined to be present, the meeting commenced.
Mayor Tantleff requested a moment of silence for the victims of 9/11.
2. ANNOUNCEMENT: Mrs. Horton announced that the Bal Harbour Village
rolled -back millage rate is 2.646 mills. The proposed millage rate is 2.902 mills, which is
9.67% greater than the rolled -back rate.
3. DISCUSSION OF PROPOSED TAX MILLAGE RATE AND
DISCUSSION OF PROPOSED BUDGETS: Mayor Tantleff explained that it was the
consensus of the Council not to use the money from the permit fee of the One Bal Harbour
Project, until the money is actually received.
4. RESOLUTION — ADOPTION OF THE TENTATIVE MILLAGE
RATE: A resolution was read by title, by the Village Clerk, adopting the tentative millage
rate for fiscal year 2003/2004.
Mayor Tantleff opened the meeting for public discussion. There being no comments, Mayor
Tantleff closed the meeting for public discussion.
A motion was offered by Assistant Mayor Roth and seconded by Councilman Berlin to approve
the resolution adopting a tentative millage rate for fiscal year 2003/2004. The motion carried with
the vote as follows: Mayor Tantleff aye; Assistant Mayor Roth aye; Councilman Berlin aye;
Councilman Gorson absent; Councilman Jacobi absent. Thus becoming:

5. ORDINANCES FIRST READING/PUBLIC HEARINGS
An ordinance was read by title, by the Village Clerk, adopting a General Fund Budget for
fiscal year 2003/2004.
The public hearing was opened by Mayor Tantleff. There being no comments, Mayor
Tantleff closed the public hearing.
A motion was offered by Assistant Mayor Roth and seconded by Councilman Berlin to approve
the ordinance adopting a General Fund Budget for fiscal year 2003/2004. The motion carried
with the vote as follows: Mayor Tantleff aye; Assistant Mayor Roth aye; Councilman Berlin aye:
Councilman Gorson absent: Councilman Jacobi absent. Thus becoming:

ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE
GENERAL FUND FOR THE PERIOD OF OCTOBER 1, 2003, TO SEPTEMBER 30, 2004, IN
THE AMOUNT OF $7,633,724; AUTHORIZING EXPENDITURES; ESTABLISHING AN
EFFECTIVE DATE.
An ordinance was read by title, by the Village Clerk, adopting a budget for the Water
Department for fiscal year 2003/2004.
The public hearing was opened by Mayor Tantleff. There being no comments, Mayor
Tantleff closed the public hearing.
A motion was offered by Assistant Mayor Roth and seconded by Councilman Berlin to approve
the ordinance adopting a budget for the Water Department for fiscal year 2003/2004. The motion
carried with the vote as follows: Mayor Tantleff aye; Assistant Mayor Roth aye; Council Berlin
aye; Councilman Gorson absent: Councilman Jacobi absent. Thus becoming:

ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE WATER
DEPARTMENT FOR THE PERIOD OF OCTOBER 1, 2003, TO SEPTEMBER 30, 2004. IN
THE AMOUNT OF $1,065,000; AUTHORIZING EXPENDITURES; ESTABLISHING AN
EFFECTIVE DATE.
Mayor Tantleff questioned if this is the fund where there is no undesignated reserve left.
Mrs. Horton explained that they are taking from the sewer and the water. Mr. Treppeda
advised that the sewer fund isn't as bad as it looks. He explained that is shows a little bit of
a minus number, but looking at the designated fund balance, a lot of those items have
been put aside that aren't going to be needed (infiltration and inflow, etc.). Mr. Treppeda
advised that it's in pretty good shape. He explained that the Village has to raise that a little
this year and are going to be doing the rehab on the main pump station for submersible
pumps, which is an important project. Mrs. Horton advised that the City of Miami Beach
raised the rates 10%, which is why the Village is going up on its rate an equal amount.

Budget for fiscal year 2003/2004.
The public hearing was opened by Mayor Tantleff. There being no additional comments,
Mayor Tantleff closed the public hearing.
A motion was offered by Assistant Mayor Roth and seconded by Councilman Berlin to approve
the ordinance adopting a budget for the Sanitary Sewer Department for fiscal year 2003/2004.
The motion carried with the vote as follows: Mayor Tantleff aye; Assistant Mayor Roth aye;
Councilman Berlin aye; Councilman Gorson absent; Councilman Jacobi absent. Thus
becoming:

ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE
SANITARY SEWER DEPARTMENT FOR THE PERIOD OF OCTOBER 1, 2003, TO
SEPTEMBER 30, 2004, IN THE AMOUNT OF $1,263,499.00; AUTHORIZING
EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE.
An ordinance was read by title, by the Village Clerk, adopting a budget for the Department
of Tourism for fiscal year 2003/2004.
The public hearing was opened by Mayor Tantleff. There being no additional comments,
Mayor Tantleff closed the public hearing.
A motion was offered by Assistant Mavor Roth and seconded by Councilman Berlin to approve
the ordinance adopting a budget for the Department of Tourism for fiscal year 2003/2004. The
motion carried with the vote as follows: Mavor Tantleff aye; Assistant Mavor Roth aye;
Councilman Berlin aye; Councilman Gorson absent; Councilman Jacobi absent. Thus
becoming:
ORDINANCE NO. 486
ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE
DEPARTMENT OF TOURISM FOR THE PERIOD OF OCTOBER 1, 2003, TO SEPTEMBER
30, 2004, IN THE AMOUNT OF $1,944,634; AUTHORIZING EXPENDITURES;
ESTABLISHING AN EFFECTIVE DATE.
Mayor Tantleff advised that the contribution to the GMCVB (Greater Miami Convention &
Visitor's Bureau) is being reduced from $200,000.00 to $100,000.00. He explained that it
has always been $100,000.00 and the Sheraton years ago wanted to increase it to
$200,000.00. Councilman Berlin advised that the City of Fort Lauderdale only contributes
$55,000.00 to the Greater Fort Lauderdale Convention & Visitor's Bureau. Mr. Treppeda
advised that Surfside doesn't give the GMCVB anything.
6. ANNOUNCEMENT: Mrs. Horton announced that the next budget hearing
date is September 23, 2003, at 5:15 p.m., at Bal Harbour Village Hall.
7. ADJOURN: There being no further business to come before the Council, a

motion was offered by Assistant Mayor Roth and seconded by Councilman Berlin to adjourn. The
motion carried unanimously (3-0), with Councilman Gorson and Councilman Jacobi absent, and
the meeting adjourned at 5:20 p.m.
