CALL TO ORDER AND ATTENDANCE Robert Hooper, Chairperson, convened the regular meeting of the Brewster Housing Authority's Board of Commissioners at 5 : 30 PM via GoToMeeting . 2. MINUTES OF PREVIOUS MEETING (S) The minutes for the meetings of April 22, 2020 were distributedprior to meeting . It was noted that there was a type-o . "Treasurer ' s" was spelled wrong on page one . Barbara Burgo made a motion to approve the minutes of the April meeting, as corrected. Laurel Labdon seconded the motion which was voted unanimously . 3. TREASURER' S REPORT/WARRANT APPROVAL Mrs . Botsford sent the warrants to members before the meeting to review. The warrants this evening are for the month of April . After review, Zachary Volpicelli made a motion to approve warrants for April 2020 . Laurel Labdon seconded the motion which was voted unanimously. 4. EXECUTIVE DIRECTOR' S REPORT • Mrs . Botsford reported that we have 2 vacancies at Huckleberry . One is capital job and almost complete . The other is due to a transfer from another unit. She reported that we have 2 vacancies at Frederick Court. One is being leased June 15 and the other are to working on repairs and preparing for new tenant . DHCD is allowing extensions for leasing elderly units because of COVID- 19 . Page 1 of 2 • Corona Virus . since the onset of COVID49 , all offices remain closed to the public, with administrative staff reporting to work, with some work approved remotely . Maintenance staff is cleaning and sanitizing all common areas daily, including Saturday and Sunday . In addition to that, they are responding to emergency work orders (only) and doing work only in unoccupied units and outdoors . Capital jobs are delayed if they involve going into residents ' apartments . Updates are going out to residents on a regular basis by both written notices and phone calls using Call-em-all , which is our reverse 9- 1 - 1 system . Mrs . Botsford attends weekly telephone conference calls with DHCD for updates and daily emails from multiple sources are received and reviewed . Administrative staff are allowed to stay home if they want to and when people are in the office it, it is only one at a time . Maintenance is sanitizing office areas daily, as well . • Mrs . Botsford mentioned that outdoor jobs and work in vacant units can continue . Unit # 80 at Huckleberry which is a major renovation is just about wrapped up . The job to remove trees on the Huckleberry property should be done in June or early July . 5 . OLD BUSINESS none G, NEW BUSINESS A. Capitalization Policy Update : Mrs . Botsford provided a drafted update to the Capitalization Policy increasing the from $ 1 ,00 . 00 to $ 5 , 000 . 00 . After a brief discussion, Laurel Labdon made a motion to approve the new Capitalization Policy as presented . Zachary Volpicelli seconded the motion which was voted unanimously . 7. OTHER BUSINESS WHICH MAY LEGALLY COME BEFORE THE BOARD The chair asked Ms . Burgo if her time was up on the board , as there is an election coming up and it was noted that there were seats on the board to be filled . She has not been contacted by the Town Clerk, but she will check. Since it is too late to take out papers to run, she could do a write-in campaign again. 8 . CORRESPONDENCE : The chair recognized Mrs . Botsford who announced that she will be retiring in about 5 months . The Mashpee board has started the process of hiring her replacement . Assistant Director Carol Mitchell will be applying . The board thanked Mrs . Botsford for all of her hard work over many years and wished her well in her retirement. 9. NEXT MEETING : The next meeting was scheduled for June 17 , 2020 at 5 ; 30 PM . It will also be a remote-access meeting . 10, ADJOURNMENT Barbara Burgo made a motion to adjourn the meeting . Laurel Labdon seconded the motion which was voted unanimously. The meeting was adjourned at 6 : 05 p .m .
