Chairman Scrivner called the meeting to order at 7:30 a.m. A quorum was present at this
time. The following guests were present: Randy Scherr; John Lock; Mike Bates, Central
Missouri Professional Services; and Madeleine Leroux, News Tribune.
1) Introductions
Those present introduced themselves.
2) Approval of the November 29, 2012 Committee meeting minutes
Councilman Schulte moved and Councilman Bray seconded to approve the
November 29, 2012 minutes, motion carried.

3) Citizen opportunity to address Council/Staff on Stormwater and Other Public
Works Issues
There was no one present to speak on this item.
4) New Business
1. Parking Lease for Lot 31 on Madison Street (Diane and John Lock,
Requestor) (Britt Smith)
Mr. Smith explained the request is for parking for the business at the corner of Dunklin
and Madison. There are only a few customers utilizing the lot at this time. The lease will begin in
April.
Councilman Weber moved and Councilman Bray seconded to refer the lease to the City
Council with recommendation to approve, motion carried.
2. Mulberry Street Apartments Demolition (Janice McMillan)
Mr. Davenport explained the City has acquired the Walker apartments and one house on
Mulberry Street and have selected a contractor for the demolition. There will be a 30 day protest
period and the cost will be paid with grant money.
3. Vacation of Right-of-Way on Morris Avenue (John Gaydos, Requestor for
Helias High School) (Matt Morasch)
Mr. Wade explained the request. Utilities are located within the right-of-way and an
easement will be necessary.
Councilman Schulte moved and Councilman Weber seconded to refer the vacation of
right-of-way to the City Council with recommendation to approve, motion carried.
4. Change Order No. 1 for 2012 Various Sewer Repairs (Eric Seaman)
Mr. Seaman explained the change order is due to over runs on the project as a result of
additional rock excavation, additional pavement replacement and realignment of conflicting
storm water infrastructure at Dunklin and Walsh Streets.
Councilman Weber moved and Councilman Schulte seconded to refer the change order
to the City Council with recommendation to approve, motion carried.
5. 2013 Milling and Overlay Program (Britt Smith)
Mr. Smith explained the street overlay list summary included in the packet to the
Committee. The list shows street overlay for 2013-2016.
Councilman Schulte moved and Councilman Bray seconded to accept the staff
recommendation for the 2013 Milling and Overlay program, motion carried.
6. Capital Improvement Projects Update (Roger Schwartze)

Mr. Schwartze gave an update of upcoming Capital Improvement Projects which will be
on hold until the Council takes action on the CIP funds..
7. Demonstration of Transit AVL System (Richard Turner)
Mr. Lehman gave a demonstration of the new Transit AVL system to the Committee.
Councilwoman Carroll requested a presentation be given at the next Council meeting.
8. Snow Routes (Britt Smith)
Mr. Schwartze explained staff has reviewed and updated the snow route code.
Councilman Weber moved and Councilman Schulte seconded to refer the code
amendment to the City Council with recommendation to approve, motion carried.
9. Downtown Residential Parking (Roger Schwartze/Britt Smith)
Mr. Schwartze explained the amendment.
There was discussion among Committee members, staff and those present regarding
the amendment, including locations, cost and eligibility.
Councilman Weber moved and Councilman Bray seconded to refer the amendment to
the City Council with recommendation to approve with the understanding additional changes
would be made at a later date.
Councilman Schulte moved and Councilman Scrivner seconded to amend the motion to
add “or current/active Zone 99 permit holders” to the amendment.
The amendment to the motion passed unanimously.
The motion as amended passed unanimously.
10. Environmental Quality Commission’s Make Your Mark Campaign (Janice
McMillan)
Ms. Henry explained the Environmental Quality Commission’s educational approach for
green and sustainable programs.
5) Other Topics
1) Planning & Protective Services Monthly Reports
Chairman Scrivner noted the building permit and food service inspections reports
included were included in the packet.
2) 2013 Public Works and Planning Committee Calendar
Councilman Schulte moved and Councilman Weber seconded to approve the 2013
meeting calendar, motion carried.

6) Adjourn
Councilman Schulte moved and Councilman Bray seconded to adjourn the meeting at
this time (9:50 a.m.), motion carried.
