HomeMy Public PortalAbout2003-09-11 Special MeetingCOUNCIL MINUTES SPECIAL MEETING - SEPTEMBER 11. 2003 A Special Meeting of the Bal Harbour Village Council was held on Thursday, September 11, 2003, in the Council Chambers, at Bal Harbour Village Hall. The meeting was called to order at 5:21 p.m. by Mayor Tantleff. Those present were: Also present: Mayor Daniel S. Tantleff Assistant Mayor Seymour "Sy" Roth Councilman Howard J. Berlin Councilman Joel S. Jacobi Alfred J. Treppeda, Village Manager Jeanette Horton, Village Clerk Ellisa Horvath, Deputy Village Clerk David Wolpin, Village Attorney Absent: Councilman Peg E. Gorson As a quorum was determined to be present, the meeting commenced. 4. APPROVAL OF RECOMMENDATIONS OF RESORT TAX COMMITTEE: The Resort Tax Committee appointed a Sub -Committee to review the Village's marketing vendor process and to recommend advertising agencies and public relations agencies for the fiscal year 2003/2004. The agenda includes the Requests for Qualifications, Creative Assignment Sheets, Summary of Scores, and Sample Scoring Sheets. Mayor Tantleff advised that the Shops, Hotels, and members of the Resort Tax Committee thought that it was time for a change, even though Mr. Leshansky (Blue Sky) had done a wonderful job for many years. He explained that along with that change, there was an increase in the budget, to try to get some other firms in. Mayor Tantleff advised that a Sub - Committee met a couple of times and came up with a recommendation for a new advertising agency (Turkel & Partners) and public relations agency (Lou Hammond & Associates). The Advertising Agencies were rated on Writing Assignment (90-day Sample Activity Report), Addressing Our Key Questions, Creative (Print Creative Ideas and New Pasaporte Concept), Budget, and Technology. The overall scores were: 1) Turkel & Partners 349 2) The Meridian Group 321 3) Blue Sky & Propeller 267 4) Marketing Magic 267 5) KSR 260 The Public Relations Agencies were rated on Writing Assignment One (90-day sample activity report), Writing Assignment Two (target -media list of journalists), Addressing Our Key Questions, Creative One (Press Releases for New Press Kit), Creative Two (Promote "Destination Fashion" Event), and Creative Three (Promote the Restaurants in Bal Harbour). The overall scores were: Special Council Meeting 09/11/2003 1 39 1) Lou Hammond & Associates 248 2) PPR 202 3) Jensen & Boga 143 Councilman Berlin advised that he was surprised to see Blue Sky's score, in comparison to the others, which was substantially lower than the one that the Committee is selecting. Mr. Treppeda advised that Blue Sky (Mr. Leshansky) actually teamed up with another company named Propeller. Mayor Tantleff explained that Turkel and Marketing Magic put on great presentations and had great ideas. Councilman Berlin clarified that this is the recommendation of the Resort Tax Committee. Mayor Tantleff advised that it was a unanimous recommendation. Mrs. Horton advised that she will work with Jose Lima, Director of Tourism Marketing, regarding allowable expenses. A motion was offered by Assistant Mayor Roth and seconded by Councilman Jacobi to authorize the Village Manager to enter into contracts with Turkel & Partners Advertising Agency and Lou Hammond & Associates Public Relations Agency, subject to review by the Village Attorney. The motion carried with the vote as follows: Mayor Tantleff aye; Assistant Mayor Roth aye; Councilman Berlin aye; Councilman Gorson absent; Councilman Jacobi aye. I. OTHER BUSINESS: Mayor Tantleff discussed the land that is being used by the Public Works building to store supplies, etc. He explained that it is next to the Park on the water and there is also a house that Robert Wheldon, Director of Public Works, has lived in (next to the Public Works Building). Mayor Tantleff advised that, with the Council's approval, the Chief will be looking into expanding the police station and maybe building a community center, etc. Chief Hunker reported that there is currently a hazard there, because a lot of young kids come to the Park and there are garbage trucks backing up in that alleyway (in front of the Park). He advised that they are going to look into it, with the Council's permission, to see what they can come up with. Chief Hunker advised that he has also received some complaints about the smell from the garbage trucks at the Park. He explained that there is also a hazardous situation with the location of the current jail cells in close vicinity to the Park. Councilman Berlin thinks it's a great idea to look into that and questioned where the Village would put the garbage trucks. Mayor Tantleff advised that they could be parked in North Miami. Mr. Treppeda advised that they would look into other options, perhaps off -site somewhere. 4. ADJOURN: There being no further business to come before the Council, a motion was offered by Assistant Mayor Roth and seconded by Councilman Jacobi to adjourn.
