RESOLUTION OF THE LYNWOOD REDEVELOPMENT
AGENCY APPROVING THE AMENDMENT OF THE
REDEVELOPMENT PLAN FOR PROJECT AREA A
AND CERTIFYING ITS REVIEW OF THE FINAL
EIR WITH RESPECT TO SAID AMENDMENT AND
MAKING CERTAIN FINDINGS
WHEREAS, the Lynwood Redevelopment Agency (the "Agen-
cy") has prepared an amendment to the Redevelopment Plan for
Project Area A (the "Redevelopment Plan ") so as to add approxi-
mately_374 acres ,of noncontiguous land, located in the City of _
Lynwood, to the boundaries of Project Area A; and
WHEREAS, the Planning Commission of the City of Lyn-
wood has approved and forwarded to the Agency its report and
recommendation that the amendment to the Redevelopment Plan is
in conformity with the General Plan of the City of Lynwood, as
amended, and has recommended approval of said amendment to the
Redevelopment Plan; and
WHEREAS, a draft EIR on the amendment to the Redevel-
opment Plan has been prepared in accordance with the California
Environmental Quality Act and the state and local agency guide-
lines implementing the Californa Environmental Quality Act and
has been submitted for public comment and review; and
WHEREAS, pursuant to notice duly given, the Agency and
the City Council of the City of Lynwood have held a full and
fair public hearing on said draft EIR and the amendment to the
Redevelopment Plan.
NOW, THEREFORE, THE LYNWO REDEVELOPMENT AGENCY DOES

SECTION 1: A full and fair public hearing having been
held on said d aft EIR and the Agency having considered all
comments received thereon, which public comments and the re-
sponses thereto have been incorporated therein, the draft EIR
is hereby approved as the Final EIR for the amendment to the
Redevelopment Plan.
SECTION 2 : Agency hereby certifies that the Final EIR
for the amendment to the Redevelopment Plan has been completed
in compliance with the California Environmental Quality Act,
Public Resources Code Sections 21000, et seq ., and the Guide-
lines for Implementation thereof, 14 Cal. Administrative Code
Sections 15000, et sec., and the Agency has reviewed and con-
sidered the information contained therein.
SECTION 3 : All steps required by law for the adoption
of the amendment to the Redevelopment Plan having been taken
and a full and fair public hearing having been held on the
amendment to the Redevelopment Plan, the Agency having con-
sidered all oral and written comments and testimony relating
thereto, hereby approves said amendment to the Redevelopment
Plan, attached hereto as Exhibit "A" and by this reference in-
corporated herein.
SECTION 4 : The design measures suggested by the Final
EIR in order to mitigage the significant adverse impact on
seismicity resulting from new construction and rehabilitation
of structures within the Amended Project Area are hereby ap-
proved and will be required in connection with the implementa-
tion of the-amended Redevelopment Plan. The Agency hereby_
finds and determines that the benefit from the amendment to the
Resdevelopment Plan to the Amended Project Area, the surround-
ing community and the City of Lynwood outweighs the unavoidable
adverse impact on seismicity resulting from such new construc-
tion or rehabilitation pursuant to the amendment to the Rede-
velopment Plan.
SECTION 5 : The Agency hereby finds and determines
that relocation of the businesses displaced by redevelopment
pursuant to the amendment to the Redevelopment Plan, the pro-
mulgation of rules for owner and tenant participation in the
Amended Project Area and rules extending preferences to current
owners and tenants who wish to reenter the Amended Project Area
and the provision of relocation assistance to businesses and /or
residences that may be displaced by redevelopment pursuant to
the amendment to the Redevelopment Plan will mitigate the sig-
nificant adverse impacts on existing land uses in the Amended
Project Area to an insignificant level.
SECTION 6 : The Agency hereby finds and determines
that any inconsistencies with the land use element of the Gen -
- eral`Plan``of the`City of "Lynwodd have been eliminated - an -
amendment to the General Plan approved by the Planning Commis-
sion of the City of Lynwood.
SECTION 7 : The Agency hereby finds and determines
that the significant adverse impacts on housing resulting from
the amendment to the Redevelopment Plan will be mitigated by
the provision of relocation assistance to any person or resi-
dent displaced by redevelopment pursuant to the amendment to
the Redevelopment Plan and the replacement of all low and mo-
derate income housing units removed from the local housing
stock by redevelopment pursuant to the amendment to the Rede-
velopment Plan.

SECTION 8 : The Agency hereby finds and determines
that the promulgation of design standards as suggested by the
Final EIR will mitigate the significant adverse impacts on aes-
thetics resulting from the implementation of specific individu-
al projects within the Amended Project Area. Other mitigation
measures suggested in the final EIR are within the jursidiction
of local agencies other than the Redevelopment Agency and eith-
er have been or should be adopted by said public agencies.
SECTION 9 : The Agency hereby finds and determines
that measures to mitigate the significant adverse impacts on
traffic circulation resulting from the amendment to the Rede-
velopment Plan have been incorporated into or made a part of
the implementation of the amended Redevelopment Plan. Other
measures suggested in the Final EIR for reducing the potential-
ly adverse impact on traffic circulation resulting from the
amendment to the Redevelopment Plan are within the jurisdiction
of other public agencies and either have been or should be
adopted by such public agencies.
SECTION 10 : The Agency hereby incorporates into or
makes a part of the implementation of the amended Redevelopment
Plan the measures suggested by the Final EIR for mitigating the
significant adverse impacts on air quality resulting from the
amendment to the Redevelopment Plan. The Agency hereby finds
and determines that the benefit to the Amended Project Area,
the surrounding community and the City of Lynwood from the
amendment to the Redevleopment Plan outweighs the unavoidable
adverse umpacts on air quality which will be caused primarily
by the increase in motor vehicle emissions and emissions asso-
ciated with electricity generation as a potential result of the
amendment to the Redevelopment Plan.
SECTION 11 : The Agency hereby i

SECTION 12 : The Agency hereby incorporates into or
makes a part of the implementation of the amended Redevelopment
Plan the Measures suggested by the Final EIR for mitigating the
significant adverse impact caused by increased use of utility
systems, electrical supply and natural gas. The Agency hereby
finds and determines that the benefit to the Amended Project
Area, the surrounding community and the City of Lynwood from
the amendment to the Redevelopment Plan outweighs the unavoid-
able increase in demand for utility systems, electricity and
natural gas resulting from the amendment to the Redevelopment
Plan.

SECTION 13 : The Agency hereby finds and determines
that measures for mitigating the significant adverse impacts on
the water supply in the Amended Project Area such as upgrading
the existing water supply system serving the Amended Project
Area are within the jurisdiction of other public agencies and
either have been or should be adopted by such public agencies.
The Agency hereby finds and determines that the benefit to the
Amended Project Area, the surrounding community and the City of
Lynwood resulting from the amendment to the Redevelopment Plan
outweighs the unavoidable adverse impacts resulting from in-
creases of demand for water within the Amended Project Area.
SECTION 14 : The Agency hereby finds and determines
that measures for mitigating the significant adverse impacts on
sewage disposal within the Amended Project Area such as assist-
ing in the funding of efforts to upgrade the existing sewer
system have been incorported into or made a part of the amend-
ment to the Redevelopment Plan. The Agency hereby finds and
determines that other measures for mitigating the significant
adverse impact on sewage disposal within the Amended Project
Area are within the jurisdiction of other public agencies such
as the City of Lynwood Engineering Department and either have
been or should be adopted by said public agencies. The Agency
hereby finds and determines that the benefit to the Amended
Project Area, the surrounding community and the City of Lynwood
from the amendment to the Redevelopment Plan outweighs an un-
avoidable increase in the amount of sewage generated in the
Amended Project Area.
SECTION 15 : The Agency hereby incorporates into and
makes a part of the implementation of the amended Redevelopment
Plan measures which will increase the capacity of storm drains
in the amended project area in order to mitigate the signifi-
cant adverse impact on drainage within the amended project area
resulting from the amendment to the Redevelopment Plan. The
Agency hereby finds and determines that other measures for mi-
tigating the significant adverse impact on drainage the
Amended Project Area are within the jursidiction of the Los
Angeles County Flood Control District and either have been or
should be adopted by said District. The Agency hereby finds
and determines that the benefit to the Amended Project Area,
the surrounding community and the City of Lynwood from the
amendment to the Redevelopment Plan outweighs the unavoidable
adverse impacts on drainage within the Amended Project Area.
SECTION 16 : The Agency hereby incorporates into or
makes a part of the implementation of the amended Redevelopment
Plan measures suggested by the Los Angeles County Sheriff's
Department in order to mitigate the significant adverse impacts
on the provision of police protection within the Amended Pro-
ject Area. The Agency hereby incorporates into and makes a

part of the implementation of the amended Redevelopment Plan
measure suggested in the Final EIR for mitigating the signifi-
cant adverse impact on fire protection within the Amended Pro-
ject Area. The Agency hereby incorporates into and makes a
part of the implementation of the amended Redevelopment Plan
the measures suggested in the Final EIR for mitigating the sig-
nificant adverse impacts on public schools in the Amended Pro-
ject Area. The Agency hereby finds and determines that other
measures for mitigating the significant environmental impacts
on said public services are within the jurisdiction of other
public agencies and either have been or should be adopted by
such other public agencies. The Agency hereby finds and deter-
mines that the benefit to the Amended Project Area, the sur-
rounding community and the City of Lynwood from the amendment
to the Redevelopment Plan outweighs any unavoidable adverse
impacts on public services.resulting from the amendment to the
Redevelopment Plan.
SECTION 17 : The Executive Director, in cooperation
with the City Clerk of the City of Lynwood, is hereby author-
ized and directed to file with the County Clerk of the County
of Los Angeles, a notice of determination, pursuant to 14 Cal.
Administrative Code Section 15085(h).
SECTION 18 : This resolution shall take effect imme-
diately upon its adoption.
