A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LYNWOOD SUPPORTING A LONG -TERM AND PER-
MANENT SOLUTION TO FINANCING LOCAL GOVERNMENT.
WHEREAS, Proposition 13 removed from local government offi-
cials the ability to set tax rates and shifted substantial power
over local finance to the State government, and
WHEREAS, Local government has become a part of the State
budget process and must, therefore, compete with other interests
for limited State funds; and
WHEREAS, This process is disruptive to local government
budgeting and long -term planning of fiscal resources; and
WHEREAS, The Governor has formed the New Partnership
Task Force on State and local government, and this Task Force
has issued an interim report; and
WHEREAS, The Task Force has made several recommendations
relative to local government finance, including:
1. Permanent repeal of the AB8 deflator;
2. Maintenance of the existing tax base;
3. Shifting a portion of the State sales tax to
local government to replace local subventions
(VLF, cigarette tax, BIE),
4. The guarantee of subventions if the sales tax
option is not chosen,
5• A constitutional amendment protecting the
specified local revenue source:
NOW, THEREFORE, BE IT RESOLVED that the City of Lynwood
does hereby express its support of the findings and recommendations
of the New Partnership Task Force and urges the Governor and State
Legislature to act upon these findings.
