Dear Mr. Tobin:
I am writing to request a minor field modification to the approved scope of work at 203 Leland Road
under order # SE 9-1843. The property owners have recently determined that the existing deck on the
south side of the dwelling within the 50-100’ buffer requires reconstruction due to disrepair and loss of
structural integrity. The homeowners would like to request permission to reconstruct the deck in place
with the addition of a 2-foot cantilevered section off the south side. The previously-approved walkway
will then be shifted 2 feet south of its previously-proposed location (remaining within the 50-100’ buffer
zone). The change to the deck and walkway will reduce the previously-approved mitigation area (which
exceeded a total of 3,000 sf) by 73 square feet.

PLAN NOTES CONT.
• Regenerative pruning is proposed on select remaining trees that have either been previously-cut or have an excess of
dead limbs to improve health of the tree.
• 1,595 square feet of lawn along the Top of Slope and within the 0-100’buffer will be restored to native, naturalized
vegetation. Lawn will be removed, the area will be seeded with a native mix of cool and warm season grasses and
wildflowers, and planted with native shrubs.
• An additional 1,445 square feet within existing naturalized areas will be over-seeded with native grasses and planted
with native shrubs where an understory shrub canopy layer is lacking. These naturalized areas a steeply sloping
and significant runoff from upland portions of the property and deep shade have made it difficult for understory
vegetation to thrive. Planting above the slope (described above) will help to slow runoff down before it reaches the
slope and new planting will help stabilize soil and infiltrate runoff as it reaches the slope.
• To help slow stormwater runoff, the area between the driveway and deck on the south side of the house will be
regraded to create a pervious walkway with steps between landings. The walkway and steps will total 490 square
feet within the 50-100’ buffer. Regrading will help slow stormwater runoff as it travels down slope and reduce the
amount of existing erosion where the is currently heavy foot traffic around the house.
• Regrading for stormwater management is also proposed on the north side of the house outside of the 100’ buffer.
Though not in Conservation jurisdiction, regrading to slow and infiltrate stormwater runoff before it reaches the
pond will offer another significant improvement to the resource area.
• The property will be planted with a total of 193 native shrubs and 24 container-sized perennial grasses (see Plant
Schedule below for details).
• Temporary irrigation will be required for the first two to three growing seasons while plants establish. Once plants
are established irrigation will be removed.
REVISED NOTE:
• 6/30/20: Existing deck to be reconstructed in place with the addition of a 2-foot cantilevered extension on the
south side. The previously-approved walkway will shift location 2-feet to the south to accommodated the deck
extension.

• This plan proposes removing 11 pitch
pines, 2 white pines and 1 oak trees within
100’ buffer to the BVW to allow for
the installation and use of solar panels.
These trees were identified and marked
for removal by a third party solar energy
consultant.
• Minor vista corridor management activities
are proposed in the area marked on the
plan. One (1) previous-cut and damaged
oak and 2 pitch pines (3” and 5”, DBH) are
proposed to be removed and replaced with
native shrubs.
• Greenbrier (Smilax rotundifolia), an
aggressive native, is also present in patches
along the top of slope. This Plan proposes
not to eliminate, but to manage greenbrier
to reduce competition with other native
species. All vegetation debris will be
removed from the site and brought to an
off-site disposal area.

Dear Ms Aguir and Commission Members,
On behalf of applicants Paul and Kathy Barth, Coburn Landscaping submit 2 minor change requests
1- Trimming east side of property hedge 5-6'
2- Trimming and thinning Black cherry along stairs, to encourage air flow and reduce wind sail
effect. After inspection of adjacent dead cherry, signs of root fungus cause concern for the
health of the existing cherry that helps support and stabilizing of the bank. Propose no more
than 10% reduction/year to avoid water sprout growth. We would also like to remove the
adjacent dead cherry as a safety issue.

Property location: 289 Crocker Lane
Dear Mr. Tobin:
I am writing to request a minor field modification to the approved scope of work at 289 Crocker lane
under order # SE 9-1824 to add a small (2.5-foot-tall) retaining wall on the east side of the new garage
and dwelling. The proposed retaining wall will be a block wall (typical construction), extending 60-
linear feet along the side of the property to retain the existing grade and remediate drainage concerns
around the new house. All proposed work will remain within the existing Limit of Work. Two small
black cherry trees and one oak tree (all in poor condition) will be removed for the installation of the
retaining wall and will be replaced 1:1 with native trees within the buffer zone to the coastal bank. The
total amount of previously-approved mitigation planting will remain the same as previously proposed.
To accommodate the layout of the proposed wall, 40 square feet of mitigation will be shifted from the
east side of the property to the west-side mitigation planting area (closer to the resource area).
To further address drainage concerns (potential pooling around the house, deck, and garage) a rain
garden will be installed on the south side of the garage between the garage and the recently installed
septic leach field. One NDS dry well will be added below the proposed driveway to capture roof runoff
from the garage.
