Clean-up was aided by the public works street sweeper followed by the installation of tie- down ropes. Seasonal tie-down customers are signing up early this year knowing that we were full last year. 05/02/06 New 2 Airport East Hangar Project update As of the date of writing this department report: 1) Developer is working with airport manager on new lease description for entire property – will go through review with city attorney, 2) city attorney has reviewed the hangar appraisals and has advised the airport manager on the initial steps in notifying the hangar owners, 3) developer to begin survey of property to assess excavation expenses, 05/02/06 Updated 3 Airport Master Plan Mead & Hunt having problems with gaining feedback from Brundage and Tamarack marketing people. M&H will probably delay progress briefing to city council until June. 05/02/06 Updated 4 Airport August ITD Dept. of Aeronautics sponsored “McCall Family Fly-Inn” Initial meeting held 26th of April. ITD has contracted with a new promotion firm. Many new ideas for this year. Looks to be an outstanding event – 11 -12 August. 05/02/06 New 5 Airport LOT application Airport manager applied for LOT money to pave airport parking lot in the amount of $75,000. 05/02/06 New 6 City Clerk Business Licenses 342 issued; 28 renewals not received; 9 businesses have never applied for a business license; 46 businesses closed last year. 04/30/06 Updated 7 City Clerk Records Retention Schedule A draft records retention schedule for review and revision was distributed to department heads in April; several draft revisions have already been completed. 05/04/06 Updated 8 City Clerk Local Option Tax Commission April 11 - meeting for general organizational purposes May 2 – first review hearing May 16 – second review hearing Thirty applications were received during the first week, for a total dollar request of $587,352, and the applications are still coming in. Deadline for submittal is Friday, May 5. There will be an additional $40,000 in revenue available for distribution from FY05-06. Staff has implemented a revision in the monthly allocation of the 156 residential building permits we allocate annually per the Wastewater Policy. The revised allocation is attached. The historic trends we used for the original allocation resulted from the ability to walk in and obtain a permit. This is no longer the case in McCall. Owners and contractors now have to plan for construction. Providing more permits earlier in the construction season is appropriate. . 04/03/06 Update 11 Deputy City Manager: Community Development Current Planning Applications A list of current planning applications is attached. 04/03/06 Update 12 Deputy City Manager: Community Development Greystone Village The applicant will deed the City nine lots in return for 5 points on each building permit application for his market permits and a waiver of community housing fees. This is consistent with the Wastewater Policy and a good opportunity for the City 04/03/06 Update 13 Deputy City Manager: Community Development Valley Forum Roger Millar will be presenting at the forum on May 19 and 20. He will be discussing land use and economic development. 05/01/06 New 14 Deputy City Manager: Community Development Mountain Town and Resort Planners Network Summit Roger Millar attended the Summit April 11-14. Community Housing, smart growth, second homes, and infrastructure are issues common to all mountain communities. 04/03/06 Update 15 Deputy City Manager: Community Development Newton Code Enforcement P&Z approved Dr. Newton’s proposed landscaping. He has until mid-summer to implement. 04/03/06 Update 16 Deputy City Manager: Community Development VARHA The VARHA Board met for the second time May 1. The JPA and Resolution of support were approved by Council on April 27. 04/03/06 Update 17 Deputy City Manager: Community Development McCall Senior Center Staff is working with the seniors to craft a contract package that is affordable. This is in anticipation of bringing a policy to Council to limit additional access points. 04/03/06 Update 20 Deputy City Manager: Community Development P&Z Appointment Council appointed Shane Jeffries to the P&Z April 27. Current membership and term expirations: Bob Youde, Chair, Impact Area, January 2008 Jeff Schoedler, City, January 2007 Phil Feinberg, Impact Area, January 2008 Sarah Jessup, City, January 2009 Shane Jeffries, City, April 2009 There is currently one Impact Area vacancy and one City vacancy. 04/03/06 Update 21 Deputy City Manager: Community Development Outreach Staff is developing informational brochures on the following topics: Street sweeping Water service Downtown snow removal Snow plowing Dark Sky Ordinance Scenic Route Small Lots Tree Removal 04/30/06 New 22 Deputy City Manager: Community Development Urban Renewal The Urban Renewal Plan modification will be coming to Council on June 10. An ordinance will be required to extend the duration of the plan an additional 24 years. The Lake Front design team will be back in town June 19, 20 and 21 to present the draft design for Legacy Park and the Boardwalk. 04/30/06 New 23 Deputy City Manager: Community Development Housing A request for qualifications for developing housing on City owned properties has been released. SOQ are due May 12. A staff recommendation will be at Council on June 10. 04/30/06 New 24 Deputy City Manager: Streets Boydstun Street Staff is working with the City Attorney to complete right- of-way acquisition. The project should be ready for bidding in July. 04/30/06 New 25 Deputy City Manager: Streets Sweeping Crews are sweeping five days a week weather permitting. Once the gravel has been picked up they will sweep on Mondays and Fridays. 04/30/06 New 26 Deputy City Manager: Streets Crosswalks The City is working with ITD to enhance pedestrian crossings of Highway 55. CH2M Hill is completing contract documents to complete the sewer reconstruction from Mather to First. Work must be completed by August 1 to be ready for ITD road reconstruction project. 04/30/06 New 30 Deputy City Manager: Collection/ Distribution Locking Manholes Staff is obtaining locking manholes to address vandalism near Middle School. 04/30/06 New 31 Deputy City Manager: Collection/ Distribution Lift Station 7 Lift Station 7 blew a pump seal April 11. A new seal was ordered and the pump was repaired on April 15 from 3:00 AM to 8:00 AM. The Lift Station did not fail and no sewage was released to the River. Additional parts have been ordered to allow for more timely repairs in the future. 04/30/06 New 32 Deputy City Manager: Collection/ Distribution MXU water meter electronics The electronics we use are no longer supported by the manufacturer. We will need to replace the units City- wide over time at a cost of approximately $150/unit 04/30/06 New 33 Deputy City Manager: Collection/ Distribution I/I Abatement Staff and the City Engineer have been monitoring flows and are preparing to CCTV the lines. Additional manholes will be sealed this spring and staff will be identifying other minor repairs that can be made by staff. As the Lake Street sewer is this year’s major I/I project, staff will be preparing a budget request for next year. 04/30/06 New 34 Deputy City Manager: Treatment East Side water tank Tank should be lined and in service by August. May need to pump to Aspen Ridge during interim. 04/30/06 New 35 Deputy City Manager: Treatment West Side water tank Design is being completed. Whitetail should begin construction this summer. City share will be per the Development Agreement. 04/30/06 New 36 Deputy City Manager: Treatment Chlor Tek Machine The Chlor Tek specification has been modified to meet the requirements of the second amended consent order. The machine should be on site in 7-8 weeks. 04/30/06 New 37 Deputy City Manager: Treatment Wastewater Storage Pond The pond is currently approximately 8 feet above last year’s elevation. Leak testing is being scheduled prior to commencing the irrigation season. 04/30/06 New 38 Deputy City Manager: Treatment Davis Beach Intake The Davis Beach water intake was damaged, apparently by a boat. I have been unable to get any preliminary numbers from anyone due to the fact they say they are all very busy and don’t want to spend much time on plans and costs unless they are going to be awarded the job. I am trying another local builder to get something that is just a ball park to allow us to make a decision. 04/30/06 Update 47 Golf Greens clearing All the putting greens are cleared and most covers off. We have experienced some disease breakouts under the snow cover from the last two weeks that were pretty significant. The product life I believe simply wore out and soil condition on the original 18 greens made the opportunity for disease to breakout. All the Cedar greens which are a sand based profile are in excellent condition but the vole damage from those little buggers is the worst that I have ever seen. This is going to require a lot of hand labor to rake out those piles then seed to establish a consistent stand of turf. Very time consuming. 04/30/06 Update 48 Golf Staffing Interviewing Mechanic candidates on Friday May 5th and will hopefully get a person with some enthusiasm and a positive attitude. Also getting ready to set up interviews for the Assistant Superintendent position and have 6 interested parties and two really qualified. Also starting to hire seasonal staff positions and right now I have 3 on staff currently with 2 high school kids coming for the summer. I still need 7 more and am hopeful to job share with Whitetail on some of their staff for weekends which would be a great help for us. 04/30/06 Update 49 Golf Opening Looking at possibly the week of the 22nd thru the 26th of May for a possible opening. Thanks to all who made it such a success. 63 Library Staff All staff is doing a great job. 05/01/06 Updated 64 Library Summer Reading Pre-registration for the 6-week summer reading incentive program for school age children has begun. The theme is “Paws, Claws, Scales and Tales”, and is centered around animal pets of all kinds. We will be working closely with McPaws and Snowden Wildlife Refuge, as well as showing off our own animals. The program will be on Tuesdays at 1:00 from June 20 to July 18 except for July 4, when it will be on Thursday, the 6th. Each child can enter the weekly drawings, one ticket for every hour they read – no limit, as well as be eligible for the grand prize drawing of a bicycle; all readers will also receive tickets to a Boise Hawks game after the first 6 hours of reading is recorded. 05/01/06 Updated 65 Library Staff Training I will be going to an InfoCentre training session in Boise next week. It is too expensive to send all the staff, so I will ask questions and bring back answers. The staff will be asked for input and questions this week. 05/01/06 Updated 66 Library LiLI Unlimited The board has decided to spend the $1200 that LiLI Unlimited costs in order to enhance our services in several areas. LiLI will allow us to put our electronic catalog on the web site and make the catalog available to the public at home. It will also make InterLibrary Loan very easy and fast, so this service can help more people. The third advantage is allowing faster and more efficient cataloging. Our service will start on July 1. 05/01/06 Updated 67 Library Donations Received a $200 donation from Chapala’s to help with the Dia de los Ninos. It helped buy the refreshments. The lawn has survived and is looking much better, but the tree took quite a beating and lost several limbs. They were very much against spending this money for normal library expenses, and want it to earn interest until something spectacular comes along. 72 Parks Master Plan The parks and recreation master plan is completed and will be presented to City Council for approval in the near future. Once impact fees are in place we will have a mechanism to bring in revenue to offset the cost of the growth in McCall without having to increase property tax. 05/02/06 Updated 73 Parks Mile High Marina We have been working closely with Mile High Marina towards their proposal of expansion. We are addressing concerns with water quality, increase in boat slips and looking at ways to help improve public boat mooring. We expect Mile High Marina to present information to Council for their approval in the near future. They have submitted a rough draft of their CUP to Community Development. 05/02/06 Updated 74 Parks Pilot Project The hiring process has begun. To date we have not had any interest in the Boating Ambassador position. Updated 05/02/06 75 Parks Summer Hiring Beginning hiring process for Summer Seasonal Park employees, Boating ambassador, and Recreation Aide. We are in the process of hiring a recreation aide, and hiring two summer seasonal park employees. Those employees will be starting start mid May. Updated 05/02/06 76 Parks Request for Proposals After Long discussions at City Council on March 23rd the three businesses were granted their special use permits and Concession Agreements. Some valid points were raised by opponents of the activities and substantial work and public involvement remains before the issues of competing uses in Legacy Park and increased jet ski and other watercraft use of Payette Lake are fully addressed. We will begin work on these issues and expect to have a steering committee to address this issue and other issues pertaining to Payette Lake. We will be using the Urban District Redevelopment Plan to see if we can potentially relocate the businesses in a more suitable location. 03/23/06 No Change 77 Parks New Marina We are looking towards a Task Force (Steering Committee) to start tackling the issues on Payette Lake. Every issue pertaining to New Marinas on the Lake come right back to the issues with the Lake itself. This issue must be finalized to determine if it is feasible to have a new marina. On August 30, 2005 we received letters of interests for building a new marina between legacy park and brown park. Since that time I have been collecting information about how to proceed with this matter. It has been decided that a meeting with Idaho Department of Parks and Recreation needs to be conducted. This will was held on February 6th in Boise. This meeting clarified that the limits our: doing nothing, leasing the land or selling the land and buying land of equal value. What ever we decided to do it must be approved by IDPR. On March 14th we will be meeting Watershed Advisory Group to go over limitations, factors concerning the quality issues of the lake and what are the next proper steps so we can present this information to Council for your decision. 78 Recreation After School Program This semester After School Program has been going well. We have hired a new Coordinator for the program who is working out wonderfully. The program runs Monday through Friday from 2:50 until 5:30. We have 10 kids 12/02/05 No Change 79 Recreation Adult Dodge Ball Due to lack of participation, the Adult Dodge Ball program for this spring was cancelled. 05/02/06 Complete 80 Recreation Summer Activity Guide You should have received a Summer Activity Guide. This is a new design this year and a good step in improving our Activity Guide. Yes it is that time of the year already. 05/04/06 Update 81 Recreation Youth Softball/Baseball We have started our advertisement for Youth Baseball and Softball for boys and girls. The season will begin May 29th and 30th. Sign ups have started out slowly but we hope to have more come in this month and look forward to the season. 05/04/06 Update 82 Police Officer Position Openings The department tested on April 19 & 20, 2006. Eleven applicants were invited, six tested. Of those, all passed the written and five passed physical fitness testing. Five passed the oral board. All were mailed Personal History packets and background investigations have begun. The applicant who failed the physical fitness testing became sick during that testing and has been offered the opportunity to redo the physical fitness at the next testing. The next testing will be held on May 17 & 18, 2006. 04/30/06 Ongoing 83 Police Officer Recruiting Summary A testing was held on October 5, 2005. Seventeen applicants were sent letters and one applicant was invited by telephone for a total of 18 applicants invited. 4 notified the department they would be testing and two showed up for the testing. Of those two, one passed the written exam and moved on to the physical fitness testing which the applicant did not pass. This applicant was given one month to continue preparing for the physical fitness and failed the second try. The next testing was reset to November 30 and December 1 with a new group of applicants. Thirteen applicants were invited. There were 7 confirmed applicants and 5 applicants showed up for the testing. The fourth applicant was postponed to December 20 because of illness. The Oral Board was held December 1, 2005, two applicants were interviewed. One went forward for interview with the Chief, and was rejected because of a prior criminal incident. The second needs to complete the physical fitness after his injury has mended. On December 20, 2005, an applicant testing process was held again. Six applicants were invited, three applicants were scheduled to test. The applicant rescheduled to December 20, 2005 failed to show up. Two applicants tested. Of those applicants, both passed the written and both failed the physical fitness. On February 8, 2006, an applicant testing process was held. Five applicants were invited to test, three applicants responded to the invitation, and two applicants tested. Both applicants passed the written, physical fitness and oral tests. The both have interviewed with the Chief and have been given a personal history packet and background investigations have been started. On March 2, 2006, applicant testing was held. Six applicants were invited, three responded, and all three tested. All the applicants passed the written and physical fitness tests. One applicant did not pass the oral board. The successful applicants were given personal history packets and background investigations have been started. On April 19, 2006, applicant testing was held. Eleven applicants were invited, seven responded, and six tested. All the applicants passed the written tests, five passed the physical fitness. The five applicants passed the oral board and have been sent personal history packets. Stokes, Mark Donica and Vic McCarthy 86 Police Activity – Week of 03/28/06 to 04/02/06 Total Incidents- 57 (61 during same time last year) Arrests- 5 DUI- 3 Fight calls- 2 Weapons Involved- 0 Alcohol Involved- 9 Vehicle Accidents- 4 On April 2, at about 3:18 am, officers were called to investigate a vehicle versus pedestrian hit and run accident that occurred in front of the Yacht Club. A 30 year old female was at the McCall Hospital. She told police she slipped on ice and fell under a large white SUV. The SUV then drove over her legs and did not stop. The suspect vehicle has not been located and officers are still investigating the incident. On April 2, at about 5:01 am, an officer responded to 1033 Bitteroot Dr. for a reported intoxicated subject. Scott Cole, 29, of Boise, was arrested on an outstanding warrant. En route to the Valley County Jail, Cole tried to kick out the windows in the patrol car. He had to be restrained by 5 deputies at the jail. Police served a search warrant on a residence Friday evening. Gregory Capener, 33, is charged with two felony counts of grand theft, and one misdemeanor charge of possession of paraphenalia. Lindsey Ephraim, 28, is charged with two counts of grand theft and one misdemeanor charge of possession of paraphernalia. Dustin Fee, 24, was arrested on outstanding warrants from Adams County and charged with petit theft and possession of paraphernalia. Connie Fee, 28, was charged with petit theft. Police say Ephraim stole lottery tickets, cash and merchandise from Jim's Grocery while she was an employee. Emphraim allegedly gave merchandise and lottery tickets to Capener and the Fee's. The total loss to the business is estimated to be over a thousand dollars. Police say the thefts occurred over the last several weeks.
