HomeMy Public PortalAbout160_020_20140214_HPCappdminutes TYBEE ISLAND HISTORIC PRESERVATION COMMISSION MEETING MINUTES February 14, 2014 Commissioners Present: Sue Bentley, Jane Coslick, Bill Kriener, Neca Stoller, Bill Garbett Others Present: Sarah Jones, Chantel Morton, Monty Parks CALL TO ORDER Chairperson Sue Bentley called the meeting to order at io:o6am. Commissioners had a moment of silence in memory of Cullen Chambers. HISTORIC PRESERVATION ADVISOR Bill Kriener made a motion to approve Sarah Jones as the Tybee Island Historic Preservation Commission Advisor. Neca seconded the motion. The motion passed unanimously. PERMIT REVIEW PROCESS Sue reported that she has been notified of twelve building permits for structures 50 years or older since January 21. Sarah and Jane offered Sue their assistance in these reviews. Sarah requested Sue send her the addresses so she can keep the Historical Society's information current. Sue confirmed. Neca requested Sue email the HPC so that they can be involved with the review process and provide comments. Sue confirmed. Sarah asked if Sue received permit information for the project at 13 TS Chu that City Council considered last evening. Sue will check and let her know. CERTIFIED LOCAL GOVERNMENT APPLICATION STATUS REPORT Chantel reviewed the two Historic Preservation ordinance changes Commissioner were emailed, which will be considered at the February 18 Planning Commission meeting. Following the PC meeting, the changes will then have first and second readings for City Council consideration. Once the updates are approved, Chantel will send them to our State CLG Coordinator, Leigh Burns. Leigh will then forward the complete application to the National Parks Service. We will receive notification of acceptance once it is reviewed again and approved. Neca made a motion to accept the ordinance changes as presented. Jane seconded the motion. The motion passed unanimously. DESIGN GUIDELINES — NEXT MEETING Commissioners present confirmed they will be at the next workshop to review the design guidelines on February 21 from loam until 4pm in room 6. Chantel will follow up with Dottie. Neca requested future meetings not be scheduled on Fridays. NATIONAL PRESERVATION MONTH Sarah and Chantel reported that National Preservation Month is celebrated across the country every year with a theme during the month of May. This year's theme has not yet been announced. Chantel shared that in the past, through Main Street, she has had elected city officials involved with photo opps around the island, a proclamation presented in recognition of preservation month and included information about the month in the Breeze. This year, Sarah suggested a partnership among the Historical Society, HPC and Main Street with producing a direct mail brochure and mailing to Approved: 4-28-14 Page 1 of 2 residents in the existing National Historic Districts and proposed Southend District. The brochure could also be available for the general public to pick up for additional awareness. Other ideas discussed were an HP 101 public presentation and displaying before and after pictures at city hall throughout the month. OTHER BUSINESS Commissioners discussed who could now be the spokesperson for the HPC and preservation. Commissioners discussed the opportunity to present City Council with a formal statement about the Biggert-Waters Act. Sue will invite her insurance agent to briefly speak about the act with commissioners at the beginning of the design guideline workshop. Councilman Garbett confirmed Chantel will continue to include HPC training and travel expenses in the Main Street budget. ADJOURNMENT The meeting adjourned at 11:4oam. Approved: 4-28-14 Page 2 of 2
