MEETING MINUTES
July 10, 2013

Meeting came to order at 8:03 a.m., the minutes were approved with a motion by Mihalevich and a
second by Branch.
BILL AMENDING THE REQUIREMENTS FOR SIDEWALK CAFE PERMITS:
Presented by Drew Hilpert. This was brought back from council because of insurance limits. We will
change D from $500K to $300K per Jeff Naught's recommendation. A motion was made by Branch to
send to the Council and a second by Mihalevich, passed unanimously.
JCTV METRICS:
Presented by Drew Hilpert. The options are to, do nothing, require an annual report or to establish
metrics to give to Lincoln University. Enloe reported that Drew had proposed some metrics to the JCTV
Steering Committee. There are some concerns regarding curriculum requirements and media monitors.
Enloe thinks there is an easier way to do this. Dr. Harris can provide numbers of students and volunteers
in production, fundraising goal and give specifics on types of productions. There is some confusion as if
the metrics were guidelines, or goals and the impact if they don't meet them. Enloe is concerned about
this being in the contract. Dr. Harris thought it was up to the council, but trend has been to put it in the
contract. Hilpert said that is how it is done with the CVB and Chamber. Mihalevich said there are three
items he would like to see develop: Communicate services to the public; set key performance indicators
by contract and staff; and an annual report of what JCTV did last year and mutually agreed upon goals for
the next year. Enloe will draft proposed metrics. Administration Committee will review these proposals
at the August meeting.
APPOINTMENT REVIEW:
Presented by Gail Strope. There are no recommendations this month.
PUBLIC COMMENTS: None.
NEW BUSINESS: Mihalevich asked if there is a lack of activity by any committee. Are there any areas that
are not represented by a committee that maybe should be, i.e. transit? Strope to e-mail answers back to
Administration Committee members.
A motion was made by Mihalevich to adjourn the meeting and seconded by Branch. Motion was
approved. Meeting was adjourned at 8:45 a.m.
The next meeting is set for the 1st Wednesday in August; August 7th at 8 a.m. in the Boone /Bancroft
Room at City Hall.

AN ORDINANCE AMENDING CHAPTER 7 (BOARDS AND COMMISSIONS) OF THE
CODE OF THE CITY OF JEFFERSON, MISSOURI, BY THE REVISION OF ARTICLE XVI
(CULTURAL ARTS COMMISSION).
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1. Chapter 7 (Boards and Commission) is hereby amended by the
revision of Article XVI (Cultural Arts Commission) to read as follows:
D. Residency. At least nine -(8) eight (8) members shall be residents of the City
of Jefferson; a maximum of twe -(2) three (3) members may reside outside
the City.
