The amount of soil that the pit displaces is 600 cy. The 600 cy's of soil displaced by the pit is what we anticipated using on-site for fill material & has a dollar value to us of $11,100.00. So best case is all we will need to replace with off-site fill is the material the pit displaces but if the material we excavate outside of the pit walls is unsuitable & we have to purchase fill to backfill that will be a additional $18.50 per cubic yard. (Terracon) has completed a limited site investigation in the vicinity of the proposed stormwater pond at the above referenced site. The purpose of this limited investigation was to determine the extent of landfill debris encountered within the proposed stormwater retention pond associated with the new construction at the site and to characterize the debris for disposal purposes. This summary letter report outlines the work completed at the site and includes our recommendations for disposal of the landfill debris within the area of the proposed stormwater retention pond. 1.0 PROJECT INFORMATION Site Location ITEM DESCRIPTION Location The subject property currently includes the Tybee Island Police Department at 78 Van Horn and the Ceramic Building at 80 Van Horn. Currently, the site is under construction for the new Tybee Island Public Safety Building. The existing Tybee Island Police Department occupies a Existing improvements two story building built in the early 1930's, along with a single story building adjacent to the main building. There is a small two story building that currently houses an animal shelter on the bottom floor and an emergency generator on the second floor. Terracon understands buried debris was discovered in a test pit dug in the area of the proposed stormwater retention pond. The buried debris was part of the closed landfill identified by Ms. 20140428SpecialCityCouncilMeeting Page 7 of 49 20140425/jrl Test Pit and TCLP Sampling Summary Letter lrerracon City of Tybee Island Public Safety Building •Tybee Island, Chatham County, Georgia April 9, 2014 Terracon Project No. ES127048 Schleicher, Tybee Island City Administrator, and discussed in the Phase I Environmental Site Assessment dated March 1, 2012 prepared by Terracon. A Limited Site Investigation was conducted at the site in April 2012 in part to test for the potential for migration of methane (landfill gas) from the adjacent closed landfill along the western boundary of the site. Methane levels were collected from four (4) bar punch locations and three (3) temporary methane monitoring wells installed along the western property boundary; Methane was not detected at any of these locations during the April 2012 sampling event. The proposed stormwater retention pond is located just west of the limited site investigation site boundary. As a result of the discovery of landfill debris within the area of the proposed stormwater retention pond by Elkins, Terracon was contacted by Ms. Schleicher of Tybee Island on March 6, 2014. Stewart Dixon with Terracon met with Mr. Noah Anderson-Davis with Elkins to determine the exact location of the retention pond area and to determine the type of debris discovered during the test pit excavation activities. Mr. Dixon also met with Mr. Danny Carpenter with the Tybee Island Public Works Department to discuss the lateral limits of the closed landfill. An inquiry was made to the Georgia Environmental Protection Division (EPD) concerning the closed landfill and plans to perform limited excavation and disposal of discovered waste debris in the vicinity of the retention pond. Ms. Christy Kehn-Lewis with the EPD provided Terracon with a site diagram showing the limits of the waste for the subject site. 2.0 FIELD SERVICES 2.1 Test Pits Terracon's field activities were conducted on March 20, 2014 by Mr. Stewart A. Dixon, P.G, a Terracon Professional Geologist, in coordination with Noah Anderson-Davis, the Site Superintendent with Elkins Construction (Elkins). As part of the approved scope of work, four (4) hand auger borings and nine (9) test pits were advanced in the vicinity of the proposed stormwater retention pond. The test pits were excavated with a backhoe operated by Mr. Anderson-Davis with Elkins. The test pits were excavated to a maximum depth of 11 feet, which was necessary to determine the vertical extent of the landfill debris. The test pits were logged to document soil lithology, color, moisture content, type of waste debris, depth to water, and evidence of impairment. Photographs of the test pits and waste debris during the completion of field activities and are attached to this letter report. Upon arrival at the site on March 20, 2014, Mr. Dixon observed that several test pits had already been excavated in the vicinity of the proposed stormwater pond. Mr. Anderson-Davis with Elkins indicated that he had dug the test pits the afternoon of March 19, 2014. Additional test Responsive in Resourceful in Reliable 2 20140428SpecialCityCouncilMeeting Page 8 of 49 20140425/jrl Test Pit and TCLP Sampling Summary Letter lrerracon City of Tybee Island Public Safety Building •Tybee Island, Chatham County, Georgia April 9, 2014 •Terracon Project No. ES127048 pits and hand auger borings were completed on March 20, 2014 under the direction of Terracon personnel in coordination with Elkins. 2.1.1 Test Pit Results The test pits completed during this investigation were completed to delineate the waste debris within the proposed stormwater pond for the Tybee Island Public Safety Building currently under construction. Terracon personnel monitored the excavations for potential environmental concerns. A total of nine (9) test pits were excavated at the site. The depths of the test pits varied between 3.5 feet to 11 feet below existing ground surface. Test pit depth was determined by the type of soil or debris encountered. At the subject site, the waste debris (where encountered) was typically covered with 2.5 feet to 3 feet of sandy soils. Test pit TP-1 was excavated as a trench from approximately seven (7) feet from the cell tower compound fence line in a northeastern direction across the proposed stormwater pond site for a total length of twenty-two (22) feet. The depth of TP-1 ranged from 11.0 feet to 4.0 feet with the shallower depths of the test pit in the area at the contact between the former landfill waste trench slope and native soils. The vertical extent of the landfill debris in TP-1 was determined to be eleven (11) feet below existing ground surface, once native soils were encountered at depth. The contact between the landfill waste debris and native soils is approximately twenty-four (24) feet northeast of the cell tower compound fence line in the area of TP-1. Waste debris was encountered in TP-1 at a depth of three (3) feet below existing ground surface. A wide array of debris consisting mostly of wood, glass, carpet, plastics, concrete/bricks, metal, and construction materials was discovered in the test pit. Native soils at the site consisted of a poorly graded pale yellow to white fine sand. Landfill waste debris was encountered in test pit TP-1, TP-2, TP-6, and TP-7. The depths of these test pits were limited to between 3.5 feet to 4 feet once landfill debris was encountered, because the vertical depth of the waste debris was determined from TP-1 (approximately eleven (11) feet below existing ground surface). Landfill debris was not encountered in test pits TP-3, TP-4, TP-5, TP-8, and TP-9. These test pits were excavated to depth ranging from 4 feet to 7 feet. The material encountered in these test pits consisted of a poorly graded pale yellow to white fine sand. TP-9 was excavated in an area between the existing dog park and the former U-shaped building to a depth of four (4) feet and only native soils were encountered. TP-8 was excavated within ten (10) feet of TP-2 to a depth of four (4) feet, however landfill debris was not encountered in TP-8. Therefore, since landfill debris was encountered in TP-2 within four (4) feet of the existing ground surface a trench was excavated to connect TP-2 with Responsive in Resourceful in Reliable 3 20140428SpecialCityCouncilMeeting Page 9 of 49 20140425/jrl Test Pit and TCLP Sampling Summary Letter lrerracon City of Tybee Island Public Safety Building •Tybee Island, Chatham County, Georgia April 9, 2014 •Terracon Project No. ES127048 TP-8 in order to determine the limits of the landfill debris in that area. Similar to the findings during the excavation of TP-1, the former landfill waste trench slope was located within the trench between TP-2 and TP-8. The edge of the waste debris in the vicinity of TP-2 and TP-8 is located approximately twenty-five (25) feet northeast of the southeastern corner of the cell tower compound fence. No attempt was made to determine the depth of the waste in the vicinity of TP-2 as it is reasonable to assume the waste depth profile will be similar to that observed during the excavation of TP-1. 2.1.2 Hand auger borings Four (4) hand auger boring were advanced in the vicinity of the northwestern area of the proposed stormwater pond near the fence separating the subject site from the city dog park as shown the attached Figure 1. Landfill waste debris was encountered in hand auger borings HA- 1, HA-2, and HA-3 at depths of approximately 2.5 feet to 3.0 feet below existing ground surface. Hand auger borings HA-1, HA-2, and HA-3 were terminated at approximately 3.5 feet below existing ground surface because of auger refusal caused by encountered debris. Hand auger boring HA-4 was completed approximately five (5) feet northeast of the dog park fence line to a depth of six (6) feet below existing ground surface. No landfill debris was encountered in HA-4 within the boring depth. Only native soils consisting of a poorly graded pale yellow to white fine sand were encountered in HA-4. HA-4 was terminated at six (6) feet based on the results of the previous test pits and hand auger borings at the site that indicate waste is typically located within 2.5 feet to 3 feet below existing ground surface. 2.1.3 Groundwater Conditions Groundwater was not encountered in any of the test pits or hand augers completed on March 20, 2014. However moist soil conditions were observed in TP-1 at a depth of eleven (11) feet below existing ground surface and based on previous work completed at the site, it is reasonable to expect groundwater to occur at depths in excess of nine (9) feet depending on climatic conditions that cause variations in the depth to groundwater across the site. 2.2 Debris Disposal Profiling Upon completion of the excavation of the test pits and hand auger borings, Terracon collected a representative soil/debris sample for laboratory analysis for disposal purposes only. The sample was placed into laboratory supplied containers and delivered under strict quality assurance via hand delivery to Avery Laboratories in Savannah, Georgia. The sample was analyzed using the Toxicity Characteristic Leaching Procedure (TCLP) — VOCs, SVOCs, Metals, Pesticides, and Herbicides. The complete laboratory analytical report is included in Appendix II. The purpose of TCLP sample collection and analysis was to determine whether the in-situ soils and debris have a high potential for introducing contaminants to landfill leachate systems and the surrounding groundwater. Based on the laboratory analytical results, the subject property's soils/debris do not have a high potential for leaching contaminants into landfill leachate systems. It is the opinion of Terracon that the soils and debris from the proposed stormwater pond site are suitable for disposal in at a Georgia EPD permitted lined subtitle D landfill such as the Savannah Regional Landfill or Superior Landfill; operated by Republic Waste Services and Waste Management, respectively. 3.0 CONCLUSIONS AND RECOMMENDATIONS During the recent on-site activities, Terracon personnel completed test pits and hand auger borings in the vicinity of the proposed stormwater pond in order to determine the extent of landfill debris in that will be impacted by the new construction at the site. Terracon also collected a representative soil/debris sample for TCLP analysis for waste debris disposal characterization purposes only. The following paragraphs describe our findings and present our recommendations for further investigation and remediation. Responsive in Resourceful in Reliable 5 20140428SpecialCityCouncilMeeting Page 11 of 49 20140425/jrl Test Pit and TCLP Sampling Summary Letter lrerracon City of Tybee Island Public Safety Building is Tybee Island, Chatham County, Georgia April 9, 2014 •Terracon Project No. ES127048 s Based on the test pit excavations and hand auger borings, the northeastern limit of the waste debris varies from approximately 35 feet to 25 feet from the eastern fence line of the on-site cell tower. The eastern extent of the waste debris is characterized by a fairly steep westward dipping contact with the native soils. The vertical extent of the waste debris extends to a depth of approximately eleven (11) feet below existing ground surface. Typically, the waste debris is covered by approximately 2.5 feet to 3.0 feet of soil. However, because of the recent test pit excavations the upper soils may have waste debris mixed in with the covering soils. Based on the TCLP analytical results, the on-site waste debris and impacted soils meet the criteria to be accepted for disposal at a Georgia EPD permitted lined subtitle D landfill.
