SECOND BUDGET HEARING — SEPTEMBER Op 2001
The Second Budget Hearing of Bal Harbour Village was held on Tuesday, September 23,
2003, in the Council Chamber at Bal Harbour Village Hall. The meeting was called to order
at 5:17 p.m. by Mayor Tantleff. The roll was called and those present were:

As a quorum was determined to be present, the meeting commenced.
2. ANNOUNCEMENT: Mayor Tantleff announced that the Bal Harbour
Village rolled -back millage rate is 2.646 mills. The proposed millage rate is 2.902 mills,
which is 9.67% greater than the rolled -back rate.
3. DISCUSSION OF PROPOSED TAX MILLAGE RATE AND
DISCUSSION OF PROPOSED BUDGETS: Mayor Tantleff advised that Bal Harbour
has the fourth lowest millage rate in Dade County. He advised that only Aventura,
Pinecrest and Palmetto Bay are lower.
4. RESOLUTION — ADOPTION OF MILLAGE RATE: A resolution was
read by title, by the Village Clerk, adopting the final millage rate for fiscal year 2003/2004.
Mayor Tantleff opened the meeting for public discussion. There being no comments, Mayor
Tantleff closed the meeting for public discussion.
A motion was offered by Assistant Mayor Roth and seconded by Councilman Gorson to approve
the resolution adoptink a final mina& rate for fiscal year 2003/2004. The motion carried with the
vote as follows: Mayor Tantleff aye; Assistant Mayor Roth aye; Councilman Berlin absent;
Councilman Gorson aye; Councilman Jacobi ave. Thus becomink:

fiscal year 2003/2004.
The public hearing was opened by Mayor Tantleff.
Dina Cellini, resident — 211 Bel Cross Drive, discussed the line item for holiday
decorations for the new street light poles. She requested assurance that the Village will
maintain the generic holiday decorations that it currently has and not use any holiday
decorations that might have religious undertones. Mr. Weiss advised that would be done.
Mayor Tantleff advised that Ms. Cellini has the Council's assurance.
There being no additional comments, Mayor Tantleff closed the public hearing.
A motion was offered by Assistant Mayor Roth and seconded by Councilman Gorson to approve
the ordinance adopting a General Fund Budget for fiscal year 2003/2004. The motion carried
with the vote as follows: Mayor Tantleff aye; Assistant Mayor Roth aye; Councilman Berlin
absent; Councilman Gorson aye; Councilman Jacobi aye. Thus becoming:

ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE
GENERAL FUND FOR THE PERIOD OF OCTOBER 1, 2003, TO SEPTEMBER 30, 2004, IN
THE AMOUNT OF $7,633,724; AUTHORIZING EXPENDITURES; ESTABLISHING AN
EFFECTIVE DATE.
Mayor Tantleff advised that the millage rate for other municipalities is available to the
public. He reviewed that the millage rates for Sunny Isles (3.3), Surfside (5.6), and Golden
Beach (8.59).
An ordinance was read by title, by the Village Clerk, adopting a budget for the Water
Department for fiscal year 2003/2004.
The public hearing was opened by Mayor Tantleff. There being no comments, Mayor
Tantleff closed the public hearing.
A motion was offered by Assistant Mayor Roth and seconded by Councilman Jacobi to approve
the ordinance adopting a budget for the Water Department for fiscal year 2003/2004. The motion
carried with the vote as follows: Mayor Tantleff aye; Assistant Mayor Roth aye; Councilman
Berlin absent; Councilman Gorson aye; Councilman Jacobi aye. Thus becoming.:

ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE WATER
DEPARTMENT FOR THE PERIOD OF OCTOBER 1, 2003, TO SEPTEMBER 30, 2004, IN
THE AMOUNT OF $1,065,000; AUTHORIZING EXPENDITURES; ESTABLISHING AN
EFFECTIVE DATE.
An ordinance was read by title, by the Village Clerk, adopting a Sanitary Sewer Department
Budget for fiscal year 2003/2004.
The public hearing was opened by Mayor Tantleff. There being no comments, Mayor
Tantleff closed the public hearing.

A motion was offered by Assistant Mayor Roth and seconded by Councilman Gorson to approve
the ordinance adopting a budget for the Sanitary Sewer Department for fiscal year 2003/2004.
The motion carried with the vote as follows: Mayor Tantleff aye; Assistant Mayor Roth aye;
Councilman Berlin absent; Councilman Gorson aye; Councilman Jacobi aye. Thus becoming:

SANITARY SEWER DEPARTMENT FOR THE PERIOD OF OCTOBER 1, 2003, TO
SEPTEMBER 30, 2004, IN THE AMOUNT OF $1,263,499; AUTHORIZING
EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE.
An ordinance was read by title, by the Village Clerk, adopting a budget for the Department
of Tourism for fiscal year 2003/2004.
The public hearing was opened by Mayor Tantleff. There being no comments, Mayor
Tantleff closed the public hearing.
A motion was offered by Assistant Mayor Roth and seconded by Councilman Jacobi to approve
the ordinance adopting a budget for the Department of Tourism for fiscal year 2003/2004. The
motion carried with the vote as follows: Mayor Tantleff aye; Assistant Mayor Roth aye;
Councilman Berlin absent; Councilman Gorson aye; Councilman Jacobi aye. Thus becoming:

ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE
DEPARTMENT OF TOURISM FOR THE PERIOD OF OCTOBER 1, 2003, TO SEPTEMBER
30, 2004, IN THE AMOUNT OF $1,944,634; AUTHORIZING EXPENDITURES;
ESTABLISHING AN EFFECTIVE DATE.
Mayor Tantleff thanked Mr. Treppeda, Mrs. Horton, and the staff for their work on the
budget. He also thanked the community for input. Assistant Mayor Roth stated that his
taxes went up $4.84 for Bal Harbour and his market value went up approximately $50,000,
so he is willing to pay the taxes. He assumes that everyone else also received that
proportion.
Councilman Jacobi expressed that Channel 20, the Village's Information Channel, is
fantastic and is much better than it was.
6. ADJOURN: There being no further business to come before the Council, a
motion was offered by Assistant Mayor Roth and seconded by Councilman Gorson to adjourn.
The motion carried unanimously (4-0), with Councilman \Berlia absent, and the meeting
adjourned at 5:23 p.m.
