ORDINANCE NO.30-2016
AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM
THE INDIANA DEPARTMENT OF TRANSPORTATION
WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute any
documents necessary to receive money from the state or federal government or
any other source, and said documents are prepared and executed by the City
executive administration, provided that the Common Council of the City of
Richmond as the legislative body of the City approves an ordinance for the
appropriation of any monies received in accordance with IC 36-4-6-18; and
WHEREAS, The Indiana Department of Transportation has grant funding available through its
Community Crossings Program; and
WHEREAS, The City of Richmond ("City") desires to submit a grant application to the Indiana
Department of Transportation to receive a grant to assist with certain road
improvements on Round Barn Road that connect to the Midwest Industrial Park
access and infrastructure improvements ("improvements" or "project"); and
WHEREAS, A local match from the City in the amount of Three Hundred Twenty-six
Thousand Four Hundred Ten Dollars and Twenty-five Cents ($326.410.25) is
required for this grant.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, as follows:
1. The City of Richmond in accordance with IC 36-1-4-10 has submitted or will
submit a grant application to the Indiana Department of Transportation to assist
with certain road improvements to Round Barn Road that connect to the Midwest
Industrial Park access and infrastructure improvements.
2. The City of Richmond will provide the amount of Three Hundred Twenty-six
Thousand Four Hundred Ten Dollars and Twenty-five Cents ($326.410.25) from
the LOIT refund and TIF funds in order to meet the match required for the grant.
3. The City of Richmond is authorized to accept said grant funding in an amount up
to Six Hundred Fifty-two Thousand Eight Hundred Twenty Dollars and Fifty
Cents ($652,820.50).
4. Said funds, if awarded to the City of Richmond, shall be appropriated to assist
with certain road improvements to Round Barn Road that connect to the Midwest
Industrial Park access and infrastructure improvements.

the City of Richmond, Indiana.
