Please find below responses to your questions: 1. Opinions are my own not those of any body on which 1 serve. 2. Thanks for your service on the board. 3. We have received three dozen or so emcails from Sunnyvale residents concerned about Deer Ilollow Comments noted. 4. What is the status of Deer Hollow - could Sunnyvale receive an update...what 1 know 1 learn from residents or the Mountain View Voice. Midpeninsula Regional Open Space District (District) understands that the City of Mountain View, which yearly contributes funds to operate Deer Hollow Farm, is faced with a budget deficit and a need to cut costs. Mountain View is one of many cities across the Bay Area and nation faced with such a dilemma. Given this situation, Mountain View is exploring ways to reduce or share their net cost and contribution to Deer Hollow Farm, including raising summer camp fees and asking surrounding cities, whose residents also benefit from and enjoy the farm, to consider giving financial contributions. The District continues to support Deer Hollow Farm and values its educational programs. We are pleased to provide the land on which the farm operates and have once again this year assigned a full-time field staff employee to assist with daily maintenance activities. 5. What is the status of open space plans for Sunnyvale --- we have IS acres of cornfield by Lmt,rence, 112 mile from Lawrence Station...possible connections to the East Channel or C'alubazas.... what does the Board make of that? 6. We may have an opportunity with 18 acres of open space by Stevens Creek (north of Fremont), what does the Board think about that? SUMMARY The proposed project would replace the existing White Oaks Trail and connector trails to Gates MB04 and MB05 in Monte Bello Open Space Preserve with new trail alignments to reduce the potential for erosion problems and create more scenic and safe recreational connections between the Preserve's main parking lot and trail network. DISCUSSION The existing White Oaks Trail begins at the Preserve's main parking lot off Page Mill Road and travels west around the top of an unnamed drainage to Stevens Creek. At this point, the main trail turns and descends southeast to meet the Skid Road Trail. Spur trails from the White Oaks Trail connect to Gates MB04 and MB05 along Page Mill Road. Sections of the existing trail and connectors are part of a disked fire break that parallel Page Mill Road and other sections are part of an old ranch road that is steep, subject to erosion, and located in exposed grasslands for long distances (refer to Attachments 2 and 3). The proposed realigned trail would be approximately two miles long and three to five feet wide. It would have the same start and end points, but follow a different alignment with more gradual R-10-57 Page 2 contours, be separate from the disked fire break, and traverse grasslands and forest. The proposed trail realignment would reduce the potential for erosion and sedimentation problems associated with the existing trail, move the trail off the disked fire break, and create a more scenic, safe and enjoyable recreational connection between the Preserve's main parking lot and trail network. The new trail design incorporates best management practices for controlling erosion. The trail would be constructed using small, earth-moving equipment at an average 100 0 grade, avoid creek crossings, avoid the removal of large trees, and would direct trail use away from a culturally sensitive area. The decommissioned portion of the existing trail (approximately 1.25 miles) would be restored to natural conditions by returning the natural contours, mulching exposed surfaces, and seeding with native grasses. Construction would occur over a two-month period between May and October, 2010. USE AND MANAGEMENT PLAN AMENDMENT The proposed trail project was reviewed by the Use and Management Committee, who unanimously recommended forwarding the project to the Board of Directors for review and consideration. A Comprehensive Use and Management Plan for Monte Bello Open Space Preserve was adopted on April 22, 1981 (see R-81-16). The property was dedicated as public open space on February 14, 1979. This Amendment would revise the use and management plan as described below. Name: White Oaks Trail Realignment and Decommissioning Project Roads and Construct a two-mile realignment for the White Oaks Trail and unnamed Trails: connector trails to Gates MB04 and MB05 in the area between the main Preserve parking lot off Page Mill Road and the Skid Road Trail to reduce the potential for erosion and sedimentation and create a more scenic, safe, and enjoyable recreational trail experience. CEQA COMPLIANCE Project Description The White Oaks Trail Realignment and Decommissioning Project (Project) includes construction of two miles of trail between the main Preserve parking lot off Page Mill Road and the trail intersection with Skid Road Trail to realign the White Oaks Trail and two short connector trails to Gates MB04 and M1305. Construction of the trail realignments and decommissioning of the original alignments would reduce the potential for erosion and sedimentation problems associated with the current trail, move the trail off the disked fire break, and create a more scenic, safe, and enjoyable recreational experience. CEQA Findings District staff prepared an Initial Study and proposed Mitigated Negative Declaration evaluating the Project. The public comment period ended on May 7, 2010, and no comments were received as of May 6, 2010. The Initial Study and proposed Mitigated Negative Declaration found that a number of CEQA impact criteria do not apply to the project due to its design, scope and location. The document also found that the project either avoids impacts or minimizes them to a less-than-significant level, due to the specific nature of the project, the project design, or because of mitigation measures that are incorporated into the project. R-10-57 Page 3 Most notably, the Initial Study and proposed Mitigated Negative Declaration found that the project will not adversely affect agricultural resources, mineral resources, population and housing, and public services in that such impacts simply do not apply to the proposed project, given the rural, vegetated environment of the project, the low-intensity recreational uses that are associated with the project, and the n-imor construction disturbance expected by the project. The project will not adversely affect land use or public services, based on project-specific factors that allow the project to avoid potentially significant impacts. The project will not adversely affect air quality, aesthetics, geology and soils, hydrology and water quality, noise, recreation, or utilities and service systems based on project-specific factors that reduce impacts to a less than significant level. The project will not adversely affect biological resources, Cultural resources, hazards and hazardous materials, or traffic and transportation because the incorporation of mitigation measures into the project has reduced the impacts to a less than significant level. In addition, the project will not: • Create impacts that degrade the quality of the environment, substantially reduce the habitat of a fish or wildlife species, cause a fish or wildlife population to drop below self- sustaining levels, threaten to eliminate a plant or animal Community, reduce the number or restrict the range of rare or endangered plant or animal, or eliminate important examples of the major periods of California history or prehistory, due to the project's fundamentally small scale, localized nature, • Create impacts that are individually limited, but cumulatively considerable, based on project-specific factors that reduce these impacts to a less than significant level-, and • Create environmental effects that would cause substantial adverse effects on human beings, either directly or indirectly, based on project-specific factors that reduce these impacts to a less than significant level. Mitigation Monitoring Program In accordance with CEQA, the District has prepared the proposed Mitigation Monitoring Program, which describes project-specific mitigation measures and monitoring process (refer to Attachment 4). The proposed Mitigation Monitoring Program ensures that all adopted measures intended to mitigate potentially significant environmental impacts will be implemented. The project incorporates all of these mitigation measures. CEQA Findings Pursuant to CEQA, it is determined that the project will have no significant or cumulative effects because of implementation and adherence to mitigation measures that will prevent substantial impacts to environmental resources. It is also determined that project implementation will not result in direct and indirect Substantial adverse impacts or significant risk to human beings. Detailed CEQA findings to be adopted by the Board are Included in the Resolution attached to this report. R-10-57 Page 4 FISCAL IMPACT The trail realignment work will be undertaken by the Skyline Area field staff and $12,000 has been included in the Fiscal Year 20 10-11 budget for materials and related construction expenses. PUBLIC NOTICE A Notice of Intent to Adopt a Mitigated Negative Declaration (Notice of Intent) was submitted to the State Clearinghouse of the Governor's Office of Planning and Research on March 15, 2010. On April 7, 2010, the Notice of Intent was also submitted to the Santa Clara County Clerk for posting stating that the public review period would end on May 7, 2010. The Notice of Intent, the Mitigated Negative Declaration, and the Initial Study were made available for public review at the District's Administrative Office and on the District's website. On Wednesday, May 5, 2010, District staff received great news from Claire Thorp, Assistant Director of the Western Partnership Office of tile National Fish and Wildlife Foundation (the grant administrators), that the Pond DR06 Pond Repair project has been recommended for funding in the amount of$40,000 (the maximum amount allowed by the program). Receipt ofthese funds is anticipated to cover approximately 50% of the Fiscal Year 20 10-1 1 implementation costs, which is expected to total $86,000. Costs incurred to date($32,880.30 in Fiscal Year 2009-10 for permitting and project design) were not eligible for grant funding. The District has applied for a$43,000 grant from the California State Department of Parks and Recreation Habitat Conservation Fund (HCF) to help pay for much of the anticipated remaining project cost. Notification of this grant is expected by July, 2010. Remaining project tasks eligible for grant funds include: contract administration, materials, construction, and monitoring. Construction of the Pond DR06 repair is scheduled to occur between June and October 2010 for a two to four week period. Required permits are in place. The project engineer has been authorized to perform construction oversight, an on-call consulting biologist has been retained, and a request for bids and qualifications has been released to hire a pond construction contractor. Staff expects to return to the Board Oil June 9, 2010 for authorization to award the construction contract. As a condition of award of the Five Star/NRT funds, the District will be holding a media event for the project during construction. Once the contractor has been selected and the project schedule developed, the Board will be notified of, and invited to attend the media event, which will also provide the Board an Opportunity to view the pond during construction, as requested at the April 28, 2010 Board meeting. Next Steps: The District will be assigned a Grant Administrator from the Washington office of the National Fish and Wildlife Foundation to initiate the formal grant agreement for award of funding. Midpeninsula Regional Memorandum • ' Open Space District r , To: MROSD Board of Directors Through: Ana Ruiz, Acting General Manager From: Tina Hugger-' Date: May 6, 2010 Re: Skyline Field Office Remodel Project Update for the May 12, 2010 Board Meeting This update is being provided to the Board regarding the current status of the Skyline Field Office remodel project as of May 6, 2010. • A Skyline Field Office Staff Committee (Staff Committee) was formed consisting of patrol, resource and maintenance, and administrative staff fi-om the Skyline Field Office(SFO). • `The Staff Committee met twice with Tannerhecht Architecture to discuss and prioritize program elements and review preliminary locations for the new Shop Building(Shop), and prioritize the minor modifications to the existing office building. • Staff met with the Facility Improvements Ad Hoc Committee(Ad Hoc Committee)on April 28, 2010 to discuss the final program and scope of work, the net-zero energy option for the new Shop, and three preliminary Shop locations. • The Ad Hoc Committee reiterated the need for a meeting space that can be used by members of the public and for Board meetings. The current prograrn includes this space. • The Ad Hoc Committee agreed that the new Shop should be as energy efficient as possible, but did not think that it was necessary to meet net-zero energy standards due to the potentially significant cost associated with that option. Director Riffle briefly related the challenges being faced by the Packard Foundation in designing its own net-zero energy building. Net-zero energy buildings are designed to be more energy efficient, surpassing Title 24 code requirements, and energy required by the building is provided on-site by renewable energy sources such as windmills or solar arrays. • The Committee also discussed three preliminary locations for the new Shop and felt that the location that required removal of three existing bays that were part of the former Skyline ranch would be detrimental to the rural, ranch-like aesthetics of the site. • The Committee agreed that further study of the locations situated behind the existing field office (Options A and A.1) and across the driveway from the existing shop (Option E) was warranted. In Options A and A.1,the Shop's location behind the existing office makes access to the office convenient, especially during inclement weather. Options A and A.I also cluster activity behind the existing shop and field office and retain the aesthetic character of the site. In Option E, the Staff Committee felt that the Shop's proximity to the existing shop allows the clustering of similar uses to help streamline operations. Page I of 2 • Concerns were raised about accommodating parking displaced by the shop location in Options A and A.I and having enough space to maneuver large vehicles like the dump truck. • Concerns were raised with regard to the change in aesthetics by a large shop building located opposite the existing shop in Option E. In addition, since this site would require the building footprint of the Shop to straddle the county line, permit review may be required through both San Mateo and Santa Clara Counties. Permitting through two counties would increase the time and cost of the project. • A third option, A.2, was also discussed. ]'his option locates the Shop behind the existing field office but orients the high bay portion of the building in a more favorable location for ease of access. Next Steps: • Continue with Schematic Design and studying the A series and F options for the new Shop. • Meet with Santa Clara County to discuss Option E and the permitting implication of locating the new Shop partially in San Mateo County. • Conduct a site tour of Caltrans' new Operations Maintenance Control Building located on Highway 1, south of Devil's slide. Updates will continue to be provided through an informational memorandum to the Board at key milestones.
