Individual sewage treatment systems which serve a single facility generating greater than 15,000 gallons per day. 720.17. Lot Size. A' .y.N lot shall have an adequate area for all expected im- provements in addition to an adequate area of contiguous soil suitable for the installation of the individual sewage treat- ment system in accordance with all re- quirements pertaining thereto. Every lot created after !effective date cattle amend- ment] shall also have an adequate &not contiguous soils suitable for the installa- tion of a secondary individual treatment system in the event of the failure of the primary system. Areas containing wet- lands disturbed soils or slopes in excess of 12 percent may not be utilized foribe primary or secondary individual sewage treatment system. 720.37. Site Evaluation. Proposed pb mary and secondary sites for all private sewage disposal systems shall be ex- plored, evaluated, and reported on forms as provided for by the City. Site iovosiigatica evaluations shall be made by a site evaluator. The site evaluator shall sign the report, chall•determine the suitability of the primary and secondary sitea and the rita•c soils for sewage dis- posal, andrs+all design of the systems following the terms of this C.gode. Soils shall be identified by strata and the textural classes of the strata defined according to an accepted classification system. The primary and secondary sites for individual sewage treatment systems must be staked or marked in a manner so as to be clearly visible and to present any disturbance I which would affect their suitabilitvassites i for septic systems 720.39. A log of all soil exploration including a description of the various strata encountered; Subd. 3. Slopes of the land areal in question .; Subd. 4. Sections 720.09, 720.17, 720.37, 720.39, 720.95 and 720.97 are amended by adding the underlined material and deleting the &Woken -material as follows: 720.09. Application. The standards of the Minnesota pollution control agency JMPCAI regarding individual sewage treatment systems. as amended from time to time. are hereby incorporated into this code and made a Dart thereof as if fully set forth herein. SJ.iosa The MPCA standards define the minimum standards for individual sewage treatment systems installed in Medina. All compo- nents must be inspected. including meas- urement of the depth of the sludge and scum in the septic tanks. The inspection must be conducted and the report submit- ted every four years or upon any transfer of the property. whichever occurs first. The cost of such inspection shall be pay- able by the property owner in accordance With -the -fee council, 720.2591. Repair and Maintenance. The owner of any property found to have an individual sewage disposal system which is failing shall be required to repair or replace the system A.t-least_oaca-a yor tho owl^r of 2ny r^pfic fnik o• tiic i, ornort of cfudgo a^A t^u^t Every three years or when the top of the sludge layer in the tank or any compartment of the tank is found to be less than twelve (12) inches below the bottom of the outlet baffle or submerged pipe, or if the bottom of the scum layer is within three (3) inches of the bottom of the septic tank outlet baffle or submerged pipe, the owneroragoatshall arrange for the removal and sanitary dis- posal of sludge and scum from the tank; It shall be un- lawful to operate a any septic system which does not meet the requirements of the Section. SECTION 11. This ordinance shall become effective upon its adoption and publication. Adopted by the City Council of the City of Medina this 6th day of April, 1992. Gary M.
