CEOs are patrolling the jetty, beach and walking path areas for dog restriction violations. We received two calls regarding dogs on the beach. One dog was a documented service dog and the other owner was issued a verbal warning. The dog was immediately removed from the area. CEOs assisted the Patrol Division by patrolling the areas of the Farmers' Market on Sunday. CEOs are monitoring the area for activity which may require police assistance and code violations. One ordinance warning was issued to a residence for appearance and maintenance violations, and another ordinance warning was issued to a residential construction site (56 Bal Bay Drive) for starting work prior to 0830 hours. Criminal Investigations The Criminal Investigations Division (CID) concluded its investigation into a brawl at a beachside condominium that occurred on New Year's Day. The incident involved two groups of residents living at the same building, and was sparked by the discharge of personal fireworks. The investigation revealed the residents were mutual combatants with injuries to both parties. A third party not related to the residents was battered, but he refused to file criminal charges. Each side was informed of the investigation and its results. Detective met with investigators at the Miami Beach Police Department as part of an ongoing background investigation for an applicant to a police reserve position. The CID had discussions with the State Attorney's Office pertaining to a pending arrest warrant against a suspect identified in a flim-flam case. The suspect took over $3000.00 during a cash transaction at a retailer in the Bal Harbour Shops. The suspect is believed to be involved in similar cases internationally. Citations Parking Warnings Citations Collins Corridor Unit (CCU) Field Arrests Reports Reports 56 08 01 01 01 Ride Share Contacts Delivery Trucks 01 01 01 The Collins Corridor Unit (CCU) continued their strategic traffic enforcement along Collins Avenue and conducting frequent area checks of our beach, jetty, hardpack and jogging path. In addition, the CCU conducted area checks and patrols of the 100th block of 96th street for the Farmers Market and the enforcement of illegal parking by commercial vehicles and vehicles for hire. This week, the CCU assisted Code Enforcement by conducting direct checks of all construction sites throughout the Village. During these checks, the CCU identified one site where the gate was found open. Contact was made with the property manager and the gate was secured properly. No violations were encountered at any other site. While on patrol, officers were flagged down in reference to an unruly passenger on a Miami -Dade Transit bus who was refusing to pay the transit fare. The bus driver requested the passenger be removed from the bus and directed officers to him. When officers made contact with the individual and asked him to get off the bus. The individual became argumentative, enraged and was unwilling to comply. In response to his refusal, the individual was placed under arrest. While being taken into custody, the individual actively resisted officers by making an effort to prevent officers from placing handcuffs on him. He did this by tensing his arms, pulling away and at one point anchoring himself using a passenger handrail. Despite his efforts, the individual was taken into custody and arrested. A CCU Officer made contact with a homeless man sleeping at a bus stop on Collins Avenue in front of the St. Regis. During the encounter, the CCU officer conducted a records clearance check to ensure the individual was not reported missing or wanted. After the records check was clear, the CCU officer completed a Field Interview (FI) card, and the individual made the decision to leave the area. The CCU participated in the 4th Annual One Miami MLK Bicycle ride along with various law enforcement agencies and community members. This commemorative bicycle ride is in honor of Rev. Dr. Martin Luther King, Jr. and is intended to bridge the gap between law enforcement and the community. The CCU attended and provided security at the Bal Harbour Village Waterfront Park Ribbon Cutting Ceremony and during the Bal Harbour Village Council Meeting which was held at the Sea View Hotel. The CCU supervisor received statistical information from a multi -agency traffic enforcement saturation detail which CCU and the BHPD Marine officer participated in last week in North Miami. The total number of traffic summons issued during this detail was 421. This includes 13 arrests, 13 vehicles towed, and 118 citations for moving violations. Marine Patrol / Beach Safety Officer Details Stops Citations Warnings Arrests Reports 08 01 07 0 0 AOA Contacts 0 55 Marine Patrol continued their patrols of our coastal and intra-coastal waterways both by land and boat. This week, Marine Patrol assisted a CCU Officer during a call involving an unruly passenger on a Miami Dade Transit Bus that was refusing to pay the transit fare. Marine Patrol also assisted road patrol officers throughout the week, as needed, with calls for service and for road patrol coverage during periods of staffing shortages. Additionally, Marine Patrol conducted fingerprints, bicycle patrol and responded to one noise complaint at the Bal Harbour Sandbar behind 224 Bal Bay Drive. That complaint was unfounded. Marine Patrol participated in a multi -agency Marine Patrol Operation which was spearheaded by the Miami -Dade Police Department. During this operation, Marine Officers provided high visibility patrols and enforced maritime laws and ordinance regulations. Beach Safety Officer The Beach Safety Officer (BSO) continued his efforts in maintaining the Bal Harbour Village community safe by conducting frequent patrols of our beach, jetty, hard pack and jogging path. In addition, the BSO conducted patrols by bicycle through the beach, the entire village and the new Bal Harbour Village Waterfront Park. The BSO conducted frequent area checks of the Farmers Market at the 100th block of 96th street and conducted direct checks of all artwork displays along the jogging path and at the jetty. The BSO met with members of the Florida Fish and Wildlife Conservation Commission (FWC) and they assisted the BSO by conducting fishing license inspections on the Jetty this period. While on patrol, the BSO was contacted about a large bag that washed up on the shoreline directly behind the Oceana building. The bag contained garbage and was properly disposed. Summary of Noteworthy Calls for Service 01/12/2024 0 Theft 9700 Collins Avenue Salvatore Ferragamo associates told officers a male entered the store and retrieved some merchandise from the display. The male then exited the store without paying and fled the area. An area canvass was conducted which produced negative results. This case has been forwarded to the Criminal Investigations Division for follow-up. r01/12/2024 Arrest 600 blk 96 Street Officers responded to an unruly passenger on a Miami -Dade transit bus. TRhe subject told officers he was not exiting the bus and would have to be forcefully removed. Officers physically removed the subject from the bus and placed him under arrest. The subject was transported to jail. 01/13/2024 Theft 9700 Collins Avenue Alexander McQueen associates told officers a male entered the store and retrieved some merchandise from the display. The male then exited the store without paying and fled the area. An area canvass was conducted, which produced negative results. This case has been forwarded to the Criminal Investigations Division for follow-up. 01/16/2024 Deceased Person 10185 Collins Avenue Officers responded to reports of an unresponsive male. Upon arriving, officers discovered the decedent lying in bed, in the supine position, with no signs of trauma or injury. The primary care _physician and Miami -Dade Homicide released the decedent to the funeral home. 01/17/2024 Baker Act (Voluntary) 9800 Collins Avenue Adult male contacted police and requested he be taken to Aventura Hospital to be admitted for psychiatric evaluation. The male was transported by police to the hospital. 01/18/2024 Hit and Run 9800 Collins Avenue Officers responded to the scene of a traffic crash where one of the vehicles fled the scene immediately after the crash.
