A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA,
AUTHORIZING THE VILLAGE MANAGER TO EXECUTE
AGREEMENTS \ilITH FLORIDA CDI, LLC AND ALL
STAR EVENTS INC. FOR DECORATIONS AND
ENTERTAINMENT FOR \ilINTERFEST; PROVIDING
FOR A WAIVER OF COMPETITIVE BIDDING; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Village of Key Biscayne, Florida (the "Village") desires to engage Florida
CDI, LLC and All Star Events Inc. for decorations and entertainment for V/interfest (the
"Contractors"); and
WHEREAS' Village staffrecommends that the Village Council waive competitive bidding,
pursuant to Section 2-85 of the Village Code of Ordinances (the "Village Code"), because it is
impractical to apply such procedures given the Contractors extensive history and experience in
assisting the Village in Winterfest; and
WHEREAS, the Village Council authorizes the Village Manager to execute agreements,
consistent with the proposals attached as Exhibit "4," with the Contractors for V/interfest; and
WHEREAS' the Village Council finds that this Resolution is in the best interest and
welfare of the residents of the Village.
NO\ry, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF
THE VILLAGE OF KEY BISCAYNEO FLORIDA, AS FOLLO\ilS:
Section 1.Recitals Adopted. Each of the above stated recitals are hereby adopted,
confirmed and incorporated herein

Section 2. Authorization. The Village Council hereby authorizes the Village
Manager to execute agreements, consistent with the proposals attached as Exhibit "4," with the
Contractors for Winterfest.
Section 3. Waiver of Competitive Biddins. The V illage Council hereby waives
competitive bidding, pursuant to Section 2-85 of the Village Code, because it is impractical to apply
such procedures given the Contractors extensive history and experience in assisting the Village in
V/interfest.
Section 4. Effective Date. This Resolution shall be effective immediately upon
adoption.
